Bee Rock Campground Questions:

1. Is a geotechnical design required before design?

RESPONSE: No

2. Is the campground or road going to be shut down for work?

RESPONSE: No

3. What length of warranty is required?

RESPONSE: One Year

4. What is the average water level around the work time?

RESPONSE: The road is out of the floodplain. This area can become flooded when the Lake

Cumberland dam is backwater due to flow passing through the dam’s emergency spillway. The last time this happened was in 2019, and the road was still passable. This is an extreme event and would be addressed as necessary using the contract provisions. Expect no flooding of the project work area.

5. Is the culvert being replaced?

RERSPONSE: No

6. Is there a standard for the design?

RESPONSE: Yes. It was estimated that a FP-14 Section 253 Gabion Basket retaining wall would constructed. However, alternative design will be required as identified in FP-14 Section 257 Contractor-

Designed Retaining Walls.

7. What elevation do the walls need to go up to?

RESPONSE: Excavated test pit in the middle of the failure was 20-ft below the edge of pavement.

8. What amount of road is unstable and needs to be replaced?

RESPONSE: Unclassified.

9. One half of the road appears to be compromised, what has been or needs to be done for expected replacement?

RESPONSE: Roadway asphalt within this area shall be overlaid and any sub-base disturbed shall be reconstructed and asphalt 8-2-1 shall be laid. No work is planned on the cut slope (north side) of the road will extend up slope.

10. Does the entire 500ft need to be stabilized?

RESPONSE: No. Disturbed areas due to construction of the wall.

Big Perry Questions:

1. Are other options besides gabion wall, if cost effective, permitted?

RESPONSE: Value Engineering after award is welcomed according to the FAR.

2. How does the onsite timber need to be disposed?

RESONSE: Refer to FSSS Section 201 Clearing and Grubbing. No merchantable timber is included.

Slash treatment shall be Method C.

Lockegge Questions:

1. Can the Bering trees be removed?

RESPONSE: Protection of land surveying land line monumentation is critical, however life-safety issues is the priority.

2. Are bats going to be a problem?

RESPONSE: Analysis of threats to endangered species has been completed.

3. What are the limits of grading?

RESPONSE: Restoration of the roadway.

4. Can existing material be used as backfill or is new material required?

RESPONSE: Yes, suitable existing material can be used for backfill.

Non Site Visit Questions:

1. Who pays for a survey to reestablish the construction survey points to work from for Big Perry and Lockegge job.

RESPONSE: Contractor

2. Considering this is not a design build MATOC, can you clarify why engineering professionals

(design firms) information is required?

RESPONSE: FP-14 Section 257 outlines the requirements for this construction submittal. Similar to other specifications that require submittals by engineering or technical professionals.

3. Surveyors are typically included in individual projects, depending on work load and region, there could be multiple sources. Do we need to provide a specific information regarding a single surveyor?

RESPONSE: No

4. The Bee Rock solicitation is a request for a design and build. To be able to submit a bid a working engineering design would have to be completed first before a competent bid could be formulated. The April 17th bid submittal date doesn’t allow time for this to be done. Even if it could be accomplished there would be reluctance to spend money on what could be a costly engineering plan and then not get the bid.

RESPONSE: Refer to response to Question 6.

Others

1. RFP page 1 ask for “Complete and Return Buy American Act & Hazardous Materials, Attachment 0006”. Attachment 0006 in not included in the RFP document, please provide the attachment, or clarify whether it is needed.

RESPONSE: Complete the Buy American Act section on page 30.

2. There are many confusing requirements with an unreasonable limitation on pages. Example 1, technical management approach is limited to one page, but it’s not enough to include all the specified requirements; example 2, Past Performance shall not exceed 3 page per project, but the CPARS itself is 4-5 pages. We would like to request no limitation on pages or at least an expansion on the requirements.

RESPONSE: Please keep page amounts as close to the limitation as possible.

3. Due to the lengthy requirements of the proposal request and number of sample project pricings, can we receive bid due extensions on three AR road construction MATOCs?

These two DBNF MATOCs are due on the same date as another AR Road Construction MATOC, which limits the Contractor’s time to respond.

RESPONSE: Deadline has already been extended to 21 April 2023 by 1700 EST.

4. Considering this is not a design build MATOC, can you clarify why engineering professionals (design firms) information is required?

RESPONSE: If design firms are used, please include their information

5. Surveyors are typically included in individual projects, depending on work load and region, there could be multiple sources. Do we need to provide a specific information regarding a single surveyor?

RESONSE: Yes

6. Would the Government consider accepting CPARS in lieu of processing yet another PPQ to prove performance? Federal clients have limited time to complete forms during bid season, especially if they have already provided a CPARS previously.

RESPONSE: No, complete the PPQs.

7. Solicitation 66 – Price Volume requires (i) SAMPLE TASK ORDER SCHEDULE B; and (ii) FUNDED SEED PROJECTS or UNFUNDED SAMPLE PROJECTS. The RFP package doesn’t have item (i).

Please clarify whether SAMPLE TASK ORDER SCHEDULE B is required.

RESPONSE: Schedule B is included on all solicitation packages and must be completed whether seed or sample project.

8. In the Statement of work for Bee Rock Road, the work is described as extending 250-ft each direction from the midpoint of failure along the centerline. It appeared at the site walk that the length of the slope failure was not 500 feet. If it is deemed by the designer that the slope repair does not need to extend for the full 500 feet will a shorter repair be allowed?

RESPONSE: Basis of design for estimating is the construction of 1000-sf of retaining wall for a length of

60-ft +/-. Final wall selection to be a construction submittal based on the requirements of FP-14 Section

257.

9. Bid Item 9 “Retaining Wall” on Bee Rock Road gives a quantity of 1000 SF; however, the design-build solution may propose a different quantity. May this be bid as lump sum?

RESPONSE: no.

10. Some aspects of this MATOC proposal will require pre bid design calculations to provide the most competitive and accurate proposal we are requesting a 1-week postponement if possible.

RESPONSE: Deadline extended to 1 May 2023 by 1700 EST
