1. INTENT
The intent of this solicitation and any resultant contract is to obtain a temporary base of operations to be utilized by the Asheville Interagency Hotshot Crew (IHC). The Asheville IHC Program is one of 113 IHC Programs in the Nation whose primary mission is to assist in Wildfire suppression and Prescribed Fire operations. This mission is accomplished by providing practical “on the ground” training opportunities and specific classroom instruction in Fire Suppression, Fuels Management, Fire Planning, and Operations.
The selected facility must include Lodging, Training/Meeting Room, Office Space, Exercise Facilities, and an optional Food/Meal service. The Facility must be located no more than 25 miles from the US Forest Service-Supervisors Office (S.O.) which is at 160 Zillicoa Street, Asheville NC 28801. The period of occupancy will be from early January through late May of each year. Any resultant contract will consist of an annual Base Period and (4) annual option periods.
During the contract period (i.e., Jan-May) the Asheville IHC Program must have exclusive of the contracted lodging, office, and storage facilities for the purpose of securing personal belongings and equipment when away from the facility.
Due to the nature of the work and the fact that the Crew’s travel status depends on weather conditions and Fire danger across the United States, the Crew could spend the entire time at the contracted facility or be away for a considerable time. Over the past several years, the Crew has been in travel status (i.e. away from contracted facility) 75-85 day out of the average 125-day contract period.

If adequate eating establishments are available, then you have the option of bidding and providing meals or not. Provide meals for the crew the days that they physically occupy the facilities. Meals provided per day, will include a hot breakfast, lunch and dinner. Buffet meals are acceptable. Meals shall be tasty, nutritious and well-balanced. Sack lunches may be requested for day trips away from the facilities.
