Re: Asbestos Inspection Report 2355, 2367, 2381 & 2397 Witherbee Road

Cordesville, South Carolina CRE Project Number: 18039‐IN

Dear Mr. Alcorn:

Crossroads Environmental, LLC (CRE) completed an asbestos inspection of the Witherbee Site, located on Witherbee Road in Cordesville, SC on April 10, 2020. The inspection was performed by a SC‐DHEC Licensed Asbestos Inspector, and in accordance with South Carolina Department of Health and Environmental Control (SC‐DHEC) and Environmental Protection Agency (EPA) Requirements. A detailed summary table of the sampling is included in Attachment I; however, this report should be read in its entirety.

Building(s) Description/Scope of Work

The Witherbee Site, part of Francis Marion & Sumter National Forest, consists of four (4) houses, an associated storage building for each house, and one central well house. All structures are scheduled for demolition. Comprehensive asbestos inspections of the houses were performed by Trident Environmental in 2014, but the storage buildings and well house were excluded.

In accordance with SC‐DHEC’s Regulation 61‐86.1, Standards of Performance for Asbestos Projects (effective May 27, 2011), “to be acceptable, a building inspection shall have been performed no earlier than three years prior to the renovation of demolition, or if more than three years have elapsed since the most recent inspection, the previous inspection shall be confirmed and verified by a person licensed as a building inspector”.

CRE performed the required confirmation/verification of the inspection report provided by Trident Environmental. Additionally, comprehensive asbestos inspections of the storage buildings and well house were performed.

Asbestos Inspection Report April 17, 2020 Witherbee Site Page 2 of 4 Project Number: 18039‐IN

The structures included are as follows:

Dwelling Building 602: This structure is a vacant single‐family residence located at a 2355 Witherbee Road, which is approximately 1,800 sq. ft. in size. The house has wood siding, a sloped shingled roof, and is built over a crawlspace. Interior finishes include drywall walls and ceilings; and flooring consisting of a combination of hardwood floors, carpet, vinyl flooring, and ceramic. No suspect asbestos‐containing materials were identified in the attic or crawlspace.

Storage Building 652: This building is a 7’x12’ wooden storage building, located behind Building 602, which has wood siding, concrete floor, and a shingled roof. The building has metal framed windows. No suspect window glaze or caulk were identified in association with the windows.

Dwelling Building 603: This structure is a vacant single‐family residence located at a 2367, which is approximately 1,800 sq. ft.

Storage Building 653: This building is a 7’x12’ wooden storage building, located behind Building 603, which has wood siding, concrete floor, and a shingled roof. No suspect window glaze or caulk were identified in association with the windows.

Dwelling Building 604: This structure is a vacant single‐family residence located at a 2381, which is approximately 1,800 sq. ft.

Storage Building 654: This building is a 7’x12’ wooden storage building, located behind Building 604, which has wood siding, concrete floor, and a shingled roof. No suspect window glaze or caulk were identified in association with the windows.

Dwelling Building 605: This structure is a vacant single‐family residence located at a 2397, which is approximately 1,800 sq. ft.

Storage Building 655: This building is a 7’x12’ wooden storage building, located behind Building 605, which has wood siding, concrete floor, and a shingled roof. No suspect window glaze or caulk were identified in association with the windows.

Well House: The well house is situated centrally between Dwelling Building 603 and Dwelling Building 604. It is a concrete structure with a shingled roof, which is surrounded by a chain link fence. All equipment associated with the well house is metal.

Inspection Strategy/Sampling Protocol

The inspection consisted of grouping suspect asbestos containing materials into homogeneous areas based on the color and texture of the material, and then performing representative sampling of the materials included in those homogeneous areas. SC‐DHEC has requirements for the minimum number of samples that can be collected from each homogeneous area (three samples of each miscellaneous material, three samples of each type of thermal system insulation, and the sample requirements for surfacing are based on square footage). Following completion of the on‐site inspection/sampling, samples were submitted to an accredited laboratory for analysis.

As of June 27, 2008, SC‐DHEC requires that any non‐friable organically bound (NOB) material that is suspect to contain asbestos, such as floor tile, mastics, roofing material, and caulking must be analyzed by transmission electron microscopy (TEM) if polarized light microscopy (PLM) analyses of that material indicate that no asbestos was detected.

Results

EPA recognizes a material as Asbestos Containing Material (ACM) if an asbestos content of greater than one percent asbestos is detected in a representative sample analyzed by polarized light microscopy. It should be noted that items containing <1% asbestos are covered to some extent by the OSHA’s Asbestos Standard for the Construction Industry

(29 CFR 1926.1101).

No asbestos was detected in association with the storage buildings (Buildings 652‐655) and well house.

All suspect materials identified in the dwellings were found to have been sufficiently sampled, and the previously assessed condition of asbestos‐containing materials identified in the Trident Environmental report are still accurate. The only discrepancy identified was that in the report for Dwelling Building 603 (2367 Witherbee Rd.), the previous report identifies the ACM flooring as being located in the kitchen; however, it is also located in the adjoining Laundry Room. The quantity provided in the Trident report included both (the total quantity provided is accurate).

Witherbee Site Page 4 of 4

Relevant Regulatory Requirements/Recommendations

Friability‐Friable materials are defined as materials that can be reduced to powder by hand pressure. It should be noted that non‐friable materials may become friable depending on the method of removal. All non‐friable materials must be removed by properly accredited asbestos personnel. If the non‐friable materials are removed in a friable manner, then all regulations in regards to friable abatement will apply, and the abatement must be performed by a SC‐DHEC Licensed Asbestos Contractor, and in accordance with all state and federal regulations.

Project Design‐ Project Design written by a SC‐DHEC Licensed Project Designer will be required on this project.

Air Monitoring‐ Air monitoring by a SC‐DHEC Licensed Air Monitor will be required on this project.

CRE can further assist with Project Design, Air Monitoring, and/or help in selecting an asbestos abatement contractor.

Closing Statements and Limitations

Every effort was made to identify all materials in accessible areas. There is the possibility that suspect materials were not identified in inaccessible areas. If any suspect material is discovered that is not included within this report, it should be sampled before it is physically disturbed.

This document has been prepared by Crossroads Environmental, LLC at the request of and for the exclusive use of the Francis Marion & Sumter National Forest Service. This report represents the findings from the date that it was inspected, and is limited in scope to that indicated above.

Crossroads Environmental, LLC appreciates the opportunity to provide the Francis Marion & Sumter National Forest Service with our consultative services. Should you have any questions or need additional information, please do not hesitate to contact us.

Sincerely, Kay Horton Licensed Asbestos Inspector

Due to the limitations of the EPA 600 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.

Dear Customer:

Enclosed are asbestos analysis results for TEM bulk samples received at our laboratory on April 15, 2020. The samples were analyzed for asbestos using transmission electron microscopy (TEM) per Chatfield/EPA 600/R-93/116 Sec. 2.5.5.1 method.

Sample results containing > 1% asbestos are considered asbestos-containing materials (ACMs) per the EPA regulatory requirements. The detection limit for the TEM Chatfield/EPA 600/R-93/116 Sec. 2.5.5.1 method is <1% depending on the processed weight and constituents of the sample.

Thank you for your business and we look forward to continuing good relations.
