About this file

The contract covers a base year and four option years spanning the 2025-2026 through 2029-2030 winter seasons. The contract is subject to the Service Contract Act, requiring compliance with prevailing wage rates and benefits as specified in the attached wage determination.
The Statement of Work requires two primary bid items: (1) Plowing of the site on weekdays when 3 inches or more of new snow is present, with plowing completed outside business hours (before 6 AM or after 6 PM) and (2) Salting of parking lots when temperatures exceed 20°F, with materials and equipment available within 24 hours of request. The contractor must notify the Contracting Officer's Representative (COR) within 24 hours of completing work via text or email for billing purposes. Performance standards specify that two or more missed occurrences of plowing or salting work constitutes unsatisfactory performance. Monthly invoicing is permitted starting the first of the month after plowing begins, with final payment due by May 2026 for the base year. The contractor is responsible for all damage to government property, signs, vehicles, or buildings occurring during performance and must report any damage within 24 hours. General Description Provide snow removal services for the Huron-Manistee National Forests Baldwin/White Cloud Ranger Station in Baldwin, MI for a base year and four option years, between 2025-2026 and 2029-2030 winter seasons. The site is used by employees and the public.
Award will be made to the bidder whose offer represents the BEST VALUE to the Government. Price as well as capability and reserve capacity will be considered.
Contractor shall provide all materials, equipment and labor to complete Snow Removal in accordance with its schedule, specifications, sketch and contract clauses/provisions contained herein. If any damage occurs to signs, vehicles, buildings, or other items on site the damage must be reported to the COR or local contract contact within 24 hours. Contractor will be held responsible for any damage to any site improvements, government property, or private property on the site at the time of performance.
This contract is subject to the Service Contract Act (SCA). This mainly affects the minimum rate of pay and benefits received by employees performing work under this contract. See the full requirements at www.dol.gov/whd/govcontracts. See the Wage Determination rates attached.
Description of bid items Item 1: Plowing of the Site - Each Occurrence This item includes the complete clearing of the driveway/parking areas shown on the attached map and as coordinated with the COR.
The Contractor shall plow on Weekdays (M-F) only, when 3" or more of new snow is present on parking areas and driveways on site, without coordination with the COR. Use existing weather information and visual inspection to determine snow depth. Plowing shall be completed outside of business hours (6AM to 6PM). Morning plowing operations must be completed before 6AM to avoid conflicts with employees who are arriving for work. If snowfall occurs over the weekend, plowing may be done on Sunday evening if no additional snow is expected overnight.
If the areas are not cleared by 6AM, or if more than 3” of snow falls during business hours, the Forest Service may clear the snow themselves. In this case, coordinate with the COR before arriving after business hours or early the next day to plow after a snow event. This item shall also include all mobilization and overhead costs.
The COR may request additional plowings if conditions warrant, at the same bid rate. Locations of snowbanks and storage areas shall be coordinated in advance with the COR but are also shown on attached map. Snow storage must be kept to the areas identified on the map. If more snow storage locations are needed, discuss with COR or local contract contact prior to use due to sensitive locations on site.
Item 2: Salting of parking lots– Each Occurrence This item includes the providing and spreading of deicing chemical (salt) over the parking lot when temperatures are above 20°F. Salt shall be applied by vehicle mounted spreading equipment for the parking lot areas.
NOTE: The application of Deicing Salt on the parking lots is required under certain conditions to provide for the safety of employees and the public. When conditions require salting, it is considered an emergency action. The Contractor MUST have the materials and equipment available to place salt within 24 hours of a request from the COR.
Work Tracking Contractor shall send the COR a text or email within 24 hours of plowing or other work under this contract as a record of the work performed. If no text or email is received, there may be disputes upon billing, and this may result in the contractor not receiving payment for that work. No snow removal will occur on National Holidays unless negotiated otherwise.
Performance Standards 2+ missed occurrences of any combination of plowing and salting will be considered Unsatisfactory Contract Performance.
Payment Contractor may request payment on a monthly basis starting the first of the month after plowing starts. Final payment may be invoiced in May of 2026, for the base year.
Contractor shall submit electronic invoice documents (pdf format) to the COR as an attachment to an email and in IPP.gov online system. Invoices shall list each date of work and a description of the work performed.
Once approved, payments will be made electronically.
