QUESTION AND ANSWER FOR SOLICITATION 12444123R0010

FLORIDA TIMBER SUPPORT BPAS, FOR THE STATE OF FL

DATED: 3/20/2022

1. Since proposals are due April 7, 2023, what is the last day I can ask questions?

ANSWER: The last day to submit questions is Close of Business (COB) Wednesday, March 29, 2023 via e-mail to tina.pettyjohn@usda.gov.

2. Does the USFS have an estimate as to the number of expected BPA calls to be made in 2023?

ANSWER: Currently, the Forest Service only has available funding for the seed project in this solicitation, for Fiscal Year 2023.

We are setting up these BPAs so we can quickly react to future events such as southern pine beetle outbreaks, hurricanes, wildfires or take advantage of when additional government funding becomes available.

3. We would like to partner with another forestry consulting firm we do a lot of similar work with statewide. Is that allowed and how do we best state that in our response?

ANSWER: The solicitation is a 100% Small Business Set-Aside with NAICS code 115310 Support Activities for Forestry and the Small Business Size Standard is $11.5 Mil and with that, any entity/partnership that submit a proposal for this solicitation must meet this standard.

4. On Attachment 6, Technical Capability Statement: What are you looking for there? Would a summary of the individuals as designated foreman and maybe a list of what kind of paint guns we use be sufficient?

ANSWER: Attachment 6, Technical Capability Statement, states “The Offeror shall provide sufficient documentation of their technical capability, such as experience of the company and/or the key personnel and crew who will be performing the work, resumes, equipment lists, etc. or other information to enable the Government to determine the company's capability on projects of similar type, size, scope and complexity.”

With that, you have the flexibility to demonstrate how your company has the technical capabilities to perform the various Timber Support projects if awarded a Blanket Purchase Agreement (BPA). In lieu of completing this attachment, you can submit your company’s predeveloped Technical Capability Statement.

5. On Attachment 7, FAR Clauses: 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021), Page 2 on the telecommunications...what does that mean?

ANSWER: In accordance with (IAW) FAR 4.2105(c), FAR clause 52.204.24 is required in all solicitations. However, typically for Timber Support this clause will not apply, so you can select “will not” and/or “does not” to indicate such.

6. We were listed, as of 2022, on the federal governments SAM list for contractors but the list currently is showing our company as being inactive. What do I need to do to become active again so that we may bid on the current RFP?

ANSWER: As stated on Attachment 4, Contractor’s Information, “Contractor must be active in SAM at the time proposals are due to be eligible for this BPA as prescribed in FAR 52.204-7”.
