About this file

This is a Questions & Answers document for the IITF Grounds Maintenance contract opportunity (solicitation number 12445026Q0028). The document addresses four key inquiries from potential bidders regarding scope, scheduling, bonding, and submission requirements.

Regarding the scope of work, the Government clarified that quarterly pressure washing services are distributed throughout the year with emphasis on safe walking surfaces and higher-risk areas. An updated pressure-washing map provided with the solicitation identifies all service areas, including drainages and ditch areas around the building. The scope includes the library parking area and New Generator area, while excluding a sidewalk adjacent to the Laboratory area that is scheduled for demolition. Pressure washing may be performed on weekends with prior approval from the Contracting Officer's Representative (COR). No bid bond is required for this action. Quotations must include: (1) a statement acknowledging any amendment information issued on SAM.gov, (2) a completed Schedule of Items (Attachment 2), and (3) a completed Experience Questionnaire (Attachment 4). This solicitation is set-aside for certified Economically Disadvantaged Women-Owned Small Business (EDWOSB) firms. The Combined Synopsis Solicitation document has been updated with new information highlighted in yellow.

Questions & Answers

Q1. Per the SOW, quarterly pressure washing services are intended to be distributed throughout the year, with emphasis on maintaining safe walking surfaces and prioritizing areas presenting higher safety risks. During the site visit, will the Government identify any locations that have historically required more frequent attention or have been considered higher-priority maintenance areas? Understanding this will help us develop a more efficient work plan and ensure resources are allocated appropriately.?

During the site visit, the pressure washing areas were addressed in detail. A complete walkthrough was executed and the map explained, highlighting the specific areas that require service.

Based on the walk-through conducted, an updated pressure-washing map has been provided with the solicitation.

One question that came up was about the drainages and ditch areas around the building.

These are indeed part of the service and are included in the SOW. For further clarity, these areas are identified on the updated map.

Pressure washing needs adjacent to the Laboratory area were also discussed. Since the sidewalk near the street is slated for demolition, it will no longer be part of the scope.

Instead, the library parking area and the New Generator area will be included, as shown in the map. These are both highlighted and were explained during the walkthrough.

Q2. Can pressure washing be performed on weekends?

Yes, though it would require prior approval from the COR.

Q3. Please confirm if a Bid Bond is mandatory for this specific process?

There are no bonding requirements for this action.

Q4. Please confirm how you would like the quote submitted.

Please submit the following with your quotation:

Statement acknowledging any amendment information issued on SAM.gov.

Completed Schedule of Items (Attachment 2).

Completed Experience Questionnaire (Attachment 4).

Note that this is set-aside for certified EDWOSB firms.
