Section A - Performance Work Statement
Performance Work Statement
Illustrator II
INTRODUCTION: The USDA Forest Service, National Technology & Development Program (NTDP) has a need to procure design, layout and administrative support for publications (various medias) Full-time (40 hours per week) services to support NTDP. The position will be in Missoula, MT. The contractor shall provide administrative services as indicated in the “SCOPE”.
Fixed rates shall be all inclusive, to include wages, overhead, profit, general and administrative (G&A) costs, and all employee fringe benefits, such as retirement, withholding for FICA and taxes, unemployment, workman's compensation, union dues, etc. Contractor shall fill in the blanks in Section B.
A. SCOPE: The scope of this contract is to provide a Illustrator capable of performing design, layout and administrative support for NTDP publications. Technology transfer is an element in all NTDP project work. NTDP shares its solutions through technical tips, project reports, training curriculum, videos, qualified products list, specifications, drawings, brochures, posters, etc. NTDP provides support across deputy chief areas for projects national in scope and represent the agency’s commitment to service through production of communication materials.
B. The contractor shall provide all labor and expertise necessary to accomplish the following:
1. Knowledge and experience with using various software and website programs such as
Adobe Creative Cloud for editing videos, graphic design, and processing photos.
2. Work with and assist the publications team (writer/editors, visual informaon specialist, videographers, etc.) and project/program managers with work that consists of design and layout of NTDP publications projects in various forms of media
3. Website posting and troubleshooting of broken links/outdated publications on the
NTDP website(s)
4. Knowledge of U.S. Government Publishing Office (GPO) Style Manual, and Plain
Writing Act Language Guidelines, Section 508 of the Rehabilitation Act.
5. Archiving outdated publications for proper record retention in the mandated format
(hardcopy and electronic)
6. Organizing/categorizing NTDPs videos for posting to the NFS-NTDP Vimeo site
7. Organizing/categorizing NTDPs photos for posting to the NFS Flickr site
8. Working through old hard drives of pubs and archive appropriately
9. Working with publications team to capture old camera/copy folders for archived record retention
10. Collaborating with the NFS Library contact to ensure our NTDP videos are attainable through their media channels
• Example: Monthly NFS Library Alerts (could coincide with livestreaming video opportunities)
11. Work with leadership team and publications team (writer/editors, visual informaton specialists, videographers) on “livestreaming” NTDP exposure opportunities
C. KEY PERSONNEL: The contractor shall specify personnel to perform services under this contract.
Personnel shall demonstrate a working knowledge required for the duties indicated herein.
1. Experience – Illustrator II performs duties such as preparing rough drafts, refining designs with software, using colors and effects to visualize concepts, and collaborating with the technical transfer division team, and NTDP employees to meet their needs. Being an Illustrator II has gained proficiency in multiple competencies relevant to the job. Works independently within established procedures associated with the specific job function. To be a Illustrator III typically requires 3-5 years of related experience. Contractor shall provide resume proposed contracted employee at the time of quote submission for COR approval.
D. PLACE OF PERFORMANCE: USDA Forest Service, National Technology and Development

E. PERIOD OF PERFORMANCE: The period of performance will be a base plus four (4) option year:

F. WORK HOURS: The contractor shall provide day-to-day support for the NTDP for administrative services. Normal working hours will consist of a 40-hr work week, generally Monday through
Friday, except for Federal Holidays (see below for holiday schedule). Work shall be performed eight (8) hours per day, performed between the hours of 0600 and 1800. Any work performed outside of this timeframe shall be approved by the Contracting Officer’s Representative (COR) prior to the work.
1. Federal Holidays Observed: Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, New Year’s Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth Day, Independence Day, Christmas Day, and any other day specifically designated by the
President of the United States.
G. GOVERNMENT FURNISHED PROPERTY: The work within this contract shall be performed at the NTDP facility, using government furnished equipment and supplies. If virtual/remote support is allowed, Government Furnished Property may not include: workstations, other computer equipment, internet, multimedia equipment, phone, FAX, and copy machines for the contractor’s use in accomplishing assigned tasks.
The Government will provide to the Contractor the following listed materials, supplies, property, and services, hereafter referred to as “Government Furnished Property”, (GFP) listed below if work is performed at the NTDP facility:
1. Limited administrative support.
2. Duties will be performed in the office or via telework following agency CDC guidance.
When teleworking, contractor is expected to have their own office space, chair, and desk for the performance of the contract.
3. When approved to be in the office, the following will be supplied: office space, desk, chair, and office supplies for use by the Contractor in performance of the contract. Furniture and supplies will be from agency stock on hand.
4. Keys for authorized building access and parking pass.
5. Servers, workstations, printers, scanners, plotters, etc. are shared with staff and support personnel.
6. A laptop computer, monitor, and docking station will be checked out to the contractor.
7. Government-owned data and information relevant to performance of task orders.
8. Background check, Information Security Training and “Linc Pass” to access building and government computer and other security checks/items required to work in a Federal
Government Building.
The Contractor shall be liable for all loss or damage to such GFP until completion and final acceptance of deliverables required under this contract. The contractor shall be responsible for safeguarding all government property provided for contractor use while in the office or telework environment. At the close of each work period, government facilities, equipment and materials shall be secured. If the Government fails to make timely delivery of GFP suitable for its intended use, and upon written request from the
Contractor, the Contracting Officer will make an equitable adjustment of contract delivery or performance dates.
H. IDENTIFICATION OF CONTRACTED EMPLOYEES: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor employees are required to wear a
Contractor-furnished identification badge while on Government premises.
I. QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contracted employee assures themself that their work complies with the requirement of the contract. After government acceptance of the contractor’s proposed quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. Contractor shall submit the Quality
Control Plan with submission of their quote.
*The Contractor shall outline how quality control will be monitored and maintained for all work under this contract at the time of proposal submission
J. TRAVEL: Travel is not expected as a part of the listed duties herein, however, if the contractor is required to travel, travel and per diem expenses will be negotiated at the time travel is authorized by the
Government and the contractor will be reimbursed for travel expenses in accordance with Federal Travel
Regulations (FTR) (www.gsa.gov/ftr) while in travel status on government business, including ground transportation, business related incidental expenses, meals, etc.
For reimbursement, claims for expenses (except per diem expenses) must be supported by signed, dated receipts bearing the name of the vendor and the signature of the salesperson. Airline tickets must be purchased by the contractor, and the cost of tickets will be reimbursed by the Government with http://www.gsa.gov/ftr) other travel expenses, even if the cost, at the lowest rate the purchaser can obtain, exceeds the government rate. Per diem and mileage rates shall not exceed those established in the Federal Travel
Regulations.
Communication costs while in travel status shall be reimbursed when calls are made from lodging facility. To the fullest extent possible, the Government will provide access to phones located at
Government facilities. With prior approval by the Contracting Officer, the use and reimbursement of phone cards, overruns on cellphones, or other miscellaneous expenses required for the performance of the contract will be reimbursed.
K. COORDINATION: Project support requirements are highly variable and reflect the current needs of the government, the sponsors of the Technology and Development program, and the level of effort required for each task.
L. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting
Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
M. NOTES: Identification, Parking, Smoking, and Regulations:
9. Contractor personnel shall sign in at the front desk and all non-uniformed personnel shall wear visible identification at all times while on the premises of the National Technology & Development Program in San
Dimas, CA.
10. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the COR.
11. Smoking is prohibited inside all buildings.
12. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search.
N. QUALITY ASSURANCE PLAN REQUIREMENTS: Quality assurance will be performed by the Government during the contract at regular intervals. Methods may include visual survey and customer comments. Deduction for work may include rework at no cost to the Government or Government acceptance with price reduction.

Section I – Special Contract Requirements
Invoicing.
All invoices shall be provided to the Government via the Invoice Processing Platform found at https://www.ipp.fms.treas.gov/. Invoices shall be submitted no more than monthly. Invoices shall provide a clear understanding of the work performed in the previous billing period and shall contain enough documentation to justify the price billed for that period.
Upon award of a contract, Contractors will be enrolled automatically. Contractor will subsequently receive electronic notification from IPP of enrollment. IPP password will be delivered electronically to allow first login to IPP. Contractors shall submit all invoices electronically via IPP. Paper copies of invoices will no longer be accepted.
