About this file

This is a Questions and Answers document for RFQ 12444726Q0051 regarding Cultural Resource Surveys for Monongahela National Forest. The document addresses administrative and structural questions about a multi-awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract that is a recompete of prior awards numbered 12343420D0007, 12343420D0008, 12343420D0009, and 12343420D0010.

The Q&A clarifies key operational aspects of the IDIQ structure: individual task order requests will be sent to all awardees for competitive quoting, though awardees are not required to submit quotes on each task order and face no penalties for not being awarded specific task orders. The document confirms that small business prime contractors may utilize large business subcontractors, and that large businesses serving as subcontractors on multiple proposals will not negatively impact any small business prime's ability to receive an award. Additionally, the participation of a large business subcontractor across multiple awarded small business prime contracts does not raise government concerns.

Questions and Answers

1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

a. This is a recompete of a multi-awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract. Prior award numbers are 12343420D0007, 12343420D0008, 12343420D0009, and 12343420D00010.

2. Is there pricing information that’s requested before an individual call order comes down?

a. Yes. Individual task order requests will be sent to all awardees for their quote for each task order.

3. If an IDIQ is awarded to multiple contractors, would we all submit bids on individual call orders?

a. Yes, quotes will be obtained for each task order.

4. Are we required to submit bids on each call order?

a. Each awardee is not required to submit a quote for each task order.

5. Are there any penalties to not receiving a call order award? (i.e., if you don’t receive an award in Year 1, you are not eligible to continue on the IDIQ).

a. There are no penalties for not being awarded a task order.

6. Can you confirm that it is permissible for a large business to serve as a subcontractor under this contract? We are aware of and will comply with the applicable limitations on subcontracting requirements, including the requirement that the small business Prime perform the required percentage of the work.

a. Yes. This solicitation allows small business primes to use subcontractors, and it does not prohibit the use of large-business subcontractors.

7. Would our participation as a large business subcontractor on more than one proposal negatively affect a small business Prime's ability to be selected for award? For example, if we were proposed as a subcontractor by multiple small business Prime Contractors and more than one of those Prime Contractors received an award, would that create any concerns from the Government's perspective?

a. A large business serving as a subcontractor on multiple proposals would not, negatively impact any small business prime’s ability to receive an award.
