Service Contract - Quota Hunt Application System

Land Between the Lakes National Recreation Area

1.0 Introduction and Background

Introduction In order to hunt deer or turkeys during a quota hunt on Land Between the Lakes National Recreation Area (LBL), a hunter must apply and be drawn for a quota hunt permit. The Contractor shall supply and administer a developed, tested, and proven online Quota Hunt Application System (QHAS) that will accept applications, collect application fees, conduct a randomized quota hunt drawing with preference points, send email notices to all registrants, sell LBL permits online, and allow hunters to check their application history, preference points, and print hunting information, permits, maps, etc.

The website shall collect applicant information and store it in a secure environment that meets the requirements of the U.S. Government. After the close of each application period, the Contractor will conduct a randomized quota hunt drawing and assign permits or preference points to applicants. Contractor shall maintain a secure database with the most recent 5 years of application history, which shall be the property of the Forest Service (FS), and shall be submitted to FS as requested and at the conclusion of the contract.

During the application periods (currently, the month of February for turkey hunts and the month of July for deer hunts) and throughout the year, the Contractor and Forest Service (FS) designated staff will have real-time access to applicant data for corrections to hunter information, additions, deletions, and to assist hunters in the registration process if needed.

Contractor will make quota hunt drawing results available to applicants through the website and by email. At the conclusion of each drawing, all applicants will receive email notification with their drawing results, printable permit if drawn, and new preference point balance. Also, applicants can log back into the website at any time to check their group number, draw status, preference point balance for deer or turkeys, print a quota hunt permit if drawn, print their application history for the past 5 years, and purchase and print related permits (e.g.

Hunter Use Permit, Backcountry Camping Permit, etc.).

The website shall be attractive, convenient and easy to use whether accessing with a mobile device or personal computer, accept credit card and debit card payments, and enable hunters to check draw status, preference points, and purchase and print permits.

Note: rather than develop a new system, we are looking for an already developed, tested, and proven system that can be adapted to most closely meet the needs of our visitors and the U.S. Forest Service.

Background Land Between the Lakes National Recreation Area is both a recreation and demonstration area, managed by the USDA Forest Service (FS). The Land Between the Lakes Demonstration Authority allows the Forest Service at LBL to authorize, research, test, and demonstrate innovative programs and cost-effective management of the Recreation Area, and to extend the beneficial results as widely as practicable.

LBL has 170,000 contiguous acres in western Kentucky and Tennessee, and hunting is a very popular and important recreational activity. There is not a reciprocal agreement between Kentucky and Tennessee for LBL, therefore, anyone hunting on the Kentucky portion must have Kentucky hunting license and permits, and follow Kentucky’s general hunting regulations. Likewise for hunters hunting on the Tennessee portion of LBL.

Due to the popularity of deer and turkey hunting, and to provide for a safe and quality hunt, the QHAS is needed to manage the number and distribution of hunters for these hunts.

Additionally, because the number of applicants has exceeded the number of available permits, a preference point system was added to insure that hunters who applied repeatedly would receive a permit on a periodic basis. Preference points are accrued independently for deer and turkey hunts. Each time a hunter applies and is not drawn for a hunt, or selects a preference point option, they receive a preference point that increases their standing in successive deer or turkey hunt drawings. Currently, 2,000 to 3,000 hunters apply annually during the month of February for quota turkey hunts, and 5,000 to 7,000 hunters apply annually during the month of July for quota deer hunts.

2.0 Objectives

To provide a tested, and proven online QHAS that shall:

1) Be attractive and easy to use for applicants, including those with very little computer/smartphone experience.

2) Allow applicants to apply for quota hunts and purchase permits online

3) Meet the business and information needs of LBL. The QHAS will allow LBL to collect, track, monitor, record and report demographic data on a year-to-year basis; develop trends; and project program demands and support requirements.

4) Send email and/or SMS/text notifications to applicants prior to, during, and after each application period, as well as provide communications on the website.

5) Provide maps, hunt dates, quotas, instructions, and information for each application period, and/or links to such information on LBL’s website.

6) Capture and store all data needed for the quota hunt drawing in a secure environment.

7) Collect fees for the completed applications and deposit into specified LBL financial accounts. Allow Forest Service to monitor and cross-check number of hunt applicants, fees collected, and permits issued or sold.

8) Conduct randomized quota hunt drawings with preference points, and notify applicants of results in a timely manner after the close of each application period.

9) Sell LBL Hunter Use Permits, Backcountry Camping Permits, and possibly other related permits online in the future for downloading and printing.

10) QHAS will send periodic email and/or SMS/text message notifications to applicants regarding when to apply, when drawing results are available, etc. Drawing results emails will contain the Quota Hunt permit if drawn. Contractor will post the results of the drawing on the website so the applicants can log into their accounts with a user ID and password, determine draw status, check application history and preference points, print permits, etc.

11) Allow anyone without a user account to view and print quota hunt application instructions and dates, LBL hunting information, hunt area maps, permits, etc.

3.0 Scope

The Systems covered by this Performance Work Statement are part of a comprehensive, integrated, and interactive system. Capabilities and functions shall be tested, validated, and documented by the Contractor and operate within acceptable guidelines. The system shall have the flexibility to allow for future additions or improvements to expand usability.

1) The Contractor shall provide all personnel, equipment, software, website, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to operate the Quota Hunt Application System as defined in this

PWS.

2) The Contractor shall provide, test, configure, validate, implement, and administer a functional, online QHAS by February 1, 2024 that meets the requirements of the Forest Service at LBL.

3) The Contractor is solely responsible for providing and maintaining the applications, website, databases, and documentation in a secure environment to perform the requirements of the QHAS under this contract.

4) The application functions include but are not limited to application system, financial controls, collection and maintenance of accurate data, and accessible via interactive web.

5) The Contractor is responsible for development of the interactive web pages, including but not limited to all necessary updates, changes, and revisions.

6) The Contractor shall capture and store all data needed for the quota hunt drawing in a secure environment.

7) The Contractor shall conduct randomized quota hunt drawings with preference points, and notify applicants of results in a timely manner after the close of each application period.

8) Sell LBL Hunter Use Permits, Backcountry Camping Permits, and other related permits online for downloading and printing.

9) The Contractor shall collect fees for the completed applications and permits and deposit into specified LBL financial accounts.

10) QHAS will send periodic email and/or SMS/text message notifications to applicants regarding when to apply, when drawing results are available, etc. Drawing results emails will contain the Quota Hunt permit if drawn. 11) To enable continuous functionality of the QHAS, the Contractor shall integrate the existing applicant databases from LBL, clean up and remove duplicate accounts, an/or convert accounts, if needed, to a compatible format. The existing database will be provided in Microsoft Excel spreadsheets.

12) Hunt applicants must be able to easily and quickly access the new QHAS with a personal computer or mobile device without logging-in to see general information, available hunt dates, hunt options, hunt areas, maps, number of permits available, etc.

13) Upon log-in, applicants can view their profile information, update contact information, view their previous 5-year application history, current preference point balances, check their status in a completed drawing (e.g. drawn or rejected), and purchase and print permits.

14) The Contractor shall collaborate with LBL’s Contracting Officer’s Representative (COR) to assure information needs are being met. Additionally, the Contractor shall respond in a timely manner to specific information requests regarding customer information and performance indicators.

15) The Contractor is responsible for maintaining the QHAS system and correcting any functional issues. Any system problems during open application periods shall be corrected within one business day.

16) The Contractor shall develop and submit a Preventive Maintenance Plan (PMP) including frequency and duration of the preventive maintenance required for the equipment and software. Preventive maintenance shall be scheduled to be performed so as not to interfere with the application process or the Government’s operations. The PMP shall include, but is not limited to: details for virus protection updates, software upgrades, upgrading the server operating system, other upgrades for PC/server programs, and backups.

17) The PMP shall be submitted to the CO within 60 days of contract award and be updated as needed to reflect changes in the PM program. A PM log shall be kept either on paper or electronically and shall be submitted to the COR annually or more frequently as needed.

18) The Contractor shall perform continuous backups of the QHAS databases and web servers during the application periods so as not to interfere with Government operations and to ensure no loss of data. The applicant database shall remain the property of the Government after contract has been completed.

19) The Contractor shall develop and submit an implementation schedule to the CO for the QHAS within 15 calendar days of notice to proceed issued by the CO.

20) The Contractor shall provide and maintain web server administration, web server update(s), web server backup, web server programming, website development, website hosting, website setup, website design, website updates and related software licensing for the QHAS.

PERIOD OF PERFORMANCE. The period of performance for this contract shall be twelve (12) months from date of award plus four options years.

PLACE OF PERFORMANCE AND KICKOFF MEETING. Upon award, there will be an initial discovery meeting between the Contractor and LBL. The kickoff meeting shall be conducted in-person and on-site at LBL. Additional communication with the Government will primarily be through telephone, e-mail, and internet conferencing. The majority of tasks in this PWS will be performed virtually at the Contractor’s office location(s).

TRAVEL. Travel to LBL is anticipated for the purpose of kickoff meeting. For price estimation purposes, the Contractor may assume travel would consist of one trip for the beginning of contract for a minimum of two working days and three nights with virtual meetings for the remainder of the contract.

4.0 Performance Requirements

Services required include user registration, accept online applications, conduct a randomized quota hunt drawing with preference points, send email and/or text messages to registrants, allow permit sales, permit printing, and provide customer support.

The performance requirements below shall be part of the new QHAS, with additional functionalities as approved by FS. A discovery phase meeting shall be held to develop clear understanding of the functionalities and how they are expected to be integrated.

The online Quota Hunt Application System shall:

1. Be fully functional and ready to accept LBL quota turkey hunt applications by February 1, 2024.

2. Provide an attractive and user-friendly website for hunters to apply for LBL’s deer and turkey quota hunts. System shall be mobile device and PC friendly. All information on the website shall use correct American English grammar, punctuation, and spelling.

3. Provide clear instructions on how to apply, and appropriate information for the current hunt season (dates, hunt areas, rules, etc.) subject to change from one application period to the next (Attachment 1- Sample Deer Hunt Application Information).

4. Integrate LBL’s current registrant database and deer and turkey preference points into the system.

5. The QHAS shall use a user ID that does not contain PII, is unique to each applicant, will enable the tracking of individual preference points, and prevent duplicate applications. Format shall be approved by FS. If changes need to be made to the existing user ID, convert the existing user ID of each applicant currently in the database to the new format, and inform applicants of the change, or have them create an ID in the new format if necessary.

6. Allow new applicants to create an online account with user ID and password.

7. Application process and information collected shall include but is not limited to:

a. First Name

b. Middle Initial

c. Last Name

d. Date of Birth (for youth hunt eligibility and hunter safety requirements)

e. Area Code and Telephone Number

f. Email address

g. Gender (for demographic purposes)

h. Street name and address

i. City

j. Two letter state code

k. Five digit zip code

l. User ID (unless generated by the system)

m. Password - Applicant will create a password following currently accepted guidelines.

n. User ID and password will be used whenever accessing the system in the future to check draw status, apply for future hunts, and track preference points.

o. System will provide a method for applicants to recover their password if it is lost or forgotten.

p. After the above is completed, during an open application period applicant will have the option to start a new application or join an existing group.

q. If applicant chooses to start a new application, they will have the option to choose KY or TN hunts or both.

r. Applicant has the option of choosing first second and third choice of hunt codes, and first, second and third choice of hunt areas (deer hunts only) for that state portion.

s. Selection choices shall include the option to apply for a preference point.

Separate preference points are maintained for deer and turkey hunts, but not for KY vs TN.

t. Presently, there are no permit limitations for residents vs. non-residents.

u. Guidelines for selecting hunt areas and hunt codes are listed in Attachment 2 – note that hunt area choices are only made for deer hunts and not for turkey hunts.

v. Note that there is not a reciprocal license agreement for the KY and TN portions of LBL, therefore a pop-up should say something to the effect of “You picked a hunt choice in KY - Is this correct?”.

w. Applicant will then be directed to a payment page which will list his/her hunt choices and area choices, the cost of the application, and allow credit or debit card payment.

x. Before submitting payment, applicant must verify that they agree to abide by rules and regulations listed in the appropriate Land Between the Lakes deer or turkey hunting fact sheet with a link to that sheet (on contractor’s website or LBL’s website). Note that fact sheets are updated annually.

y. Applicant shall also be asked to make sure hunt choices are correct because no changes can be made after payment is submitted.(this option to be discussed and agreed upon during the discovery phase meeting).

z. After payment is submitted and accepted, applicant receives group number or code, confirmation of hunt choices and hunt area choices, his/her current preference points to be applied in the upcoming drawing, group average preference points, and a draw status pending with date of drawing listed (negotiable). Also an email is sent to the applicant’s email address with date, receipt of payment, all the above information, and list of group members if applicable.

aa. When a youth applies for a youth hunt, the system will check if the youth is eligible based on date of birth and date of the first day of the youth hunt. If eligible, the application process can continue. If not eligible, will tell the hunter they are not eligible and allow other hunt choices to be selected.

bb. Up to five hunters may apply as a group. If the applicant choses to join a group, he/she is prompted to enter the group number or code, and additional identifier if needed (e.g. the group leader’s last name).

cc. Applicant joining the group is then directed to a page showing the hunt code and hunt area choices selected by the group leader (to be negotiated after award whether to allow changes to hunt code and hunt area choices up until the application period closes).

dd. Applicant is then directed to the payment page to enter credit card account information, and verify that they agree to abide by rules and regulations listed in the appropriate deer or turkey hunting fact sheet with a link to that sheet.

ee. After payment is submitted and accepted, applicant receives a group number or code, confirmation of hunt choices and hunt area choices, a group list showing all current members of the group and preference points for each, plus the group average preference points to be applied in the upcoming drawing, and a draw status pending with date of drawing listed. Also, an email is sent to the current applicant’s email address with date, receipt of payment, hunt code and hunt area choices, current group members, individual and group average preference points.

ff. Upon completion of the drawing, applicant will receive an email stating the drawing is complete and details of what they were drawn for. They can also log back into website with user ID and password to check status. If not drawn, updated preference point balance will be shown. If drawn, applicant will print their permit (minimum required information in Attachment 3).

8. The QHAS shall provide each applicant the opportunity to verify and correct any input information. Pop-ups will appear at several steps to warn the applicant to be certain that information is correct before continuing. Pop-ups shall include verification of information entered, and whenever trying to advance to the next step without all required information shall inform applicant specifically what is missing.

9. The QHAS shall record the date and time of application and send a confirmation email as indicated above.

10. The QHAS shall collect the appropriate application fee for each applicant as determined by FS. Payment by credit card or debit card shall be accepted. Payments will go into accounts specified by FS.

11. QHAS shall also provide hunters the option to go online after the drawing to check their status in the draw.

12. System shall allow application history and preference points to be stored for a minimum of five consecutive years, and be made available to applicants online at any time. If applicants apply for both deer and turkey hunts they will have two sets of applications and preference points. For deer hunts, the drawing process will pull points from the prior 3 years and total preference points for those three years will apply in the drawing. Turkey hunt preference points accumulate separately from deer hunt preference points. For turkey hunts, the drawing process will pull the prior 2 years and total preference points for those two years will apply in the drawing. Each time a hunter is awarded a quota hunt permit, their preference points for that species will go to zero. Preference points are independent of state preference (there are deer and turkey preference points, but no preference points for KY and TN, they are all LBL preference points applicable in either state).

13. System checks shall be in place to minimize duplicate applications.

14. System checks shall be in place to check age eligibility for youth hunts, and age eligibility of adults accompanying youth if they apply for a regular hunt.

15. If the hunter has applied in previous years, upon log-in with user ID and password the hunter’s existing preference points for the appropriate game species shall be displayed.

16. Contractor shall allow FS administrative access to the website throughout the application period and other times to conduct searches of the database and to make corrections to applicant information.

17. Contractor will be responsible to conduct the drawing and assign permits and preference points in a manner acceptable to FS. This information shall be available to applicants on the website so they can understand how the drawing works in order to maximize their chances of being drawn.

18. After completion of the drawing, Contractor will verify that everything is correct, and will allow LBL to check the results for accuracy before releasing the results to the applicants. Then, at the pre-scheduled and mutually agreed upon date and time, results will be released, emails sent to all applicants, and website will be made available to applicants and administrators.

19. Information collected shall be searchable by FS using various queries and capable of producing reports.

20. Permit Issuance Service. If an applicant is drawn for a quota hunt permit, there is no charge for that permit. However, there are established fees for other permits such as the LBL Hunter Use Permit, Back Country Camping Permit, etc. A login account shall not be required for the purchase of these permits (negotiable). Users shall be able to purchase single or multiple permits/licenses/products for themselves and other users in one transaction. The website will allow for multiple permits for either a fee or for free through various methods i.e. first come, first serve sale, lottery drawing, limited quota sale, annual permit sales, etc. The permit service shall allow an individual (account user or non-account user) to buy multiple permits under a single transaction, to include account users or non-account users. Users shall have the option to receive the permit via email and/or download the permit. The information collected on permits shall be reported in the back-end for authorized Administrators to view and export. LBL and contractor staff will agree on a permit template for incorporation into the web-based system and for printing. All non-account and account public users shall be able to retrieve all active permits and lottery tickets until the time of permit expiration. LBL staff shall be able to view all permits in the back-end for the previous 5 years.

21. Permit Payment Service. The Contractor shall provide a payment acceptance service for permit purchases. The Contractor shall provide all components and services necessary to allow credit card or debit card purchases of permits through the website.

This service shall have the following features and capabilities:

a) secure and encrypted communications,

b) ability to accept all major credit card and debit cards as payment,

c) ability to interface with and/or forward user to the Department of Treasury

Pay.gov portal for payment of user fees into the appropriate Pay.gov accounts, or other accounts and portals as determined by FS,

d) ability to split payments in one transaction such that application and permit fees can be directed to different Pay.gov or other accounts,

e) ability to send an email receipt to permit purchasers along with the permit for printing.

22. Payment card industry data security standards shall be followed so that personal information of customers is protected. QHAS shall have the ability to contain adequate security measures for protection against sale or disclosure of information contained in any personally identifiable record of customers, except as authorized and/or required by applicable law or requested in writing by FS. Information collected on the website is subject to protection under the Privacy Act, and shall be strictly protected and secured by the Contractor, and shall not be used, distributed, released or made available in any form or fashion by the Contractor to anyone or any entity other than USDA Forest Service at LBL. Database information contains PII and it is the responsibility of the Contractor to keep all information secure at all times

23. Customer Support and Help Desk Service. The Contractor shall maintain a list of primary points of contact for interface. The Contractor shall provide the information for customers to acquire technical assistance and ask questions by telephone and/or email (i.e. Help Desk Service). Customers shall be able to leave messages if support is not immediately available and receive assistance within two working days (Monday thru Friday).

Business Rules for LBL’s QUOTA HUNTS Hunt Areas are assigned for quota deer hunts but not for quota turkey hunts. LBL’s hunt program presently includes 18 hunt areas: Areas 1 – 10 and 17-18 are in KY, and Areas 11 – 16 are in TN. Also include as an area choice “Any Available Area.” Note that Kentucky Hunt Areas 17 and 18 are only available on special hunts, and generally are not shown as an option to select.

The program shall allow FS to:

1. Define game species and type to hunt (e.g. white-tailed deer, buck only, either sex, turkey with visible beard, etc.)

2. Define hunt dates available, which will change each year.

3. Define hunts as youth hunt, regular hunt, specialty hunt, etc.

4. Set the beginning and ending dates applications will be accepted

5. Set the date quota drawing results will be available

6. Specify weapon restriction (e.g: conventional firearm, muzzle-loader, archery, crossbow, etc.)

7. Inquire about applicant’s eligibility for a youth hunt based on the state requirements and youth’s age on the first day of the hunt. QHAS shall also notify youth applicants they must meet state hunter safety requirements for the respective state portion of LBL they will be hunting.

8. Allow from one to five hunters in a group.

9. Provide the choices of hunts and/or areas a hunter may apply for (1st choice, 2nd choice, 3rd choice). Also include choice of “Any Available Area” and “Preference Point.”

10. Describe or provide a link to rules for the drawing, so applicants understand how the drawing works, and how to maximize their chances for success.

11. Program shall check for, and preclude duplicate applications.

12. Until the close of the application period, allow the group leader to change their hunt and area choices, or delete their application.

13. If applicant attempts to apply and already has an application in the system, the QHAS will notify the applicant during the registration process and will not allow a second entry.

14. All data shall be retained for a minimum of five years.

15. QHAS shall assign a unique identifier, or other method to be determined by Contractor and approved by FS, to each applicant for tracking applicant, their preference points, and prevent duplicate applications.

16. QHAS shall allow applicants the option to apply for a “Preference Point” in lieu of a hunt to build preference points for a future hunt.

17. If a youth, based on state law (6-16 in TN, and age 15 and under in KY) is applying for a regular hunt, they can ONLY apply in a group that has at least one adult age 21 or older already in the group for each youth who joins the group. This adult must remain with the youth at all times while hunting. QHAS shall not allow applicants to register a youth to join a group that does not already contain an available adult to accompany each youth.

18. QHAS shall identify for applicants the number of permits (by type) that will be available for each hunt. As groups are selected for hunt areas, once the total number of applicants in the group meets or exceeds the number of permits available for that area, then no additional permits will be issued for that area and hunt.

19. QHAS shall take payment via credit and debit card, and deposit the funds into LBL’s accounts as specified by FS.

20. If the maximum group size has been attained, additional hunters shall not be allowed to join that group and a pop-up will tell them why.

21. QHAS shall preclude completion of an application until all required data is collected, and payment is accepted.

22. Contractor shall meet production schedules for deer and turkey hunt application periods as determined by FS and agreed upon by Contractor prior to each application period.

23. The Contractor shall provide adequate training and support to FS personnel prior to the first quota hunt application period and throughout the term of the contract.

Future Expansion Capabilities

During the performance period of this contract, FS may add or need additional capabilities.

The following capabilities shall be bid as optional line items in the contract.

1. Price per 1,000 for additional applicants above the current numbers.

2. Price per drawing for additional quota hunt drawings above the current 2 per year.

3. Online Survey Capability. The QHAS shall provide the future option to create and distribute on-line surveys. If surveys are developed for a mandatory required response, the survey shall be completed by a specified date or each applicant not in compliance shall automatically not be allowed to purchase a specific permit or apply for a hunt until that applicant completes the survey.

4. Game harvest check-out. The ability to check-out harvested game animals.

5. Ability to check-in and/or check-out for hunts.

Welcome to the Land Between the Lakes (LBL) QUOTA HUNT APPLICATION SYSTEM You can apply for 2024 Deer Hunts from July 1 through July 31. The application fee is $5. If you are interested in learning how the quota hunt drawing works click here . If you want to apply as a group, the group leader will have to be the first in the group to apply. The leader will be assigned a group number after the credit card payment has been accepted. The leader can then provide the group number for others to join the group. A group can consist of one to five hunters.

If you previously applied online for a LBL Turkey or Deer Quota Hunt:

Permit that is generated can be printed or saved on mobile phone. Permit shall contain a bar code to help prevent alteration. Permit is sized such that when printed and folded in half, will be the size of a standard credit card for easy wallet storage.

(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:

(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.

(iii) Verify and control/limit connections to and use of external information systems.

(iv) Control information posted or processed on publicly accessible information systems.

(v) Identify information system users, processes acting on behalf of users, or devices.
