About this file

This is a Questions and Answers document for a federal construction contract solicitation concerning fire sprinkler system repairs at a government facility in Clarke County, Georgia.

The project involves repairs to fire sprinkler systems in Buildings 1 and 2, with a 36-page Fire Sprinkler Repair List serving as the baseline scope of work. All items on the repair list—including repairs, testing, reinspection, tagging, and documentation—must be included in the firm-fixed-price quotation. Work must be completed within 90 calendar days on-site after notice to proceed and mobilization, though the overall six-month period of performance includes long lead items and initial submittals. The site contains 28 standpipe flow tests and deluge systems located in the grounds area behind Building 2/Service Building and in the basement level west wing stairwell. Confined space equipment is required to enter the pits, and valve packing work inside the pit at the road leading to Building 45 is included in scope despite not being associated with Buildings 1 or 2. No building drawings are available.

Payment protection requirements depend on the proposed price: quotes exceeding $150,000 require performance and payment bonds covering 100% of contract value (submitted within 10 days of award) plus a bid bond of 20% submitted with the proposal; quotes between $35,001 and $150,000 may use alternative payment protections under FAR 52.228-13; quotes at or below $35,000 require no payment protection. This is a Total Small Business Set-Aside procurement subject to Construction Wage Rate Requirements using General Decision Number GA20260048 (effective 05/18/2026) for Clarke County, Georgia. FAR 52.219-14, Limitations on Subcontracting, applies to this small business set-aside.

Text version

1. Are building drawings available for each building?

a. No

2. How many standpipe flow tests are located on site? We were shown one during the site visit.

a. 28

3. Where is the deluge system located on site?

a. Grounds area behind B2/Service Building and freezers on the Basement level West wing stairwell.

4. Is confined space equipment required to enter the pits?

a. Yes

5. The SOW attachment references valve packing inside the pit at the road leading to Building 45. Is this included in the scope of work, even though it does not appear to be associated with Buildings 1 or 2?

a. Yes

6. OƯer Guarantee / Bonding / Payment Protection The SF 1442 appears to indicate that an oƯer guarantee is required; however, FAR 52.228-1, Bid Guarantee, does not appear to be selected. Additionally, performance and payment bonds do not appear to be required, while FAR 52.228-13, Alternative Payment Protections, and FAR 52.228-14, Irrevocable Letter of Credit, are selected. Please confirm whether an oƯer guarantee, performance bond, payment bond, irrevocable letter of credit, or other payment protection is required and, if so, please provide the required amount or percentage and acceptable form.

A: The applicable payment protection depends on the OƯeror’s proposed price. For quotes over $150,000, performance and payment bonds under FAR 52.228-15 are required, and because these bonds apply, a bid bond is also required. The Performance and Payment Bonds must each cover 100% of the contract value and must be submitted no later than 10 days after award, while the Bid Bond must accompany the proposal and should be 20% of the proposed price. For quotes greater than $35,000 but not more than $150,000, OƯerors may instead provide one of the alternative payment protections permitted under FAR 52.228-13, and in this price range no bid bond or performance/payment bond is required. For quotes at or below $35,000, no payment protection is required.

7. Applicable Construction Wage Determination The solicitation incorporates the Construction Wage Rate Requirements; however, we were unable to locate the applicable wage determination within the solicitation attachments.

Please provide or identify the applicable wage determination that contractors and subcontractors must use when pricing labor for this project in Clarke County, Georgia.

A: It is within the announcement posted here:

https://sam.gov/workspace/contract/opp/c9c1e764810b4581b2be547e51636e97/view ; Wage Determination is listed as “Attachment 2 – Wage Determination” which is “General Decision Number: GA20260048 05/18/2026”

8. Period of Performance – 90 Days vs. Six Months The solicitation and Section 1.4 of the Statement of Work indicate that the project is to be completed within 90 calendar days after Notice to Proceed, while Section 2.0 of the Statement of Work states that the period of performance will be six months. Please confirm the correct required period of performance for this project.

A: Government expects the work to be completed by the contractor within 90 days “on-site” after receiving the notice to proceed and mobilization. The 6 month period of performance covers long lead items as well as the initial submittal process prior to the notice to proceed being issued.

9. Limitations on Subcontracting The procurement is identified as a Total Small Business Set-Aside; however, FAR 52.219-14, Limitations on Subcontracting, does not appear to be selected in the solicitation. Please confirm whether FAR 52.219-14 applies to this procurement and, if applicable, please clarify the limitation on the amount of work that may be subcontracted by the prime contractor.

A: The contracting oƯicer must insert the clause at 52.219-14, Limitations on Subcontracting, in solicitations and contracts—

(1) For supplies, services, and construction, if any portion of the requirement is to be set aside for small business and the contract amount is expected to exceed the simplified acquisition threshold, and in any solicitations and contracts that are set aside or awarded on a sole-source basis in accordance with sections 19.105, 19.106, 19.107, and 19.108, regardless of dollar value. This includes multiple-award contracts when orders may be set aside for small business concerns, as described in subpart

8.4 and subpart 16.5. For contracts that are set aside, the contracting oƯicer must indicate in paragraph (f) of the clause whether compliance with the limitations on subcontracting is required at the contract or order level;

52.219-14 is not selected based on the above.

10. Confirmation of Complete B1/B2 Repair Scope The solicitation identifies the project as repairs to the fire sprinkler systems in Buildings 1 and 2, while the 36-page Fire Sprinkler Repair List contains numerous individual systems, areas, tests, repairs, and deficiency corrections. Please confirm that all items identified in the B1/B2 Fire Sprinkler Repair List are included in the required base scope and that bidders should include all listed repairs, testing, reinspection, tagging, documentation, and associated work in their Firm-Fixed-Price quotation.

A. Yes, use the repair list as a baseline in conjunction with the SOW as it reflects our market research.
