12444326Q0050 Wayne National Forest – Bear Resistant Trash Cans Question and Answer Document

1. Q: Because the products are intended to match existing receptacles, can the Government provide the existing manufacturer and model numbers or photographs of the current units?

A: Rear-opening - Bearsaver BE2 Front-opening – HA2

2. Q: Is IGBC certification required for the proposed bear-resistant receptacles?

A: Yes

3. Q: Please confirm whether BearSaver BE2 or equivalent is acceptable for the 140-gallon rear-unloading units.

A: Yes

4. Q: Please confirm whether BearSaver CE240MB-CH, HA2 or equivalent is acceptable for the 80-gallon front-unloading units.

A: HA2

5. Q: Does “corrosion-resistant primer” specifically require a zinc-rich primer beneath the powder-coated finish?

A: Yes

6. Q: Please confirm the correct delivery ZIP code. Attachment 1 lists 45764, while the solicitation lists 45701.

A: 45764

7. Q: Is delivery by October 1, 2026 mandatory, or may offerors propose the earliest available delivery schedule? Current commercial lead times for these specialized products may extend beyond October 1.

A: Earliest available delivery schedule is acceptable

8. Q: Please confirm the quotation due date and time, including the applicable time zone, and the required method/email address for quote submission.

A: August 24, 2026 @ 5:00 PM EST. Email offers to Ashley.Stoltzfus@usda.gov

9. Q: The solicitation lists the delivery address as 13700 US Highway 33, Nelsonville, OH 45701, while Attachment 1 lists the same address as Nelsonville, OH 45764. Please confirm the correct delivery ZIP code.

A: 45764

10. Q: Attachment 1 states that the new units are intended to match existing trash cans on the Forest. Can the Government provide the manufacturer and model numbers of the existing 140-gallon rear-unloading and 80-gallon front-unloading units, or confirm acceptable equivalent models?

A: Rear-opening - Bearsaver BE2 Front-opening – Bearsaver HA2

11. Q: For the required “corrosion resistant primer,” is a zinc-rich corrosion-resistant primer specifically required, or will another manufacturer-standard corrosion-resistant primer system satisfy the requirement?

A: Zinc-rich corrosion-resistant primer

12. Q: For the 80-gallon front-unloading units, please confirm whether two 40-gallon rigid trash-can liners/inserts are required for each enclosure.

A: Yes, two 40-gallon inserts are required for each enclosure

13. Q: Please confirm whether the Government intends a one-time firm-fixed-price purchase of the quantities listed in the Schedule of Items or a requirements contract. If a requirements contract is intended, please provide the ordering period, estimated quantities, and any minimum order commitment.

A: One-time firm-fixed-price purchase

14. Q: Attachment 1 states that the specifications are needed to match existing trash cans but does not identify a manufacturer or model. Please confirm whether products meeting all stated minimum specifications are acceptable regardless of brand. If reference models are available, please provide the manufacturer and model numbers.

A: The existing trash cans are the Bearsaver BE2 (rear-opening) and Bearsaver HA2 (front-opening). As stated in attachment 1, responsive offers need to match or exceed the specifications of these models. Offers do not need to necessarily be from the Bearsaver manufacturer.

15. Q: The evaluation method refers to selecting the highest technically rated quotation, while the stated technical criterion concerns the offeror’s ability to meet the delivery schedule. Please confirm whether product literature, a specification-compliance statement, and a delivery commitment constitute the complete technical submission, and identify any additional technical factors that will be rated.

A: See pages 9 and 10 of the solicitation for the revised evaluation process.

To be deemed technically acceptable, offerors shall submit the following:

1. Completed schedule of items

2. Product Specifications

16. Q: I have attached some photos to confirm if these units meet the contract specifications, as requested by one of our subcontractors.

A: These photos do not meet the contract specifications. The 140-gallon unit needs to be a double-sided, rear-unloading model with swing-out bag rack. The 80-gallon unit needs to be double-sided.
