About this file

This is a Questions and Answers document for RFQ 12443926Q0007, GW&J NF Eastern Divide RD Culvert Cleaning, issued by the USDA. The primary service required is cleaning of culverts only, with work limited to inlet and outlet cleaning, debris removal, material disposal, and channel regrading. The solicitation includes 312 GPS coordinates for culvert locations within a 20-mile radius of New Castle; however, the original CLIN schedule specified a quantity of 250 based on available government funding, with the caveat that the actual number of culverts cleaned may be reduced based on funds available. Culvert lengths vary from 20 to 40 feet and pipe material composition is not specified in the contract documents. The contract was initially estimated at 250 culverts each, with bidders required to submit unit price and total price proposals. No bid bond or performance/payment bonds are required as this is classified as a service contract.

The scope explicitly excludes furnishing and installing new culverts, drains, and precast concrete culverts as primary contract work; however, the contract includes provisions for removal and replacement of damaged culverts on a case-by-case basis subject to available funding and Contracting Officer approval, with materials supplied by the government and labor/equipment provided by the contractor. Similarly, placement of Class 1 riprap, if needed, will be handled case-by-case with the contractor responsible for placement and the government responsible for delivery to location. Cleaning specifications require 3 feet of inlet and 3 feet of outlet to be cleaned to the original pipe surface, with the remainder cleaned to allow up to 2 inches of material to remain. Debris disposal should be placed on the downhill side of pipes, evenly spread along the fill side of the road bank. The contract start date is April 1, 2026, for a 6-month period covering spring and summer months. The updated offer due date is February 12, 2026, by 3:00 PM ET, with submissions sent to amelia.davila-garcia@usda.gov. An updated Schedule of Items and SCA WD 2015-4315 Rev 31 for Craig County were attached to the solicitation.

GW&J NF Eastern Divide RD Culvert Cleaning 12443926Q0007

Questions & Answers (30 Jan 2026):

1. Can you provide the estimated length of the culverts?

The lengths of the pipes being cleaned should not have any significance to the contract as they are only cleaning the inlet and the outlet. They will vary in length from 20’, 30’ to 40’.

2. Can we add optional line items to the schedule of items on the price sheet provided for the cost to remove and replace culverts approved by the CO/COR? Or will the removal and replacement of damaged culverts be processed on a case-by-case basis as change orders?

The service is for cleaning of the culverts only.

Replacing pipe in the contract was placed to cover on a case-by-case basis if we happen to come across a pipe in need of replacement while in the area. The contract gives the option for both parties to have contractor supply materials and labor and/or the contractor to just provide labor only. Again, this would be agreed to and approved on a case-by-case basis agreed to and approved by the Contracting Officer via a modification.

3. What material are the culverts made of?

The current contract covers culvert cleaning services only. Replacement of pipes are considered additional work and will be addressed on a case-by-case basis, subject to available funding, time, and prior approval. Materials will be provided by the Government, equipment and labor will be provided by the contractor.

4. In the SOW technical requirements, it only refers to cleaning the drainage structures, removing debris, disposing of material, and regrading channels. But, under the deliverables/ schedule, it refers to furnishing and installing new culverts, drains, and precast concrete culverts. Are we to only provide the cleaning and refurbishment of the culverts? Or are we to provide new culverts at these locations?

Any information you can provide would be greatly appreciated.

See #2 above.

5. There are 312 coordinates shown in the document, but the CLIN schedule shows a quantity of 250. Could you please confirm that we should be bidding to the 312 quantities that are shown in the coordinates?

There are 312 coordinates provided. The original estimate of 250 each was based on the government’s available funding. The requirement should reflect 312 coordinates, with the caveat that based on actual funds available to the government, the number of culverts may be reduced.

6. If we are to provide new culverts, will they be furnished by the government or furnished by the contractor? The documents refer to both at different points.

See #2 above.

7. Would you also have any mapping with the coordinates listed? It would make it easier looking at their locations.

New Castle is the point of reference – within a 20 miles radius. Roads will be located north or south of the referenced area.

8. Additional requirements state removal and replacement of pipe. Will the contractor be responsible for providing culvert and bedding stone for any culverts that need to be replaced?

The current contract covers culvert cleaning services only. Replacement of culverts and provision of bedding stone are considered additional work and will be addressed on a case-by-case basis, subject to available funding and prior approval. Materials will be provided by the Government, equipment and labor will be provided by the contractor.

9. Additional requirements also state placement of Class 1 riprap. Is the contractor responsible for furnishing and placing Class 1 riprap if needed?

The current contract covers culvert cleaning services only. Addressed on a case-by-case basis, subject to available funding and prior approval: Contractor will be responsible for placement of riprap. Government will be responsible for getting it to location.

10. In the RFQ there is only one Item, 0001 Culvert Cleaning 250 EA Unit price and Total price. The SOW states in Deliverables / Schedule, Installing culverts, drains, and precast concrete box culverts will be paid per unit of measurement listed in the bid schedule as well as load, haul, and place rip-rip. Is this part of the RFQ and if so do you have the bid schedule.

See # 2 above.

11. There are 312 coordinates shown in the document but the CLIN schedule shows a quantity of 250. Could you please confirm that we should be bidding to the 312 quantities that are shown in the coordinates?

See # 5 above.

12. If we are to provide new culverts, will they be furnished by the government or furnished by the contractor? The documents refer to both at different points.

See # 2 above.

13. Would you also have any mapping with the coordinates listed? It would make it easier looking at their locations.

See #7 above.

14. Could you also confirm if any bonding will be required for the project? Is a bid bond (bid guarantee) required with our proposal?

This is considered a service contract for cleaning of culverts. No bid bond/guarantee is required.

15. Please clarify if the scope is for culvert cleaning only, or if bidders must also price the removal, installation, and rip-rap work. If this broader scope is required, will the Schedule of Items be amended to include separate line items for these tasks to ensure a comprehensive and clear price proposal?

See # 2, 5, 8 & 9 above.

16. The RFQ specifies a quantity of 250 culverts, but the SOW provides GPS coordinates of 312 locations. Could the Government please clarify if the work is limited to only 250 of the listed locations, and if so, which ones? Or should bidders assume the quantity of 250 is an estimate and that all GPS locations provided are to be addressed under the contract?

See # 5 above.

17. The solicitation does not state the estimated price range or magnitude of the construction project. To better understand the project scale, could the Government please provide the estimated magnitude of this project?

This is considered a service contract for cleaning of culverts. Any additional work will be addressed on a case-by-case basis, subject to available funding, time, and prior approval.

Materials will be provided by the Government, equipment and labor will be provided by the contractor.

18. The solicitation does not appear to include the standard FAR clause (52.228-15) that requires performance and payment bonds. Please confirm if bonding security will be required for this contract upon award.

See # 14 above.

19. Could the Government please provide the anticipated contract start date and the required completion date for all work?

Start date: April 1st, 2026 for the period of 6 months (spring & summer months).

20. We respectfully request that the Government consider a 14-day extension to the quotation due date after responses to all timely questions have been published. This will allow all offerors adequate time to prepare a complete and responsible quotation based on the clarified requirements. (FAR) 5.203(g) allows for such extensions when it is necessary to provide offerors adequate time to prepare a complete and responsible quotation based on clarified requirements

Updated Offer Due Date: February 12, 2026 by 3:00 PM ET.

FINAL Questions & Answers (4 Feb 2026):

21. Can debris from each pipe clean out be disposed of on site at each location as long as it is not in roadway or a drainage area?

Depending on site location is key, preferably the material removed from pipe is recommended to be deposited on the downhill side of the pipe evenly spread along the fill side of the road bank so that loose material doesn’t end up back in the ditch and drainage area.

22. There is statement in spec that says silt to be cleaned to 2 inches from bottom of pipe "except" the first 3 feet on each end. Does this mean the 3 feet on each end has to be totally cleaned down to original pipe surface?

We are asking that 3 feet of inlet and 3 feet of outlet are clean top to bottom, the remainder of the pipe needs to clean but will allow up to 2 inches of material to remain within reason.
