About this file
This file contains Amendment 0003 and a Questions and Answers document for solicitation 12444326Q0045, issued by the USDA Forest Service (USDA-FS CSA EAST 5) located in Atlanta, Georgia on July 13, 2026. The amendment posts the Questions and Answers document to SAM.gov and clarifies key project requirements.
The project involves removal and disposal of an existing 45kW Olympian model G45F3S_I propane standby generator and ASCO Series 165 transfer switch at the Cranberry Mountain Nature Center in West Virginia, followed by installation of a new 30kW propane standby generator and 200-amp automatic transfer switch. The work must comply with applicable electrical and building codes, and the contractor is responsible for obtaining all necessary West Virginia electrical and building permits. The existing 500-gallon propane tank and underground fuel lines are to be reused in place; however, if found damaged or unusable, modifications to the award would be required for repair or replacement. The contractor must coordinate propane connections with Southern States - Marlinton Cooperative and ensure compliance with local code requirements. The generator installation must use domestic end products per the Buy American Act unless a nonavailability waiver is obtained. Work performance must occur between August 15, 2026 and September 30, 2026, with September 26-28 designated as a blackout date for an annual Nature Center event. The product/service code is Z2NZ (Repair or Alteration of Other Utilities). No payment or performance bonds are required, remote monitoring is not required, and only warranty support from the manufacturer is required. The offer deadline was August 5, 2026 at 1700 CT. As-built drawings and one-line electrical diagrams are not available, but adequate clearance and small equipment access exist for removal and installation.

SOL 12444326Q0045 MOF Cranberry Mt. Nature Center Generator Replacement Questions and Answers as of 30JUL2026
Q1. Please provide the make and model, and any available data-plate or nameplate information, for the existing 45kW propane standby generator and 200-amp transfer switch to be removed.
A1. The existing generator is an Olympian model G45F3S_I (picture attached). The existing transfer switch is an ASCO Series 165.
Q2. FAR 52.219-14, Limitations on Subcontracting, is not marked in the solicitation. Please confirm whether the limitations on subcontracting apply to this acquisition, and if so, the minimum percentage of the work the prime contractor must self-perform.
A2. NOT APPLICABLE due to being under the simplified acquisition threshold FAR 19.104-3 (c)(1).
Q3. Buy American: Will foreign-manufactured generator sets and transfer switches that meet the performance specification be acceptable, or is a domestic end product required? If a domestic end product is required, does the Government anticipate issuing any nonavailability waiver?
A3. In accordance with the Buy American Act, domestic end products are requested. If a domestic end product can not be obtained to comply with the Buy American Act, a non-availability waiver may be sought. Solicitation was amended to include FAR 52.225-2 Buy American Certificate, included at the end of this document.
Q4. The specification states the existing propane tank remains and the existing underground fuel lines are to be utilized for connection. Please provide the tank capacity and operating pressure and confirm whether the existing underground fuel lines are to be reused as-is or must be replaced to serve the new 30kW unit. If the existing lines are found inadequate, who is responsible for their replacement?
A4. The existing propane tank is 500 gallons and has a maximum allowable working pressure of 250 PSI. The existing underground fuel lines are to be reused in place. Any required changes in the field shall be brought to the attention of the COR/CO. If the existing propane lines are found to be damaged or unusable then this would be additional work and would need to be quoted as such (at time found deficient) to likely include a modification to the award to include repair and/or replacement. The intent is to reuse what is in place.
Q5. Are payment and/or performance bonds required for this purchase order?
A5. This is considered a service project, so no payment or performance bond required.
Q6. The solicitation requires that all work comply with applicable electrical and building codes. Please confirm that the contractor is responsible for obtaining any West Virginia electrical and building permits required for the work.
A6. The contractor is responsible for any necessary permits.
Q7. Propane connection - Is the contractor responsible for connecting the new generator to the existing propane supply? Or would the propane supplier connect the line and turn on the gas?
A7. The contractor is responsible for ensuring the new generator is connected to the existing propane line. The contractor shall coordinate the connection with the propane supplier to ensure compliance with local code requirements.
Propane supplier information:

Q8. Is the offeror entity itself required to hold West Virginia licensure, or whether it is sufficient that the work be performed by a properly WV-licensed electrical contractor working under the offeror.
A8. As long as the work is performed by a properly WV-licensed electrical contractor, licensed to perform this type of work, than that is sufficient.
mailto:marlinton@sscoop.com
Q9. Amendment 0002 marks the box indicating the date for receipt of offers is extended, but no revised date appears in the amendment and SAM.gov still shows 05 August 2026 at 1700 CT. Please confirm which date governs.
A9. Offers are due 05AUG2026 @ 1700 CT.
