About this file
This document is a Questions and Answers (Q&A) file for Solicitation 12444825Q0005, covering landscape maintenance services for USDA Forest Service facilities in Ansonia and Hamden, Connecticut. The Q&A addresses potential bidders' inquiries about the solicitation, with responses primarily directing vendors to refer to the original solicitation documents. Key details from the Q&A include: no bid or performance bonds are required, subcontractors do not need to be sam.gov registered (only prime contractors), past performance sheets must be emailed to past/current clients, and spring cleanup is expected to be included within individual line items. The responding official consistently declines to provide information about the current contractor, contract figures, or previous contract details.
The solicitation is a small business set-aside for landscape maintenance services (NAICS 561730) with a base year and four option years, covering mowing, fence line maintenance, weeding, trimming, and flower bed services. The period of performance is from 04/15/2025 to 04/14/2030. Mandatory site visits were held on March 25, 2025, at two locations in Connecticut, and proposals are due by 03/31/2025 at 1700 Central Time. Vendors are required to submit offers via email to christopher.j.hamilton@usda.gov, with allocated hours for services being fixed and not billable beyond the specified time.

Answer: YES
16. Also, are you able to email the price list from 2024 from the last contractor and or bid pricing?

Should this be considered out of scope, or is it expected to be included within the individual line items provided (e.g., fence clearing, weeding, trimming, etc.)?
Answer: Included in the individual line items.
18. Additionally, regarding the allocated hours—for example, the 60 hours listed—is that a capped time? If we were to exceed the 60 hours, would it be acceptable to bill for the additional time?
Answer: No
19. We are interested in submitting a bid for this RFP. Could you please provide me with the current contract figures to help us remain competitive with our numbers?
20. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
21. If not brand new, could you please provide the current / previous contract number?
