About this file

This document contains questions and answers regarding elevator preventative maintenance for a federal agency. The incumbent contractor has provided service for one year under contract number 12444823P0008 at a value of $24,388.80. The elevators range in age from 6 to 91 years old and are currently in good working condition undergoing monthly maintenance. One small freight elevator built in 1932 is only used infrequently to transport materials, so preventative maintenance and inspections would still be required but repairs may not be cost effective. Emergency services have rarely been needed, about once every six years, so contractors should include normal hourly rates in their base proposal but emergency rates may be billed separately if needed. The response deadline for proposal number 12444824Q0002 was corrected to 5:00pm on November 7, 2023 to provide elevator preventative maintenance services for the Department of Agriculture Forest Service. Subcontracting is allowed for this opportunity.

1) Name of the entity, contract # and the contract Value of incumbent contractor.

Schumacher Elevator, 12444823P0008, $24,388.80. It was only for one year.

2) Do you have the manufactured date or years to determine how old the elevators are at this moment? no

3) Are all the elevators currently in good working condition?

Yes, they are on a monthly maintenance schedule, and all have been certified as required.

4) Building 1 Small West Freight Elevator is not being used. Would you like us to exclude this?

from the bid? No, we still want the elevator to be inspected and preventative maintenance.

5) Line item 0005 small west freight elevator – Haughton – this elevator is 91 years old and parts availability is a significant concern. The onsite personnel said it is only used to transport material and this is infrequent. Could the scope of work be modified for this elevator to exclude repair services (e.g., any repairs necessary would be billable), so that the coverage for this elevator would be PM and testing only? Or perhaps exclude this from the contract scope altogether?

The elevator should still be inspected and have preventative maintenance. If the elevator needs repair, we will evaluate the situation if repair is possible or cost effective.

6) Correct wording in statement of work – 2.0 background error – SOW Rev 2 posted 11/14/23.

7) In the past, do you recall the emergency calls occurring weekly, monthly, or randomly throughout each year? We had one 6 years ago. It is only requested if someone is stuck in an elevator. Otherwise, the unit is put out of service until a repair person can come during business hours.

8) How will those emergency hours be paid out? How many emergency calls can we expect to receive each month? Should the hourly price be included towards the final contract price?

Or... will the emergency hours be paid out to contractors only as needed upon giving you hourly wage.

Over the past years, we have had very few emergency calls. We are asking for that information in case there is repair outside normal working hours. That information we would be part of your response to the solicitation.

9) Site map added to SAM website as of 11/13/2023

10) Are we allowed to use subcontractors for this project? Yes

11) Are all the elevators currently in good working condition? Yes, they are on a monthly maintenance schedule and all have been certified as required I have no more information on the elevators except on list. I did add the State ID numbers. Elevator list updated 11/9/2023.

12) Response date was corrected to 5:00pm so solicitation and posting match on 11/7/2023
