About this file
This file is a Questions and Answers document for Solicitation 12444027Q0003, a USDA procurement for a diesel fuel trailer.
The Government seeks one dual-walled fuel trailer approximately 19 feet long by 80 inches wide, configured with a separate 110-gallon vented gasoline tank and diesel capacity provided by either four separate 110-gallon tanks or one 450-gallon baffled tank, for a total trailer capacity of 900-990 gallons. The trailer must be DOT 406 and EPA SPCC compliant for both gasoline and diesel. The deck shall be a standard bumper-pull configuration without a hydraulic tilt bed or gooseneck riser. Running gear should consist of dual 7,000-pound torsion axles (acceptable in place of dual 6,000-pound axles) with a desired GVWR of 14,000 pounds to support 550 gallons of fuel; oil bath hubs are preferred with EZ Lube acceptable. The gasoline tank requires separate compartmentalization from the diesel tanks but both must be mounted on the same trailer for field work use. Delivery is to 4400 Unicoi Drive, Unicoi, TN 37692. While initial specifications requested 70-day delivery, the Government will accept extended delivery timelines of 90-120 days after award or by January 30, 2027, if manufacturers require longer production periods. Quotes should be emailed to richard.kandrach@usda.gov with cc to steve.lewis@usda.gov, referencing SF-1449, Block 8. This solicitation is set-aside for Total Small Business entities. The applicable NAICS code is 423110. Equal products from manufacturers other than Thunder Creek are acceptable provided they meet specified requirements.

Solicitation 12444027Q0003 Diesel Fuel Trailer / Q&A Technical Questions: steve.lewis@usda.gov & CC richard.kandrach@usda.gov Contracting Questions: richard.kandrach@usda.gov & CC steve.lewis@usda.gov 10/20/2026 Q: is this for one fuel trailer with separate tanks for gasoline and diesel, tow separate fuel trailers, or a single fuel trailer dedicated to diesel only?
A: We are looking for 1 trailer with separate tanks. 1 for gas and 4 separate diesel tanks or one 400 gallon with baffles.
10/27/2026 4:27PM
Q1: Submission: Should quotes be emailed to you (richard.kandrach@usda.gov), and is there a deadline for questions? The RFQ says "Reference SF-1449" for both, but I could not find them there.
A1: reference SF1449, block 8 Q2: Delivery: The SOW asks for delivery within 70 days after award. Dual-wall fuel trailers are usually built to order, and some makers quote 10-16 weeks. Would you accept a longer delivery date (for example, 90-120 days ARO, or by the end of the period of performance, 01/30/2027) if the manufacturer needs it?
A2: yes Q3: Deck: The spec lists a 19' deck "with 4' stationary + 16' hydraulic tilt bed" and work lights on a "gooseneck riser", alongside a 2-5/16" bumper-pull coupler. Are the tilt bed and gooseneck items required, or was the intent a standard bumper-pull double-wall fuel trailer about 19' long and 80" wide?
A3: The intent was for a standard bumper-pull, double walled fuel trailer up to 19 feet by 80 inches wide.
Q4: Tanks: The spec says 110 gal gasoline plus 440-880 gal diesel, and the 10/20 Q&A says 1 gasoline tank plus 4 separate diesel tanks or one baffled tank of about 400 gal. Is a double-wall trailer with a separate 110 gal gasoline compartment and one baffled diesel compartment (total 900-990 gal) acceptable?
A4: Yes, this would be acceptable. Gasoline does require a vented dual walled tank. Diesel can be a single baffled tank or 4 or more 110 single tanks for diesel. DOT 406 & EPA SPCC Complaint for Gas and Diesel.
Q5: Brand: The spec closely matches the Thunder Creek DW990/DW990UB. Is that model acceptable, and will equal products from other makers be considered?
A5: Yes, as many companies do offer similar design and build to Thunder Creek.
Q6: Running gear: The spec lists dual 6,000 lb axles (12,000 lb) but a 14K-18K GVWR, and both "oil bath" and EZ Lube hubs. Which should we quote?
A6: Your offer is an oil bath preferred EZ lube acceptable based on what platform you’re building on.
Q7: Ship-to: The shipping section shows ZIP 37392 and also lists the Cleveland, TN office. Can you confirm delivery to 4400 Unicoi Drive, Unicoi, TN 37692?
A7: 4400 Unicoi Drive, Unicoi, TN 37692 Q8: NAICS: The SF-1449 shows 336212 (1,000 employees), while the notice text shows 423110. Which governs?
A8: 423110 Q9: Clauses: The RFQ includes indefinite-quantity, option, and T&M clauses (52.216-18/19/21/22, 52.217-6 through -9, 52.216-31) and both FOB origin and FOB destination. Since this is one firm-fixed-price trailer delivered FOB destination, can we treat those as not applicable?
A9: Yes Q10: Attachment 2: The RFQ lists Attachment 2, Statement of Work (SOW), but only the solicitation, the Q&A and the Past Performance Questionnaire are posted. Could you share the SOW, or confirm that the specs in the solicitation are the full requirement?
A10: Statement of Requirement is included on page 3, after the SF1449 pages 1 &2 in the first attachment “C04_Solicitation sam_12444027Q0003”

Q1: Tank configuration: The specifications describe a 900–990-gallon trailer with a 110-gallon gasoline tank and 440–880 gallons of diesel capacity. The Q&A specifies four separate diesel tanks or one baffled 400-gallon diesel tank. Please confirm the intended gasoline and total diesel capacities, including the capacity of each diesel tank under the four-tank configuration.
A1: Yes, the specifications do show a 900-990 gallon as the initial requirement was for a non-CDL fuel tank. As the need is for both gas and diesel change specifications. The reduced quantities were more so to manage the hazmat requirements for licensing. As my research with several manufacturers stated they could provide a double walled vented tank for gasoline. It was available in a single 110-gallon tank.
Diesel has less restrictions therefore research showed this can be provided in a 110-gallon tanks or single large capacity with baffles.
Q2: Weight ratings: The specifications list 14,000–18,000 pounds for both GVWR and net payload, along with two 6,000-pound axles. Please confirm the intended GVWR, payload capacity, and axle ratings.
A2: Weight ratings were derived from either the 900–990-gallon trailer, DOT 406 & EPA Complaint Trailer for Gasoline and Diesel. Prebuilt trailers or something manufacturer based on weight would either be dual 7,000 lbs axles Max GVWR 14,000 lbs. Our desired GVWR is dependent on the axles selected support 550 gallons, which is 6-7,000 lbs axles based on industry standards.
Q3: Deck configuration: The specifications list a 19-foot deck but also describe a 4-foot stationary section plus a 16-foot hydraulic tilt bed. Please confirm whether a hydraulic tilt bed is required and the intended overall deck length.
A3: disregard that portion as it was in error.
Q4: Delivery address: The SF1449 lists 4400 Unicoi Drive, Unicoi, TN 37692-9707, while the shipping instructions use ZIP 37392 and also reference a Cleveland, TN address. Please confirm the correct ship-to address and ZIP code.

Q1. How should quotes be submitted (email to you, or another address)?
A1: email richard.kandrach@usda.gov & cc steve.lewis@usda.gov Q2: The specification lists a double wall tank and also a 110 gal gasoline tank plus 440-880 gal diesel tanks. The Q&A mentions 1 gas tank and 4 diesel tanks or one 400 gal baffled tank. Is a double wall single-tank 990 gal diesel trailer acceptable, or must the trailer include a separate gasoline compartment?
A2: The Trailer must include 1double walled vented gasoline tank maximum capacity 110 gallons and 4 diesel 110-gallon tanks or 450 baffled single tanks. The gasoline tank can be separate from the diesel they just need to be on the same trailer. Trailer will be used for field work. DOT406 & EPA SPCC COMPLAINT For Gasoline and Diesel.
Q3: Do the "19' deck with 4' stationary + 16' hydraulic tilt bed", 80" deck width and "work lights on gooseneck riser" items apply to this trailer?
A3: No optional as many venders researched provided options. Ball or lunate are acceptable. Length was based on 900-990 Gallon Trailer 19-23 feet in length. Expectation the trailer would somewhat shorter based your offer.
Q4: Are dual 7,000 lb torsion axles acceptable in place of dual 6,000 lb?
A4: Yes, dual 7.000 lbs. torsion axles are acceptable. The trailer will be used off-road.
