1. Q: Because the products are intended to match existing receptacles, can the Government provide the existing manufacturer and model numbers or photographs of the current units?
A: Rear-opening - Bearsaver BE2 Front-opening – HA2
2. Q: Is IGBC certification required for the proposed bear-resistant receptacles?
A: Yes
3. Q: Please confirm whether BearSaver BE2 or equivalent is acceptable for the 140-gallon rear-unloading units.
A: Yes
4. Q: Please confirm whether BearSaver CE240MB-CH, HA2 or equivalent is acceptable for the 80-gallon front-unloading units.

5. Q: Does “corrosion-resistant primer” specifically require a zinc-rich primer beneath the powder-coated finish?

10. Q: Attachment 1 states that the new units are intended to match existing trash cans on the Forest. Can the Government provide the manufacturer and model numbers of the existing 140-gallon rear-unloading and 80-gallon front-unloading units, or confirm acceptable equivalent models?

13. Q: Please confirm whether the Government intends a one-time firm-fixed-price purchase of the quantities listed in the Schedule of Items or a requirements contract. If a requirements contract is intended, please provide the ordering period, estimated quantities, and any minimum order commitment.

14. Q: Attachment 1 states that the specifications are needed to match existing trash cans but does not identify a manufacturer or model. Please confirm whether products meeting all stated minimum specifications are acceptable regardless of brand. If reference models are available, please provide the manufacturer and model numbers.
A: The existing trash cans are the Bearsaver BE2 (rear-opening) and Bearsaver HA2 (front-opening). As stated in attachment 1, responsive offers need to match or exceed the specifications of these models. Offers do not need to necessarily be from the Bearsaver manufacturer.
15. Q: The evaluation method refers to selecting the highest technically rated quotation, while the stated technical criterion concerns the offeror’s ability to meet the delivery schedule. Please confirm whether product literature, a specification-compliance statement, and a delivery commitment constitute the complete technical submission, and identify any additional technical factors that will be rated.
A: See pages 9 and 10 of the solicitation for the revised evaluation process.
To be deemed technically acceptable, offerors shall submit the following:

16. Q: I have attached some photos to confirm if these units meet the contract specifications, as requested by one of our subcontractors.
A: These photos do not meet the contract specifications. The 140-gallon unit needs to be a double-sided, rear-unloading model with swing-out bag rack. The 80-gallon unit needs to be double-sided.
17. Q: Will “IGBC Compliant” Trash cans proposed, accompanied with a technical compliance matrix demonstrating that compliance be acceptable?
A: The Government is not aware of IGBC compliance, there is a list of products that are certified by IGBC. Trash cans proposed must be IGBC certified.
