About this file
This is a Questions and Answers document for the Access Improvement Project solicitation 12441926Q0015, issued by the US Forest Service. The document addresses eight contractor inquiries regarding project specifications and requirements.
Key clarifications include: (1) all fencing materials must be new; existing chain-link fabric and barbed wire cannot be reused; (2) isolated concrete footings for fence posts are required per the referenced construction standards, not continuous concrete curbs; (3) swing gates shall be manual only; (4) the driveway approach must comply with City of San Dimas Standard 110-2 and be 30 feet wide, with the contractor proposing the appropriate driveway type (A, B, or C) during the Pre-Construction Meeting for Forest Service approval; (5) relocated fencing (approximately 171 linear feet) shall consist entirely of new materials including barbed wire and footings, with no reuse of existing fencing; (6) no grading or compaction of the existing dirt road (approximately 4,123 square feet) is required; and (7) traffic control plans and devices are required only if mandated by the City of San Dimas permit for right-of-way work, with the contractor responsible for obtaining all necessary city permits and providing documentation to the Forest Service. The Schedule of Items has been revised to specify compensation for the commercial driveway approach on a lump-sum basis, and contractors are encouraged to field-verify all quantities and dimensions in the bid documents.

Questions and Answers
Access Improvement Project - 12441926Q0015
1. Please confirm whether the existing chain-link fence fabric and/or barbed wire may be reused and relocated if found to be in acceptable condition, or if all fencing materials are required to be new? No. All materials are to be new.
2. Please confirm whether the new fence installation is required to include a continuous concrete curb/grade beam, or if isolated concrete footings for fence posts are acceptable? Follow the standard referenced in the construction documents. It specifies isolated concrete footings.
3. Please confirm that the new swing gates are intended to be manual only. Confirmed to be manual only.
4. Confirm concrete strength for proposed driveway, as well as required reinforcing bars/mesh (recommend #4 @18" o.c.e.w), and thickness of Class 2 aggregate base.
Follow City of San Dimas standards for a commercial driveway approach as this portion of their work is in the City Right of Way. The project does not specify a driveway to be constructed.
5. The color shaded area for the driveway was noted to have area of 480 sf in the Schedule of Values. However the provided plans show a scaled area of about 995 sf.
Confirm SF area. Please note that the Schedule of Items has been revised to specify a quantity of one (1) commercial driveway approach, to be compensated at a Lump Sum cost. The Contractor is responsible for delivering a commercial driveway approach consistent with City of San Dimas standards, specifically Standard 110-2, as referenced in the Bid Documents.
The City of San Dimas recognizes three types of driveway approaches: Type A, B, and C. The Contractor shall propose the appropriate driveway approach type during the Pre-Construction Meeting, subject to approval by the Forest Service. The selected type must meet the requirement for a 30-foot wide commercial driveway approach and be permitted by the City. Contractors are strongly encouraged to field-verify all quantities and dimensions shown in the Bid Documents. The final constructed area may vary based on the approved driveway approach type and field conditions.
6. The notes in the provided aerial view mentions to "relocate" fencing (approximately 171 lf). Are we reusing fencing, or providing new barbed wire fencing with footings?
The intent of the project is to modify the existing fence line. All components of the relocated fencing shall be new materials, including barbed wire fencing and associated footings, consistent with the specifications provided in the Bid Documents. Existing fencing is not to be reused.
7. Confirm that there will be no grading/compaction of existing dirt road (approximately
4123 sf) leading to the new gate location. Correct. No grading or compaction of the existing dirt road is required as part of this project.
8. Please reconsider requiring the requirement for a traƯic control plan and traƯic control devices. The requirement for a TraƯic Control Plan and associated devices applies only if the City of San Dimas requires it as part of the permit for work within their Right-of-Way. The Contractor is responsible for obtaining all necessary permits from the City prior to construction. If the City determines that traƯic control is not required, the Contractor must provide a copy of the issued permit explicitly stating that traƯic control measures are not required. This documentation will serve as confirmation for the US Forest Service.
