About this file

This is a Questions and Answers document for the Harper Ferry Requirement, a federal contract involving HVAC equipment replacement and electrical modifications at two Job Corps buildings (110 and 159).

The project requires replacement of oil-fired furnaces and air handling units with heat pump systems and associated electrical infrastructure upgrades. For Building 110, bidders must propose like-for-like oil furnace replacement paired with heat pumps per specification Section 235416.16; alternative all-electric configurations are not permitted. For Building 159, a nominally larger auxiliary electric heat kit (e.g., 30kW) is acceptable if the specified 26kW is unavailable, provided electrical infrastructure capacity is verified. Alternative equipment manufacturers are permissible if specifications and SOW requirements are met. Electrical branch circuits must be modified, extended, or replaced as necessary to comply with current National Electric Code and new equipment manufacturer requirements, with all new conductors installed in conduit. Refrigerant linesets require new insulation with filter dryers using supports that may be re-used; outdoor insulation must use closed-cell foam rated for outdoor application. Penetrations through ceiling/soffit in the education building must be sealed and matched to surrounding surfaces. Building 110 houses a Cerberus Pyrotronic System 3 fire alarm panel; Building 159 has a Cerberus Pyrotronic System-3 with 22 smoke detectors and additional detection devices serviced by Brewer & Company of WV, INC. Third-party electrical inspections by state-licensed or ICC-certified inspectors are required at contractor expense, with the USFS as jurisdiction having authority. The project is tax-exempt and exempt from state permitting. Work must accommodate occupied buildings: Building 110 (dining/recreation facility with 50+ occupants during mealtimes) requires no phasing; Building 159 (approximately 50 daily occupants) requires one unit online continuously with freeze-prevention measures during winter. One individual may serve as Superintendent, SSHO, and QC Manager. The period of performance may be extended post-award to accommodate equipment lead times. Buildings 110 and 159 are not listed as containing asbestos; however, contractors must treat all painted surfaces as potentially lead-contaminated and apply lead-safe work practices. On-site work is anticipated to begin as soon as possible.

Questions for Harper Ferry Requirement:

1. For the oil furnaces, can we propose replacing it with a fully electric heat pump instead of a like-for-like replacement? We are running into issues sourcing a replacement oil furnace that would fit. This would require additional modifications to panels to accommodate larger breakers. No – bid per the specs and plans

2. Can we propose alternative manufacturers of equipment than ones specified in the docs? Yes – if they meet or exceed the specifications in the SOW.

3. Can we make adjustments to electric panel arrangements - specifically to relocating out of scope breakers - to accommodate new/replacement equipment breakers?

Part 1 – Summary of Work 1.1 Description A. 1.

Re-use ducting and electrical to the extent possible; modify or replace as required to provide code compliant installation and full functionality of new equipment.

Verify ampacity and overcurrent protection of existing circuits and requirements of new equipment; replace components that do not meet the requirements of current code and new equipment.

1.a.6) Modify, adjust, and/or replace furnace and outdoor unit branch circuits as required to comply with current code and requirements of new equipment. Branch circuit consists of all electrical components including breaker at electrical panel until final connection to new equipment.

b.7) Modify, adjust, and/or replace air handler and outdoor unit branch circuits as required to comply with current code and requirements of new equipment. Branch circuit consists of all electrical components including breaker at electrical panel until final connection to new equipment.

As found in drawings – Notes Sub Sheet M1.0 and M2.0 field verify existing branch circuit source and characteristics. Modify, extend, and/or replace branch circuits supplying new equipment as required to comply with requirements of equipment manufacturer and current national electric code. All new conductors shall be in conduit.

4. Please clarify scope of repair and patching at penetrations in ceiling/soƯit for the education building. In the area that is directly related to where the linesets are going into the building should be sealed around those penetrations and match the surrounding soƯit.

5. Are the new linesets required to be covered with line-hide or can they be exposed similar to existing installation?

Per the SOW - Part 1 - Summary of Work, 1.1 Description A.1.

a.4) Replace refrigerant linesets with new insulated linesets, existing supports may be re-used.

b.6) Replace refrigerant linesets with new insulated linesets, existing supports may be re-used.

Per the drawings – Found in Key note 1 on sheet M1.0 and key note 3 on sheet M2.0 -provide new insulated linesets with filter dryer.

6. Please confirm closed-cell foam insulation is acceptable for outdoor insulation specification on linesets. Yes – but shall be rated for outdoor application.

7. Is there existing fire alarm in the building and who is the provider? We will need their contact to add smoke detectors. Brewer & Company of WV, INC services our systems

Building 110 - Cerberus Pyrotronic System 3 (CP-35 with two 12V, 7AH batteries, manufactured 3/8/2022) and is located in the oƯice of the recreation area of Building 110.

Building 159 The fire alarm control panel is a Cerberus Pyrotronic System-3 (Model PS-35 with two 12V, 7 AH batteries) located in the copy room. The fire alarm system includes (22) smoke detectors, four (4) heat detectors, three (3) pull stations, and two horn/strobes.

8. Building 110 heating system configuration. Specification Section 235416.16 requires replacement oil-fired furnaces (basis of design 300 MBH output, 78% AFUE minimum) paired with heat pumps at Building 110. Would the Government consider, or permit oƯerors to propose, an all-electric configuration at Building 110 consisting of heat pumps with staged electric auxiliary heat in lieu of the specified oil-fired furnaces, provided the oƯeror demonstrates through heat-loss calculations and manufacturer low-ambient performance data that the combined system meets the building's heating load at the winter design condition? This configuration would eliminate on-site fuel-oil combustion, burner/flue maintenance, and combustion venting at Building 110 and would standardize equipment, refrigerant, controls, and parts across both buildings. If acceptable, will the Government issue an amendment revising Section 235416.16, or should oƯerors price the specified oil-fired furnace configuration as the base quote? No – bid per the specs and plans

9. Building 159 Auxiliary Electric heat Kits. Section 01050 identifies the existing building 159 electric heat kits as 26kW. If an oƯeror’s proposed equipment manufacturer does not oƯer a 26kW kit for the selected air handler, is nominally larger kit (e.g., 30kW) acceptable, subject to verification of branch-circuit, breaker, and panel capacity? Yes - Re-use electrical to the extent possible; modify or replace as required to provide code compliant installation and full functionality of new equipment. Verify ampacity and overcurrent protection of existing circuits and requirements of new equipment; replace components that do not meet the requirements of current code and new equipment.

10. Can one person "triple hat" as Superintendent, SSHO and QC Manager? Yes

11. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? Yes – Once lead times are known and schedule established – POP can be extended for the allowance of the lead times.

12. (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

Building 110 – There will not need to be any phasing or temporary requirements on heating and cooling. This is the dining facility and recreation building – the amount of people is dependent on the time of day– during mealtimes there will be over 50 students and staƯ present.

Building 159- There are approx. 50 students and staƯ in the building during the day.

We are replacing 3 units serving the building. One unit would need to be online at all times and extra precautions would need to be taken during the winter months when there is a chance that pipes could freeze.

1.4 Use of Premises, B - Government will occupy site and buildings during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with Government's day-to-day operations.

13. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

Job corps maintains an Asbestos Containing Materials Inventory for the Center.

Buildings 110 and 159 are not listed on the report as having ACM present. If any ACM is encountered – notify CO and COR immediately.

Due the age of most Job Corps structures, any painted surfaces should be considered potentially lead painted; these facilities are not considered child occupied facilities subject to the RRP but contractors disturbing painted surfaces via cutting, sanding, grinding, and similar dust generating activities shall adhere to the principals of lead safe work practices including as applicable wetting surfaces before disturbance to minimize dust generation, capture with HEPA vacuum when dust generation can't be avoided, personal protective equipment use for employees, and prompt cleanup and disposal of waste generated by construction and demolitions activities.
