1.0. Schedule of Items/Price Schedule
See Attachment 2, Schedule of Items
2.0.Description of Requirement
The Chattahoochee-Oconee National Forest is soliciting for the Road Maintenance services on lands within its administrative boundaries. For this requirement, the contractor will provide all materials, labor, equipment, tools, transportation, permits, licenses, supervision, expertise, and other incidentals necessary to successfully complete the Road Maintenance Services in accordance with the Statement Of Work, terms and conditions of the basic BPA and a respective BPA Call Order.
The Chattahoochee-Oconee National Forest intends to establish multiple-award Blanket Purchase Agreements (BPAs) to provide Road Maintenance Services in support of requirements of the Chattahoochee-Oconee National Forest. The services encompassed by these BPAs are commercial and non-personal services.
The Chattahoochee-Oconee National Forest plans to award between 3 and 4 BPAs from this solicitation but may award more (or less) to ensure adequate coverage for all types of work and all geographical areas within the region. Actual work will be competed amongst the BPA awardees through the issuance of BPA calls (orders) using a Request for Quote (RFQ) process as work is identified during the life of the BPAs.
Work will primarily be for the Chattahoochee-Oconee National Forest; however, calls may be issued by other National Forests within the Region 8. Each RFQ will describe a specific project and include all the necessary information for submitting a quote and performing the work. The services ordered may support a specific portion of a project or may encompass providing support from project initiation through project close-out.
3.0.Place of Performance
Road Maintenance Services will be required within the boundaries of the Chattahoochee National Forest. Specific locations, unit data, and maps will be supplied with each call order. Access will be highly variable in each specific call order. Generally, access is by all weather and seasonal roads. Seasonal roads may be impassible for several days after heavy rains.

4.0. Period of Performance
The Period of Performance shall be for one (1) Base year of 12 months and four (4) 12-month Option Years. The Period of Performance reads as follows:
Base Year: November 1, 2021 – October 31, 2022
Option Year 1: November 1, 2022 – October 31, 2023
Option Year 2: November 1, 2023 – October 31, 2024

5.0. Purpose and Pricing
5.0.1.Issuance of Request for Quote
The Forest Service will make reasonable efforts, consistent with efficiency and economy, to give responsible BPA holders the opportunity to compete. However, there is no requirement that the Forest Service conduct a further competition among all BPA holders in connection with each individual call order subsequently issued under the BPAs.
Thus, the Forest Service may procure the road maintenance services directly from one BPA holder for the specified geographical area and may not solicit quotations from all BPA holders based on the best interest of the government. If the Government choose between contractors in placing any particular order, the Government may allocate successive orders to maintain as close as a ratio as is reasonably practicable between the total quantities ordered from the contractors.
Forest Service Contracting Officers may issue RFQs as necessary. Each RFQ may address:
a. Schedule of items (price schedule),
b. Specific supplemental specifications within the BPA Scope of Work,
c. Specific site locations,
d. Period of performance,
e. Wage Determinations Rates(if applicable),
f. Technical evaluation factors (if applicable). The source selection method will be the Lowest Price
Technically Acceptable (LPTA). However, the Government may make award based on the best value Trade-Off to the Government based on the best interest of the government.
The RFQ:
a. Will be issued by email to all BPA holders or one specific BPA holder. The Contractor is responsible for checking email for RFQ issuances as no other notice will be provided.
b. Will include the required due date, specific instructions for the submission for quotes, and other information deemed appropriate.
c. Will request a firm fixed price for the specified work.
5.0.2.BPA CALL ORDER
a. A Call Order is the contractual instrument issued by the Government to the Contractor to order work. The contractor shall furnish all personnel, materials, equipment, services and facilities (except as otherwise specified) necessary to perform in accordance with the contract specifications Call Order will be issued on the appropriate agency forms and are valid if signed by the Contracting Officer or other Contract Specialist/Purchasing Agent.
Each call order will specify services to be provided (order of those services that are to be provided) and contract time for performance in accordance with the terms of this base BPA and each BPA call order.
b. Oral or telecommunicated orders will be allowed under this contract for emergency requirements. Such orders will be confirmed by a written call order within 5 business days following placement of the verbal order. Only the Contracting Officer is authorized to place orders under this contract.
c. Depending upon funding availability, a call order may be issued on a quarterly or monthly basis. The time period for the performance will be indicated on the call order.
d. Modifications to call orders may be required due to differing site conditions and/or, increased/decreased scope of work, which are beyond the control of the Contractor or the Government. Modifications are issued pursuant to specific contract terms and conditions contained in the basic BPA. In the event work to be performed is not included in the schedule of items but is still considered within the general scope of the contract, the contractor will submit a detailed cost proposal so a modification can be negotiated. Some materials
5.0.3.BPA Call Type
Forest Service Contracting Officers (CO) will issue firm fixed priced calls against the BPAs.
5.0.4.BPA Extent of Obligation
The Government is obligated only to the extent of authorized calls awarded under the BPAs.
5.0.5.BPA Estimated Ordering Amount
The total estimated program these BPAs will support is $1 million over the 5-year ordering period. This is an estimate only and there are no guarantees for this volume of work. The accumulated value of all calls issued under these BPAs may exceed this amount without modification to the BPA.
5.0.6.Purchase Limitation
Calls are not expected to exceed $250,000.00 in amount unless agreed to by the government and the BPA Contractor selected for the call award.
5.1.Individuals Authorized to Purchase Under the BPA

5.2.Call Award
a. A guaranteed minimum of $2,500.00 will be awarded by Call Order in the base year of the BPA.
Once an award determination is made, a legally binding, firm fixed price call will be issued to the successful BPA Contractor signed by the Call Level CO. Pre-work instructions will accompany the award. No work will begin until the Contractor has received a signed call order.
If necessary, the Government reserves the right to make awards outside of this BPA, or to negotiate with only one BPA holder, in order to meet the agency mission based in the best interest of the government.
A contractor that fails to perform on current or past Call Orders or who becomes over committed may not receive additional tasks.
5.3. Schedule of Items
The base BPA will contain the service requirements and pricing information. Prices are fully burdened and incidental material costs needed to perform the road maintenance service. Pricing for mobilization will be at the call level.
5.3.1.Mobilization
All Mobilization shall be incidental to the subsequent call order. All travel must be in compliance with the Federal Travel Regulation accessible at https://www.gsa.gov/policy-regulations/regulations/federal-travel-regulation-ftr. The contractor shall utilize the U.S. Energy Information Administration website as a reference for diesel prices which is updated daily. U.S. Energy Information Administration - Gasoline and Diesel Fuel Website https://www.eia.gov/petroleum/gasdiesel/
5.4.Non-Personal Services
The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. It shall be the responsibility of the Contractor to manage its employees and subcontractors and to guard against any actions that are of the nature of personal services or give the perception of personal services as defined in Federal Acquisition Regulations (FAR) Subpart 37.104.
5.4.1.Services Not Covered
