QUESTION AND ANSWER FOR SOLICITATION 12444123R0010
FLORIDA TIMBER SUPPORT BPAS, FOR THE STATE OF FL
DATED: 4/3/2022
THE BELOW LISTED Q&A’S IS FOR THE SEED PROJECT
1. Page 3 references “Indigo Timber Sale”, but there is no other reference to this sale in the document. Is this possibly a mistake?
ANSWER: This was originally a stand-alone contract that went out and was not awarded. The name Indigo Timber Sale should not have been included in this solicitation.
2. Page 3 also references three species only – Slash, Longleaf and Loblolly pines. In that area Pond Pine is also prevalent. Should that be added?
ANSWER: Pond Pine exists in stands; it was a species identified in the prescriptions for retention. No need to add it.
3. Page 4 has the following statement regarding Strata 02: “Live Longleaf and Slash pine in good condition and have a DBH of 9.6” or higher are to be favored when selecting trees to remove.”
Should “remove” be replaced by “leaving”? We would assume that such trees at 9.6” DBH or higher would want to be retained, correct? This language is a bit confusing.
ANSWER: When selecting/marking trees for removal retain the best live Longleaf and Slash Pine with a diameter of 9.6” DBH or higher to remain in the stand for residual Basal Area. This is an intermediate thinning and trees between the rows for removal will be marked for removal.
Specifications will be discussed further during the pre-operations meeting.
4. Page 5 and 6 seem to refer to perhaps a chopping project or something similar. The language covers using heavy equipment and protecting existing trails, roads, etc. from logging slash and not pushing debris onto private lands. On page 6 it lists the “Basis of Payment” as acres satisfactorily single drum chopped, so obviously this part is a leftover from a previous contract.
ANSWER: On page 6 single drum chopping should be replaced with “laid out, marked, and cruised”.
5. Page 7 has a column named Total Acres. For the Layout row at top it lists “10” under this Total Acres column. We are assuming that is actually in Miles and not acres, correct?
ANSWER: That is correct, the unit of measure for layout (10) is in miles.
6. Also, page 1 lists 438 acres as the treatment area. However, page 7 lists the total acres of Units 1,2,3,4 and 5 as a total of (359 + 115) 474 acres. Which is the correct figure?
ANSWER: It should be (323 + 115) = 438.
