About this file

This is a Schedule of Items pricing template for a firm fixed price contract to provide snowplow and salt services to the Baldwin-White Cloud Ranger District of the Huron-Manistee National Forest in Michigan. The contract contains a base year with four option years, each running from February 12 through February 11 of the following year. The base year spans February 12, 2026 through February 11, 2027, with option years extending through February 11, 2031. The solicitation requires contractors to provide pricing for two line items in each period: snow removal for accumulations exceeding 3 inches (estimated quantity of 20 events annually) and salt delivery of 120 pounds per application at 2 pounds per 1,000 square feet for the 60,000 square foot service area (estimated quantity of 20 applications annually). Both services are required during the winter seasons of February 12 through April 30 and October 1 through February 11 each year. Contractors must submit pricing for all items across all five contract periods (base year plus four option years) and identify their contractor name, UEI number, and provide authorized signature and date on the form.

This is a 100% small business set-aside solicitation issued by the Department of Agriculture Forest Service under solicitation number 12444526Q0002. The template requires contractors to enter unit prices and calculate total prices for each line item, with the government noting that the Independent Government Estimate (IGE) will be used to determine procurement thresholds, evaluate offeror understanding of requirements, and support price reasonableness determinations. Contractors should reference the Statement of Work for additional details regarding timing and delivery of services.

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.

EXPLANATION OF TABS

Stand Alone IGE:Use if the below do not apply to your requirement.
Stand Alone IGE w/options:Use if you have a requirement where you know you have an ongoing/recurring need year after year.
IDIQ:Use if you have a need that is reoccurring or multi-year requirement.
Task Order:Use if you want to issue a order against an existing contract or agreement.
