QUESTION AND ANSWER FROM SOLICITATION 12444121R0009
MACHINE PINE TREE PLANTING
Amendment 01
1. How long the contractor will be able to order seedlings from the nursery. To plan on how much personnel and equipment to make a work schedule that you can work a regular 40 hour week to keep the cost down. Example: (If you were to start Feb. 8, 2021 and could receive seedlings through Mar. 29, 2021, that would give you eight weeks to complete 576 Acres. Divide that by two tractors, you would be planting 72 Acres a week.) So, I am wanting to know what is the last day that the contractor can receive seedlings from the Nursery.
ANSWER: The Awarded contractor will receive a contract from the Contracting Office to start machine pine tree planting work on a date to be determined (TBD). Historically, the contractor orders seedlings at the pre-work meeting date set by the Government.
Tentatively, the last day of seedling lifting at the nursery is February 26, 2021 and last day of delivery is March 4, 2021.
2. We would like to know if we don't receive the contract if we could check the qualifications of the winning contractor. The reason for this is because our price for last year was mentioned in the contract. This gives other contractors a foundation to go off of. The last contract was going to be awarded to someone else that wrote in qualifications that weren't checked until we asked them to be checked. The contractor had no experience and was trying to gain the contract through false qualifications on their proposal.
ANSWER: The following awarded information is releasable via a debrief, FOIA and anytime thereafter a debrief or a contract award IAW FAR 15.506(d) (2) “ The overall evaluated cost or price (including unit prices) and technical rating, if applicable, of the successful offeror and the debriefed offeror, and past performance information on the debriefed offeror;” award information is of public record, which is why your pricing on the previous contract was provided (this also gives historical data). We check CPARS, which is the government’s official record of past performance. Additionally, the Forest Service Subject Matter Experts (SMEs) review and verify qualifications.
3. (Present/Past Performance Questionnaire - Pages 9-10.)
Do we, the contractor, just fill out the top, contractor information, or do we, the contractor, fill out the top and perform the questionnaire with a current/past client to fill out the respondent information and page 10?
ANSWER: Regarding the Present/Past Performance Questionnaire on Pages 9-10, the contractor or a current/past client can fill out the Contractor Information portion and the Respondent Information must be completed by a current/past client.
Amendment 02
4. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
ANSWER: The due date for asking questions has expired as of 22 Dec 2020 for this solicitation. The only information that I’m able to give is what's already available in the solicitation at the top of page 3 in the document entitled "12444121R0009 Machine Pine Tree Planting Body"
1. This is a turnkey project; there are no incumbents. However, historically, the USFS-SR
