About this file

This is a Questions and Answers document for solicitation 12444326Q0037, a Request for Quotation issued by the Department of Agriculture Forest Service for fence removal services at Monongahela National Forest. The document clarifies key project requirements and bidding procedures for this total small business set-aside acquisition. Site visits are optional and not mandatory for bid eligibility, though contractors may inspect locations independently by contacting the Medicine Lake Field Station or the Contracting Officer Representative, Jeff Kochenderfer (Jeffrey.Kochenderfer@usda.gov, 304-257-4488). Nine fence removal units are involved, with Units 14 and 40 requiring alternative access via logging roads and UTVs rather than standard pickup trucks and trailers; the remaining units are accessible by standard vehicles during the August 2026 through September 2027 operating season.

Pricing must be submitted using Attachment 1 (Schedule of Items) with unit pricing calculated per acre while referencing the corresponding linear footage provided for each unit (Unit 11, for example, specifies 3,003 linear feet). One comprehensive bid for the entire project is required rather than separate bids by section. Contractors are responsible for independent disposal of removed fence materials at an approved facility with no designated off-site disposal location provided. No power equipment restrictions apply as the units are not located within or adjacent to designated Wilderness areas. Questions were due July 6, 2026 at 10:00 AM Eastern Standard Time, and quotations were due July 13, 2026 at 5:00 PM Eastern Standard Time, to be submitted via email to Ashley.Stoltzfus@usda.gov.

12444326Q0037 Monongahela National Forest – Fence Removal Question and Answer Document (2) – Final

Q: Can you confirm there is no mandatory site visit requirement for this solicitation? The solicitation states prospective bidders may inspect the sites voluntarily by contacting the Medicine Lake Field Station, but we want to confirm this is optional and not required for bid eligibility.

A: There is no mandatory site visit.

Q: Are the fence unit locations — specifically Units 11, 13, 14, 21, 22, 38, 39, 40, and 43 — accessible by standard pickup truck and trailer via Forest Roads during the August 2026 through September 2027 operating season?

A: Unit 14 and 40 are the only unit not accessible by pick-up. There are logging roads that can be used to get equipment/UTV’s to those units.

Q: Is there a designated or preferred off-site disposal location for removed fence materials (wire, posts, hardware, and debris), or does the contractor arrange disposal independently at an approved facility?

A: Disposal of fence materials is up to the contractor. There is no designated location.

Q: Are any of the nine fence units located within or immediately adjacent to designated Wilderness areas where power equipment restrictions may apply?

A: No, there are no power equipment restrictions.

Q: Should pricing be submitted as one total bid for the entire project, or should pricing be broken out by each section of fence to be removed?

A: Please complete Attachment 1_Schedule of Items to submit pricing.

Q: Is there an opportunity to perform a site visit prior to bid submission? If so, could you please provide the process for scheduling a visit?

A: Contractor can inspect the sites independently, if you need a key to the gate contact the COR for the contract.

Please Contact COR: Jeff Kochenderfer Jeffrey.Kochenderfer@usda.gov 304-257-4488

Q: In Attachment 1 (Schedule of Items), the Unit of Issue is listed as "Acres" for line items 0001AA–0001AI. However, the corresponding item descriptions reference the linear footage of fence. For example, Unit #11 specifies 3,003 linear feet.

Could you please confirm whether these line items should be priced per linear foot or per acre?

A: Price per acre, but please reference the linear feet on the schedule of items to make your quote.
