Q1) We would like to arrange a site visit to assess the logistics, specifically to determine how close we can park the loaded product to the shoreline.
A1) You will not be able to get close to the shoreline. As the road to the dock is a narrow road with a tight switchback and there is nowhere to turn around. We can barely get a canoe trailer to that location with a long bed pickup. It will be delivered the Tofte Ranger District Office.
Q2) Nonmanufacturer rule. This requirement is a 100% Total Small Business Set-Aside under NAICS 336612 (Ship and Boat Building), which is a manufacturing code. Aspen Blu Inc. is not the manufacturer of the dock; we would supply the product of a domestic small business manufacturer and manage delivery, training, and warranty. Could you confirm whether FAR 52.219-14, Limitations on Subcontracting, and the nonmanufacturer rule apply to this acquisition, and if so, whether a quote from a small business nonmanufacturer supplying the product of a small business manufacturer would be eligible for award?
A2) If you are a small business authorized to sell the product you are quoting, the product being quoted meets the made in America requirement, and you are registered with sam.gov you can submit a quote.
Q3) Delivery point and installation scope. Block 15 lists the delivery address as Superior National Forest, 8901 Grand Avenue Place, Duluth, MN. The project site, however, is Sawbill Lake in the Tofte Ranger District, roughly 100 miles from that address. Does the required scope end at delivery to the Duluth address, or does it include transport to Sawbill Lake and on-site installation of the dock?
A3) Tofte Ranger District, 7355 W Hwy 61, Tofte, MN 55615 is the delivery address.
Installation is not required or allowed but showing personnel on-site how it goes together is.
Q4) Delivery date. The SF-1449 shows a delivery date of 10/01/2026, while Attachment A anticipates delivery 90 days after receipt of order. With quotes closing 09/07/2026, those two are difficult to reconcile. Could you confirm which governs, and whether the Government would consider a delivery schedule that accounts for winter ice conditions at Sawbill Lake?
A4) The solicitation has estimates, expected to be awarded by Oct. 1, for award it will be corrected to be 90 days ARO

Q6) On the solicitation it shows a delivery date of 10/01/2026 with a period of performance of 10/01/2026 to 12/31/2026. Can you clarify these dates?

Q7) Do you have any details on the anchor chain connections?
