About this file

This document is a Request for Proposal (RFP) for a Blanket Purchase Agreement (BPA) for trail maintenance and construction services on the Mark Twain National Forest in Missouri. The intent is to enter into multiple BPAs for trail maintenance, construction, and related services such as trail assessments, design, and training. The work will be competed among the BPA holders through individual project call orders. The RFP outlines the scope of work, which includes motorized and non-motorized trail maintenance and construction, bridge work, drainage maintenance, and hazardous tree removal. It also details the various geographic zones within the national forest where work may be performed. Pricing for the services is requested in the form of fully-loaded hourly rates. The ordering period for the BPAs will be 10 years from the date of award. The RFP provides specifications, technical requirements, and standard contract clauses applicable to the work.

Note 1-Trail maintenance and construction costs vary widely. Factors that can affect the cost include:

*Scope of Project- Unit costs will typically be lower on larger projects (i.e., more trail miles) *Trail dimensions (existing and design), e.g., trail width, depth of entrenchments, etc.

*Site specific design of armoring, turnpike, drainage components, structure, etc.

*Location of trail- the proximity of the work site to vehicles, materials, tools, and trail workers.

Access to work site- access by mechanized equipment for delivery of supplies, materials, etc.

*Type of terrain/Condition of trail- costs vary depending on tread condition, soil type & condition, presence of roots and rocks in tread, grade (steepness of trail), vegetation, quantity of blowdowns and danger trees, etc.

* Restrictions on use of mechanized tools, i.e., handwork only trails

Project Name: Mark Twain National Forest Trail Maintenance and Construction BPA

* Amount of structures required, including bridges, switchbacks, steps, walls, boardwalk, puncheon, railing, culverts, etc.

* Fluctuating costs of materials and supplies

* Market forces *Use Wage Determinations attached in Section J in hourly rate calculations. If you are proposing to provide quotations for multiple Zones in the table below, your unit price above must account for the highest rate for across the zones of interest;

these are being attached at this time for price evaluation purposes only. Disclosure magnitude of construction projects will be included in any Individual Project BPA Calls for construction.

Proposed Specialized Service Skills The information gathered below is for agency-planning purposes and does not preclude contractors from quoting on Individual Project BPA Calls which may include these requirements.

Indicate in the table below the specialized skills your business is able to provide, and which you would like to provide quotations for work. See Section C. for additional information on broad statements on what work these skills may be used for. By indicating you are able to do the following work (in addition to the typical work encompassed in trail construction and maintenance), you are certifying that your company is experienced in providing these services and is willing to do so under this BPA. This list can be updated annually as experience is gained elsewhere, or if you no longer are able to provide these services.

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 SCOPE OF CONTRACT

BACKGROUND AND PURPOSE

The intent of this procurement action is to enter into multiple Blanket Purchase Agreements (BPAs) under which trail maintenance work may be competed and BPA Calls for project work issued. While a pre-set limitation is not established regarding the number of BPAs that will be entered in to, the amount may be limited in any geographic area if it is determined that sufficient competition is taking place and the administrative burden of entering into more agreements offsets the potential benefit.

The Mark Twain National Forest has been broken up in to 6 districts as described in C2 below. Maintenance and repair of these trail (motorized and non-motorized) systems is required on a regular basis. When projects come available in those districts, BPA holders who have indicated interest in covering the applicable zone will be requested to provide a quote.

Call orders under this BPA will be in three different areas: Trail Assessments which may include trail design/layout and trail planning, Trail Maintenance and Construction, and Trail Education/Training.

Individual Projects will be packaged with the project-specific details that supplement the standard specifications and terms of the basic agreement. These Individual Project requirements will include detailed payment items, special or supplemental project specifications, drawings, specialized inspection terms, performance period requirements, government-furnished property, government-furnished facilities, or government-furnished services, special contract requirements, exhibits and other detailed requirements applicable to the specific Individual Project (if applicable).

For each Individual Project, a best-value analysis and source selection will be completed. Project specific pricing and project-specific technical proposals will be requested as described herein. If a fair and reasonable price is negotiated through the Individual Project quote process, an Individual Project Call will be prepared for that specific project. If a fair and reasonable price is not reached through the Individual Project quote process, that Individual Project will be withdrawn for acquisition separate from this agreement.

Bonding requirements will be included with each Individual Project Call and will apply only to that specific Individual Project Call. There are no separate bonding requirements for the agreement as a whole.

The Government reserves the right to determine whether any specific Individual Project is to be made available under this agreement. Numerous projects that also use the standard specifications and terms covered under this agreement may be acquired separately from this agreement. Typical projects that may be contracted separately often involve work that is more specialized in nature [e.g., a project for asphalt-paved trails, trailhead kiosks and facilities, etc.]. Other factors may also influence whether projects are applied under this agreement. The Forest Service may utilize a labor hour approach in which specific equipment will be ordered, with an operator, on a per hour basis for emergency situations or standard project work that cannot be definitized in such a way that a firm-fixed price order is possible. In such a situation, it may not be possible to accurately estimate the amount or duration of work needed for project completion. The Contractor shall provide the necessary equipment, with operator, to adequately perform the BPA Call at hourly rates in the parent BPA, which may be updated annually.

Both service and construction activities may be ordered through the use of the established BPAs. Individual call orders shall dictate which terms, conditions, and clauses are applicable. This solicitation and any resultant BPA may incorporate service, construction, emergency work, and potential for other complex work requirements. Contractors must be licensed, bonded, and/or insured per the respective state and local requirements under each individual call order. Work includes but is not limited to the following:

Project Name: Mark Twain National Forest Trail Maintenance and Construction BPA

Typical Work Activities

Mountain Bike Trails Trail maintenance and construction should be completed according to specifications found in the Trail Management Objectives for each trail, which will be provided with Individual Project BPA Calls. Trail Management Objectives are documents which identify the intended purpose and management of a National Forest System (NFS) trail based on management direction and access objectives. Objectives will identify the purpose of the trail, the intended level of development and the intended type of trail. Design parameters such as tread width, target grade, short pitch maximum, cross slope, clearing width, clearing height, switchback radius, surface type, allowable protrusion size, and allowable obstacle size will guide the maintenance and construction of Mountain Bike Trails. Non-standard items which diminish or exceed these standards will be called out specifically in the contract.

Mountain biking trail maintenance and construction will often require a specialized skill set from the contractor. Dynamics such as location of obstacles, line of site relative to speed of travel, unique hardening requirements and general trail flow may be incorporated into contracts. Some contracts may require contractors who are confident recreation mountain bikers able to ride the trail and ensure that it is safe and generally flows in an acceptable way. Work may include (but is not limited to) clearing, grubbing, and shaping. Individual Project BPA Calls may require the Contractor to achieve an end state where a particular trail meets standard difficulties described by the International Mountain Bike Association (IMBA)trail difficulty rating system.

Off Highway Vehicle Trails Trail maintenance and construction should be completed according to specifications found in the Trail Management Objective’s for each trail. Trail Management Objectives are documents which identify the intended purpose and management of a NFS trail based on management direction and access objectives. Objectives will identify the purpose of the trail, the intended level of development and the intended type of trail. OHV trails shall also include Over Snow Vehicle Trails, as well.

Design parameters such as tread width, target grade, short pitch maximum, cross slope, clearing width, clearing height, switchback radius, surface type, allowable protrusion size, and allowable obstacle size will guide the maintenance and construction of Off Highway Vehicle Trails. Non-standard items which diminish or exceed these standards will be called out specifically in the contract.

Some Off Highway Vehicle trail maintenance and construction will require a specialized skill set from the contractor, such as grooming of OSV trails, etc. Dynamics such as location of obstacles, line of site relative to speed of travel, unique hardening requirements and general trail flow. Some contracts may require contractors who are confident recreation dirt bike, ATV, side x side, snowmobile, or Jeep operators who are able to drive the trail and ensure that it is safe and generally flows correctly.

Trail Bridge Construction and Maintenance Trail bridge construction and maintenance may include any of the following, recognizing that this list is not necessarily all-inclusive and is intended to provide examples of types of work:

Surveying for construction control; clearing and grubbing; foundation construction (including excavation and embankment, poured or precast concrete, pile driving, abutment construction, retaining walls, and/or embankment armoring); material transport to the site (often very remote backcountry); superstructure erection (including stringer, truss, cable, or arch structure types composed of steel, native log, sawn and glulam timber, fiberglass, concrete, or reinforced polymer; curb, railing and fence construction, and; permanent signage.

Bridge Maintenance tasks may include alteration, repair, or replacement of portions of existing structures and/or related features, such as embankments and retaining walls.

Access to trail bridges for construction and maintenance often involves use of ATV/UTV, aircraft, boat, pack animal, or even foot access only.

Project Name: Mark Twain National Forest Trail Maintenance and Construction BPA

Pack and Saddle Pack and Saddle stock may be used to transport personnel, supplies, and gear to backcountry work sites.
