Questions and Answers
Solicitation: 12444824Q0022, Ansonia and Hamden Snow Removal Services
Question 1:
- Who is the current incumbent (if any)?
- And what was the amount of the award?
Response: Landscape Source LLC was the last contractor to have a contract for these services. However, services stopped after March 2022 and there is no documentation in the file to answer this.
1263PX20P0005 – Hamden, originally $4,500 per year (9 jobs per year)
1263PX20P0006 – Ansonia, originally $4,500 per year (9 jobs per year)
In the recent years they have been paid via credit card holders in the unit. Amount unknown.
Question 2:
How can we determine how many jobs per year? What if there is a need for more shoveling days. How can I factor pricing? Or was that just the number of jobs the current incumbent completed? Let me know.

Response: The reason why we are asking for an hourly rate. With climate changes, we cannot foresee how many jobs may be completed in a winter season. The number provided were numbers requested in past contracts.
Question 3:
Both locations need salting and the SOW states the following:
• The access road, walkways and parking area should be salted when surface conditions warrant this, such as icing.
• Parking areas should be salted/sanded when icing exists.
• Sand/salt shall be applied only by the request of the Contracting Officer Representative (COR) or
Director’s Representative for the facility (Melody Keena 203-260-1984)...
These statements in total seem to imply that even when the conditions call for salting/sanding, the COR must request the service before salt/sand is applied. Is this the right interpretation?
Response: Yes, we want to control when salting or sanding occur. Last year we only requested it once.
We only need it when conditions will result in an ice layer that does not melt quickly such as after an ice storm when temperatures remain low for a longer period of time.
Question 4:
We seen your solicitation for snow removal at Ansonia and Hamden Connecticut, we wanted to know how would you like your proposal summitted.
Response: Instructions to offerors is located in Section E of the Solicitation.
Question 5:
My question is regarding the way of charge rate.:
Based on the Ansonia CT snow day research over 30 years data is estimated about 40 days of year of snow on the ground. -Do we have to estimate for 35-40 days snow a flat price for a season? Or I have to be on the site with equipment ever day from October 1st - March 31st each year for 4 years?
Response: We’re asking for hourly rates because we do not know the amount of work to be accomplished per year. Per the Statement of Work, section 3.0 under Technical Requirements it is stated when to begin work and when you will be contacted.
