About this file

This is a Questions and Answers document for a federal janitorial services solicitation (Solicitation No. 12444026Q0078) for the Charlton Recreation Sites located at 11500 Albert Pike Road, Royal, AR 71968, within the Ouachita National Forest under the Caddo-Womble Ranger District. The contract is a firm fixed-price purchase order for a base year plus four option years, not an IDIQ as previously mentioned. The scope encompasses cleaning and trash removal services for four bathhouse facilities with running water and electricity (Day Use Bathroom 1: 768 sq ft; Bathroom 2: 1,152 sq ft; B Loop Bathroom: 1,024 sq ft; Loop C: 1,024 sq ft). Services must be performed between 7:00 a.m. and 8:00 p.m., with 101 cleaning days per period coordinated with the district point of contact. Pricing should be submitted as a 12-month unit price for invoicing purposes. The solicitation is open to all small businesses and does not constitute a DVBE-only set-aside.

The contractor is responsible for furnishing all consumable supplies, including soft two-ply toilet paper, soap for dispensers, paper towels, trash bags (minimum 3.0 mil thickness), and cleaning supplies. Collected trash must be deposited in government-provided on-site dumpsters. Running water is available at all facilities. The contract manager may be an off-site administrative lead available via email and telephone rather than an on-site service personnel. Workers' compensation insurance is the only specified minimum insurance requirement; FAR 52.204-9 (Personal Identity Verification) should be disregarded as the facility is not controlled. A mandatory site visit is scheduled for Thursday, June 11, 2026, at 8:30 a.m. CST at the pavilion in the day use area, with points of contact Clint Bryant or Diana Freeman (870-867-2101). No ground policing, vegetation management, or debris removal beyond bathroom cleaning and trash removal is required.

Can the Government clarify whether grounds policing includes activities beyond litter removal, such as vegetation management, removal of fallen limbs, storm debris cleanup, or mowing/trimming services?

Answer: No ground policing or vegetation removal. Only cleaning and taking the trash from the 4 bathrooms.

Contract Management vs. On-Site StaƯing: PWS 1.4.14 requires the designation of a Contract Manager and alternate who must be available between 7:30 a.m. to 4:00 p.m., Monday through Thursday. The Instructions to OƯerors require identifying at least one Primary and one Alternate personnel who will perform the services. Does the Government require the Contract Manager to be one of the two on-site service personnel, or can the Contract Manager be an oƯ-site administrative lead available via telephone/email during the specified hours?

Answer: The contract manager can be an oƯ-site administrative, as long as they are available to be reached via email/telephone. They will be the main POC for any discrepancies or questions regarding their personnel.

Consumable Supplies Responsibility: PWS Section 1.1 explicitly identifies the Contractor's responsibility for furnishing soft, two-ply toilet paper. PWS Section 4.2 further lists soap, paper towels, and 3.0 mil trash liners as Contractor-furnished items. Could the Government confirm that the Contractor is responsible for the purchase and replenishment of all four items (toilet paper, soap, paper towels, and liners) for the 10 trash containers and fixtures listed in Technical Exhibit 3?

Answer: The Contractor shall provide toilet paper, soap for soap dispensers, trash bags, and cleaning supplies in order to meet the requirements.
