About this file
This document is an Amendment 0002: Questions & Answers Document related to a federal contract opportunity for the installation of an electrical meter at the IMPROVE Air Station site at the top of Mt Snow Resort in West Dover, Vermont.
The key details are:
- The distance of conduit and wiring needed to feed the snow machine from the transformer is approximately 20 feet.
- A larger 100-amp Square D panel with a surge arrestor is recommended to replace the existing 2-pole disconnect.
- In 2011, an E-Mon Classic 5000 meter was installed but was damaged by an electrical surge. A comparable weatherproof meter with better surge protection is required.
- The conduit going to the meter is 1/2" EMT about 2 feet long. The wire feeding the 240 volts to the meter is 14 AWG THHN and the wire feeding out to the air monitoring building is 10 AWG THHN in 1/2" metal conduit.
- The distance from the transformer to the air station building is about 20 feet.
- The project's estimated period of performance is 06/10/2024 to 08/30/2024. All questions should be emailed to Anona Johnson at anona.johnson@usda.gov.

Amendment 0002: Questions & Answers Document - 06/13/24
1. What is the distance of Conduit and wiring needed to feed the snow machine from the Transformer?
Answer: See answer to Question #14 and #17
2. Is there a disconnect switch needed for the snow machine or an additional panel by the transformer?
Answer: See answer to Question #7
3. What is the Amperage for the electrical panel?
Answer: See answer to Question #7
4. What is the distance of conduit and wiring needed from the panel to the E-Mon D- Mon single phase kwh meter?
Answer: See answer to Question #14
5. Manufacturer of existing electrical panel?
Answer: Unknown
6. Is there any underground excavation needed?
Answer: See attached pictures of current installation
7. Should a Surge Protection device be included in the bid?
Answer: For surge protection it’s possible a larger secondary panel would be required to house it. A 100-amp Square D panel with a surge arrestor to replace the 2 pole disconnect currently there is a good option.
8. Could Pictures of the site and needed installation be Provided?
Answer: See attached pictures and answers provided to other questions.
9. What is the voltage at the site and what amperage panel will be monitored?
Answer: See answer to Question #17
10. Can you provide site pictures?
Answer: See attached Pictures
11. Is there a site contact we could reach out to?
Answer: See answer to Question #17. Questions can also be sent to the CO, Carol Northrop @ carol.northrop@usda.gov
12. Could you clarify in the SOW “Feed air station building with rigid conduit from transformer”? (distance, Size Wire needed)
13. What make and model e-mon would we be supplying?
Answer: In 2011 an Emon classic 5000 was installed before an electrical surge ruined the meter. A comparable meter with better surge protection is required. I recommend a weatherproof metering enclosure for use in the valve house.
14. What size conduit and conductors will we need between the panel and meter?
Answer: The conduit going to the meter is ½” EMT about 2 feet long.
15. What is the distance between panel and meter?
Answer: See answer to Question #14
16. What is the distance, voltage and phase to the pump house?
17. What's the distance, voltage, amperage and phase from the transformer to the air station building?
Answer: At the top of the Beartrap ski lift there is a 480 volt feed to the valve house approximately 75 feet away. In the valve house there is an 8x8 box under the 10KVA, 480 volt to 240 volt, single phase dry transformer. The wire feeding the 240 volts to the meter is 14 awg THHN and the wire feeding out from the valve house to the air monitoring building is #10 awg THHN 1/2 “metal conduit. The distance from the transformer to the air station is about 20ft.

18. Why are we re-feeding the pump and a whole building when it seems the issue is the e-mon has failed?
Answer: It’s my understanding that the conduit is in good shape and can be reused, but an inspection of the conduit will need to take place while on site.
19. Can someone meet us on site with a key for access and with complete knowledge of the scope of work to submit an accurate quote? The information is a bit limited.
Answer: Yes, the electrician from MT Snow will be in attendance for technical details and supervision.
20. Which tower is the meter to be placed atop of? How tall is the tower? Is the tower at the top of the hill, middle, or bottom?
21. To get to the location, is the trail large enough to accommodate a 4x4 pickup truck, or will we need a smaller UTV/SxS?
Answer: Any 4x4 vehicle with decent clearance can reach the project site on a dirt work road that is used regularly.
22. How many feet of rigid conduit will be needed from the transformer to the air station building? What is the distance in height between the two points?
Answer: The distance from the transformer to the air station is about 20ft.
23. How long is the 60-amp feed going to the pump house?
Answer: See answer to Question #22
