a) Items labeled as optional are not required to be exercised by the government. If exercised, the contractor will be required to perform the optional work in accordance with the statement of work and the terms and conditions and the statement of this contract.

b) One award will be made from this solicitation; contractors must submit pricing for all items.

Project Rhinelander Science and Research Lab Pest Control

General Information

1.0 Scope of Work

SCOPE: The Contractor(s) shall provide all labor, materials, services, skills, transportation, supervision and necessary tools and equipment needed to perform a full range of pest control services to the USDA, NRS Forestry Lab, at 5985 Hwy K Rhinelander WI 54501 and Harshaw Research Farm 4398 Grace Ln Harshaw, WI. 54529.

PRE-BID SITE VISIT:

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

A pre-proposal walk through/site visit will be scheduled for July 30, 2025, at 0900 (CT). Contact Jeremy Kasprak (Contracting Officer Representative – COR) for location meeting and registration @ 715-401-1358 or email Jeremy.kasprak@usda.gov.

The Government contemplates awarding a Firm-Fixed Price contract consisting of a Base Year with the possibility of Four (4) Option Years.

2.0 Background

The Pest Control contract is to protect scientific research for plants and equipment that if lost could cost thousands of dollars in product, time and money. This contract will provide building and equipment protection from rodents and protect the employees from ants, cluster flies, wasps, roaches etc. The cost of baiting and spraying these facilities will support the Rhinelander Northern Research Station 13 on its ongoing projects.

Contractor Requirements

3.0 Technical Requirements / Tasks

Pest Control Management:

The service provider will be licensed in the corresponding state where work is performed and be able to present proof of the licensing.

Prior to initiation of service Contractor shall provide a complete, initial inspection of the facilities.

Results of the inspection shall be reported as part of the price quote.

a) All services must be performed during the hours and/or time frame established by the agency, and agreed upon mutually by both the Contractor and the COR.

b) The Contractor’s representative shall be on site to initiate service within an agreed upon number of working days following notice of approval/issuance of a Purchase Order.

c) A copy of the Commercial Pesticide Applicator and a Registered Technician Certificate for every Contractor’s representative who will be performing on-site service under the contract.

Routine service maintenance will include twelve (12) monthly services and three (3) seasonal (Fall, Spring & Summer) sprays.

Chemicals that should not be used in a greenhouse include:

• Pesticides registered for outdoor use on specific crops

• Pesticides that can impact biodiversity beyond greenhouse boundaries

• Spray adjuvants that may heighten dermal absorption and exposure to pesticide

• Pesticides that can be hazardous for humans

The Contractor(s) shall provide all labor, materials, services, skills, transportation, supervision and necessary tools and equipment needed to perform a full range of pest control services as follows but not limited to:

• Rodent control, crawling insect control, flying insect control, migratory pest control, and mite control.

• Specialized pest management applications for standard insecticides, rodenticides, termiticides, thermal fogging, cold fogging’s, avicides, herbicides and fumigants

• No pesticides and/or equipment will be stored on Government property.

• Pest company will locate all control devices on a master logistic plan and have a corresponding monthly schedule and log that tracks activity and replacements.

• All traps will be clearly identified with a self-adhesive sign.

• Rodent bait feeding stations will be deployed throughout the outside and inside areas of the complex.

All rodent feeding stations will be “secured” in a manner acceptable in the pest control industry.

• A fresh supply of E.P.A. registered rodenticides will be maintained in the rodent feeding stations.

• All multiple catch traps will be placed according to the manufacturer’s recommendations.

• All devices will be boldly numbered, and their placement depicted on a map of the facility. This map is to be a part of the customized Rodent Control Report which is to be submitted after each service. The report will document device by device, the activity found.

• All devices will be serviced a minimum of 1 time per month.

• Each control device will be checked, emptied as needed, cleaned, rewound and / or rebated during each service attached to each device will be a service date sticker which the technician will fill in at the time of each service. In the event of activity in any of the devices, the contractor will determine whether to supplement the existing controls with nap traps and/or glue boards. The contractor will inspect the areas near the site of any rodent activity to determine any surrounding infestation and any possible ways of entry.

Crawling Insect Control.

• The technician will use various methods and materials to probe and flush the various insects from their hiding and /or harborage areas. The results obtained from this probing and flushing, along with an inspection of the surrounding area, will dictate any secondary treatment procedures including application of appropriate pesticides, placement of baits, drilling of voids, placement of monitoring devices, etc.

• A customized Pesticide Application Report will be required over and above the normal service ticket.

This report must include all areas that are treated, the pesticides used and any findings within the areas relative to pest activity and / or sanitation. This report must be submitted to the COR at the conclusion of each month’s service for the permanent records.

• All areas will be treated at a frequency of once per month.

Migratory Pest Control:

• Appropriate pesticides will be applied around the outside perimeters of all site buildings. The number of these applications may vary with a minimum of three (3) per year. The pesticides will be applied in sufficient quantities to not only 5 effect a kill of existing pests but also establish a barrier against additional invaders.

Flying Insect Control.

• Services to be administered using either mechanical and/or chemical controls on an annual basis.

• Reimbursement for replacement of Rodent Feeding Stations and Baits

• Rodent feeding stations and bait stations requiring replacement during scheduled maintenance visits are eligible for reimbursed under the reimbursable parts line item but will require COR approval prior to replacement.

• Reimbursement is based on the actual cost of the material supplied to the Contractor; profit and overhead will not be allowed. Requests must be accompanied by a supplier invoice that would also be uploaded in IPP with a vendor invoice.

• The Government reserves the right to purchase supplies through, and procurement means available and/or required by Federal regulations. These supplies would be provided to the contractor for replacement at a scheduled date.

4.0 Deliverables/Schedule

Work Schedule:

- The Contractor shall schedule and arrange work to cause the least interference with the normal occurrence of Government business and mission. In those cases where some interference is unavoidable, the Contractor shall make every effort to minimize the impact of the interference and its effects.

- Outside building spraying will be accomplished after hours or weekends.

- Plan is on a monthly frequency; although, there will be duties listed regarding Summer, Spring, Fall spraying.

Allowable Work Hours: Specified all work shall be performed between 7:00 am and 4:30 pm Monday through Thursday.

If the Contractor desires to carry on work on Saturday, Sunday, holidays, or outside regular working hours, he/she must obtain the written approval of the Contracting Officer.

Hourly rates for emergency services will be requested in your offer. Your quoted price must include all labor and supplies necessary to complete the work. Only the Contracting Officer or the Contracting Officer Representative are authorized to make an emergency call.

If during routine service it is discovered a potential emergency or other non-routine service is required, the contractor will notify the COR, or a designated representative of the service and/or supplies needed as well as any associated costs that are not covered in the basic service contract. No work is to be done by the contractor to address the non-routine issues without authorization from the Contracting Officer and/or COR.

5.0 Travel

Travel between locations (main complex and the Harshaw farm) will be at the contractor’s expense.

Additionally, other travel requirements are at the expense of the contractor, which may include travel, lodging, meals and incidentals.

6.0 Contractor’s Key Personnel

Identification of Contractor Employees:

- The Contractor shall provide to the Contracting Officer or the COR the name or names of the responsible supervisory person or persons authorized to act for the Contractor.

- Contractor employees shall conduct themselves in a proper, efficient, courteous and businesslike manner.

- All contractors/subcontractor’s employees working under this contract shall be identified by distinctive name plate, emblem, or patch attached in prominent place on an outer garment.

Employees will sign-in at the station front lobby area; contractor will never be unaccompanied and will be escorted inside all facilities.

7.0 Security Requirements

Access to Buildings: The contractor has the responsibility of getting in touch with the COR at least 72 hours prior to visiting the facilities.

Safety and Health

- All work shall comply with all applicable state and federal safety and health requirements.

- The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work.

- The Contractor shall obtain and adhere to all user agency’s security requirements and departmental policies, laws and regulations while performing work.
