About this file
This document is a Contractor Questions and Responses file for the Angell Job Corps Center Site Utilities Rehabilitation project. The file contains detailed clarifications on various technical aspects of the project, including site superintendent roles, hydrant demolition specifications, sewer line replacement, stormwater permit requirements, and site clearing parameters. Key responses include confirming that the site superintendent can be a working supervisor holding multiple roles, providing guidance on hydrant demolition depth and backfill methods, and specifying that full 6" sewer line replacement is required between identified manholes.
The responses address critical project details such as electrical work at the Wastewater Treatment Plant, involving a new GFCI receptacle and power trenching approximately 70 feet from the laboratory building, and site clearing requirements that include removing brush and trees within the irrigation field with a 30-foot setback from risers. The contractor is responsible for obtaining and fulfilling all permit stipulations, including the Oregon DEQ 1200-C Construction Stormwater Permit, and managing debris removal. Large trees and brush not suitable for on-site mulching must be removed from the site by the contractor.

Please confirm if the site superintendent can be a working supervisor? YES, THE SUPERINTENDENT CAN BE A WORKING SUPER
2. Can the site superintendent hold multiple roles as long as they are qualified – Site Super, QA/QC, Safety? YES
3. Is there any asbestos containing materials present i.e. plumbing/pipe insulation, insulation in crawl space, etc.? THERE IS NOT ASSUMED TO BE ANY ASBESTOS CONTAINING MATERIALS IN THE CRAWL SPACES
4. Hydrant Demo spec says “cap below grade.” Please clarify required depth & backfill method? EXCAVATE TO A DEPTH TO FACILITATE COMPLETE REMOVAL OF HYDRANT AND ANY ASSOCIATED VALVES, AND SO THAT ALL PIPING AND CAPS ARE BELOW THE FINISHED GRADE. BACKFILL MATERIAL CAN BE SOURCES FROM THE CENTER IF NECESSARY.
5. Section 010150 and Base Item No. 1 call for replacing “any missing or rotten sprinkler support posts.” No quantity or inventory is provided in the drawings or Schedule of Items. This makes it difficult to give a competitive bid. Please confirm the expected number of posts to be replaced. IT IS THE CONTRACTOR’S REPONSIBILITY TO INVENTORY THE POSTS. KEY NOTE 2 DRAWING SHEET C6.0 :
6. The WWTP work requires a new GFCI receptacle and post, with power to be trenched and routed from the WWTP Laboratory Building. The drawings are “NO SCALE” and do not show the distance or route between the building and the receptacle location. Please clarify:
a. The required routing and approximate linear footage of trenching/conduit.
THE POST WILL BE LOCATED UP THE HILL FROM THE LABORATORY BUILDING TO THE NORTH-NORTHWEST APPROX. DISTANCE IS +/-70 FT, CONTRACTOR IS REQUIRED TO VERYIFY MEANSUREMENTS IN THE FIELD AFTER FINAL PLACEMENT IN COORIDINATION WITH THE COR AND WWTP OPERATOR
b. Whether crossing of pavement/concrete is anticipated and if surface restoration is included in this scope. NO
c. Panel/circuit details at the WWTP Lab (available spare breaker?) THERE ARE OPEN SPACES IN THE BREAKER, THE CONTRACTOR IS RESPONSIBLE FOR VERIFING CONDITIONS IN THE FIELD.
7. Sheet C1.0, Keynote 2, the note states “replace 6” sewer line”, but also directs the contractor to “video existing pipe condition and verify location of and reconnect any lateral connections to new pipe.” This creates several points of confusion:
FULL REPLACEMENT OF THE 6” SEWER LINE IS REQUIRED INBETWEEN MANHOLES IDENTIFIED ON DRAWINGS. THE VIDEO INSPECTION IS TO FACILITATE PLANNING AS THERE IS AN UNKOWN AMOUT OF CONNECTIONS TO IT. IF ANOTHER METHOD OF IDENTIFYING THE NUMBER CONNECTION CAN BE UTILIZED THAT ENSURES ALL ARE RECONNECTED THAT IS ACCEPTABLE. APPROX. DISTANCE IS 340 FT, CONTRACTOR IS REQUIRED TO VERIFY MEASURMENTS IN FIELD.
8. Sections 010150 and 013143 require the Contractor to obtain and implement an Oregon DEQ 1200-C Construction Stormwater Permit for this project. The DEQ permit requires inspections by a Certified Erosion and Sediment Control Lead (CESCL) at regular intervals and within 24 hours of qualifying rainfall events. Since the permit remains active until DEQ approves final stabilization and issues a Notice of Termination (NOT), the duration of CESCL monitoring cannot be predetermined as it does not follow the project completion date. Please clarify whether the Federal Government intends for the contractor to obtain and follow the full stipulations of the Oregon DEQ 1200-C Permit?
a. Will the government provide a lump sum allowance covering a defined monitoring period (e.g., 6 months), with adjustments by modification if the permit extends longer; or b. Bidders provide a separate unit price (per inspection or per month) for ongoing CESCL monitoring, rainfall inspections, documentation, and reporting until DEQ termination.
THIS CONTRACT REQUIRES THE CONTRACTOR OBTAIN AND FULLFILL ALL STIPULATIONS OF ALL NECESSARY PERMITS DESCRIBE IN SECTION 013143 FOR THE ENTIRE DURATION OF THE PERMIT PROCESS AS PART OF THE BASE CONTRACT.
9. Drawing C1.0 and the related keynotes reference the removal of “brush and trees within the hatched area” and “grinding stumps to 18 inches below finish grade.” However, the boundary between the existing irrigation field and surrounding tree line is not clearly defined in the plans. To ensure consistent pricing and scope interpretation, please confirm:
a. Does clearing and stump grinding extend only to the existing tree line, as visibly defined in the field, or does the intent include removal of trees and brush that extend slightly into the adjacent wooded area (beyond the field edge)?
b. If removal is to extend beyond the current open field boundary, please provide the required offset distance (in feet) or reference a defined clearing limit on the plans.
c. Should bidders assume any selective thinning or full clearing beyond the existing irrigation zone perimeter?
THE INTENT OF CONTRACT IS TO RE-ESTABLISH THE ORGINAL EXTENT OF THE SPRAYER FIELD, DUE TO FOREST ENCROACHMENT SOME LARGER TREE REMOVAL AND CLEARING MAY BE NESSICARY. A CLEARING SET BACK OF 30 FT FROM THE RISERS IS REQUIRED WHERE NOT CURRENTLY PRESENT.
10. Specifications require removal of brush and trees within the designated irrigation field and prohibit burning or burying debris. However, no direction is provided for handling or ownership of large diameter trees that cannot be readily mulched or ground on site. Please clarify:
ALL LARGE DEBRIS IS THAT IS NOT TO BE MULCHED ON SITE IS THE RESONSIBILITY OF THE CONTRACTOR TO REMOVE FROM THE SITE.
