M - Evaluation Factors for Award

52.217-5 Evaluation of Options. (JUL 1990)

BASIS FOR AWARD

A. Evaluation Factors

The Government will award a single contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors other than price, when combined, are more important than price in the award decision. The critical factor in making any cost/technical trade-off is not the spread between the technical ratings, but, rather, the significance of that difference. The significance of the spread of ratings will be determined on the basis of what the difference might mean in terms of performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make price/technical trade-offs that are in the best interest and advantageous to the Government.

The following non-price evaluation factors shall be used to evaluate offers:

past performance;

prior experience (including technical requirements);

Non-price factors, when combined, are more important than price.

The Government reserves the right to award the contract to other than the lowest priced quoter.

Complete the following questionnaire used to evaluate the factors of Past Performance and Experience/Technical Capability, provide more details about the description of work in separate pages to satisfy prior experience.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Questionnaire:

Past performance will be evaluated based on the degree to which the offeror’s past performance reflects performance of projects similar in size, scope, and complexity to the requirements described in the Statement of Work.
