About this file

This is a Questions and Answers document for a federal contract solicitation involving waterline replacement and related infrastructure work at a facility in Cherokee, North Carolina near Great Smoky Mountains National Park.

The project scope includes replacement of approximately 620 linear feet of six-inch main waterline, eight service connections, and multiple hydrants, along with concrete and pavement restoration work totaling 620 square feet. Key specifications address pipe material standards (AWWA C900 DR 18 is confirmed as required for the six-inch main and hydrant leads per SOW revisions), pricing for a two-inch waterline replacement under CLINs 7A and 7B, and optional investigation items (Optional Items 13, 14, and 15) for identification of damaged or deteriorated pipe sections. The solicitation clarifies that the Eastern Band of Cherokee Indians Tribal Employment Rights Ordinance does not apply to this work, and that no directional drilling or jack-and-bore work is included. The October 16 site visit at 10:00 AM EST is advisory but recommended for accurate pricing. Required bonding includes a 20 percent bid guarantee and 100 percent performance and payment bonds. The small-business size standard is $45 million. Contractors should price Optional Item 0014 (estimated 40 linear feet of additional six-inch main) as a lump-sum item. Water outages must be minimized with all buildings receiving water restoration by end of each work shift, coordinated in advance with the Center Point of Contact and Contracting Officer's Representative, with extended outages for dormitory facilities permissible between 8:00 AM and 4:30 PM.
