About this file

This is a Questions and Answers memorandum responding to inquiries from prospective offerors regarding a hazard tree removal contract opportunity.

Project Overview and Scope: Project 12443926Q0053 involves hazard tree removal at Fullerton Lake Recreation Area in the Calcasieu Ranger District, Louisiana, covering approximately 65 acres. The estimated project scope includes 72 standing dead hazard trees (snags), 8 standing live hazard trees, 167 stumps for grinding, and 300 downed logs (minimum 12 inches diameter and 16 feet length). All items are marked with red paint for identification, though some areas remain inaccessible due to dense vegetation including briar and devil's walking stick. This is a new requirement rather than a recompete of an existing contract. Notably, underbrush clearing will be performed separately by the Forest Service and is not included in the contractor's scope; this clearing may not be completed before tree removal work commences, requiring offerors to account for this condition in their proposals.

Site Visit and Contact Information: Prospective offerors may conduct unescorted site visits at their convenience, as the campground remains open to the public despite being closed for camping operations. Formal walkthroughs are available May 11th through 13th, 2026, with additional onsite information available through the Primary Onsite Point of Contact: Chance Salter at 318-810-1540.

PURPOSE

The purpose of this memorandum is to provide formal clarification regarding the tree removal project and respond to inquiries submitted by prospective offerors on April 29 and 30, 2026.

I. PROJECT SCOPE AND SITE LAYOUT

1. Please confirm the number of trees, stumps, and logs included in the scope and how the project area is designated.

The project area has been designated using red paint to mark all standing hazard trees (both live and dead) and stumps slated for removal. While dense vegetation—specifically briar and devil’s walking stick—rendered some areas inaccessible, these sections are included in the counts provided below.

Downed logs are included in the scope but are not marked with paint. These logs are estimated to be a minimum of 12 inches in diameter and 16 feet in length.

Estimated Project Counts (+/- 20%):

Standing Dead Hazard Trees (Snags): 72 Standing Live Hazard Trees: 8 Stumps for Grinding: 167 Downed Logs: 300 Acres: 65

II. PROCUREMENT STATUS

2. Is this a new requirement or a recompete of an existing contract?

This is a new requirement.

3. Will the Forest Service clear underbrush before tree removal, or is underbrush clearing included in this bid?

Underbrush clearing will be performed by Forest Service and is not part of this contract. Please note that this clearing may not be completed prior to the start of the tree removal work.

III. SITE VISIT AND POINTS OF CONTACT

4. How can offerors view the project area?

The campground is currently closed for camping but remains open to the public. Offerors may conduct unescorted site visits at their convenience.
