FIXED PRICES – BLANKET PURCHASE AGREEMENT
The Disaster Recovery Support effort is a Blanket Purchase Agreement (BPA) which is comprised of Firm-Fixed Price (FFP) call orders.
The Offeror shall provide FFP rates for all applicable service activities for which the Offeror proposes (Offerors are NOT required to propose on all service activities or all Forest Units).
PRICING AND ESTIMATES
The maximum dollar amount for any individual call order is $250,000. The total aggregate maximum of each resultant BPA award is not to exceed $7,000,000 ($1,000,000 per Forest Unit proposed).
SCOPE OF WORK
The Contractor shall provide all resources and services (except as may be expressly stated in the call order as furnished by the Government) necessary to perform the requirements set forth in the
Statement of Work incorporated in Section C, as ordered in the BPA call orders.
The needs of the Government and availability of Contractor's resources during an emergency cannot be determined in advance, it is mutually agreed that, upon request of the Government, the Contractor shall furnish the resources listed herein to the extent the Contractor is willing and able at the time of order. Due to the sporadic occurrence of incident activity, the placement of any call order IS NOT
GUARANTEED.
Resources furnished under this agreement may be operated and subjected to extreme environmental and/or strenuous operating conditions which could include but is not limited to unimproved roads, steep, rocky, hilly terrain, dust, heat, and smoky conditions. As a result, by entering into this agreement, the contractor agrees that what is considered wear and tear under this agreement is in excess of what the resource is subjected to under normal operations and is reflected in the rates paid for the resource.
SERVICE/CONSTRUCTION WORK
This contract contains both service line items and construction line items which pertain to the overall disaster recovery scope. It is anticipated that the majority of the contract work is service work and Service Contract Act wage determination and prompt payment procedures will apply to the call orders. Call orders may contain construction work more than $30,000 which will be applicable to performance bonding, Davis Bacon wage rates and payroll submittal requirements would apply to those orders. Further bonding instructions will be stated in specific call order.
NON EMERGENCY UNIT PRICING
The non-emergency call orders are for supplies, services, and construction ordered after initial response and are subject to the Offeror’s non-emergency service activity rates. The call order response time for non-emergency unit pricing is a minimum of five (5) calendar days.
Contractors may be motivated to offer discounts based on factors other than order value, including competitive forces, technological changes, labor conditions, industry sales goals, and inventory reductions.
EMERGENCY UNIT PRICING
The emergency call orders are for supplies, services, and construction ordered during initial response and are subject to the Offeror’s emergency service activity rates. The call order response time for emergency unit pricing is two (2) calendar days.
Contractors may be motivated to offer discounts based on factors other than order value, including competitive forces, technological changes, labor conditions, industry sales goals, and inventory reductions.
TRAVEL
Travel will be identified at the time of the BPA call order. Travel shall be limited to rates established in the Federal Travel Regulations for localities where work is performed.
ANALYTICAL SERVICES
Analytical services shall be negotiated as required for a specific BPA call. Customary incidental tools of the trade and equipment shall be included within hourly labor rates.
EQUIPMENT
Vehicles and equipment shall be negotiated as required for a specific BPA call. Customary incidental tools of the trade and equipment shall be included within hourly FFP rates.
MATERIALS
Materials (other than incidentals) shall be negotiated as required for a specific BPA calls.

Lead paint removal and cleanup
Wild animal abatement and cleanup activities
C.2.1.2 HEAVY CLEARING TYPE WORK (i.e. equipment used to clear paths such as excavators/bulldozers)
Heavy clearing type work may occur along roads and trails, in and around recreation and administrative facilities, openings and fields, and on other locations near or within a national forest.
Heavy clearing activities may include Clearing Vegetation and Trees, Disking and Wildland
Disking, Mastication, and Day-lighting.
The followings are a few specifications and requirements for activities that are included under this service category.
Clearing Vegetation and Trees Requirements
Clearing activities shall consist of reclaiming transportation infrastructure by excavator with hydraulic thumb, dozer and pushing or removing woody vegetation from transportation infrastructure in order that normal travel and traffic can resume. Clearing activities could include sawing down trees.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the clearing limits shall be removed. Slash may be pushed outside of the clearing limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel-ways (e.g., roads, trails, and openings).
Wildland Disking Requirements Wildland Disking shall consist of disking, cutting or chopping into the soil up to 6” below the surface of the ground and through roots, sticks, rocks and other wildland debris. This type of disking would take place in wildland or woodland settings. This type disking would require the use of a heavier disk (e.g., a wildland disk) than would be used in more typical disking and cultivating practices. Disking would result in 8’ wide lanes across pre-selected stands (i.e., wildland, woodland and/or open stands) to increase edge habitat and improve the landscape’s overall habitat. All heavy disking treatments would be conducted on flatter, gently rolling or slopes less than 5%. The machine used to pull this heavy disk would be a heavier tractor or bull dozer with a heavier frame and more horse-power necessary to handle and pull this type of disk through these types of areas. A tired tractor may need to be equipped with the heavier layered wildland tires to protect against punctures from stobs, stumps and other sharp edges.
Disking Requirements Disking shall consist of disking or cutting into the soil up to 6” below the surface of the ground.
Disking would include the cutting or chopping of vegetation (e.g., grasses and woody plant growth) three inches diameter or less with the disking equipment within the openings, along the system roads, or on various forest locations.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the disking limits shall be removed. Slash may be scattered outside of the disking limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel ways (e.g., roads, and openings).
Mastication Requirements Mastication shall consist of cutting, chopping and mulching all vegetation 6” or less in diameter down to ground surface level. This activity would occurring along roads, on LWS, openings and within some forested stands for habitat improvement by reducing the abundance of woody stems within these areas. All mastication activities would occur above the surface of the ground, but due to land contours (e.g., unevenness) an occasional bounce may occur, which would result in the scratch of the surface.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the mastication limits shall be removed. Slash may be scattered outside of the working limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in roads and openings).
Day-lighting Requirements
Day-lighting activities shall consist of reclaiming designated areas by dozer, articulating side-arm boom mower, and chainsaw by pushing and removing woody vegetation from the areas in order that normal planting practices could resume. Day-lighting activities could include pushing root-balls out of the area so the ground would be prepared for later disking and planting.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the area limits shall be removed. Slash may be pushed outside of the area limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel ways (e.g., roads and openings).
C.2.1.3 ROAD MAINTENANCE TYPE WORK (i.e. aggregate, blading, culvert clearing)
Road maintenance type work may occur along roads and trails, in and around recreation and administrative facilities, openings and fields, and on other locations near or within a national forest.
Road maintenance activities may include blading aggregate surfaced roads, cleaning and reshaping ditches, cleaning culverts and tail ditches, and spot surfacing replacement on aggregate roads, erosion control, and mowing.
The followings are a few specifications, performance standards and requirements for activities that are included under this service category.
BLADING AGGREGATE SURFACED ROADS
Each road designated to be bladed shall receive a sufficient number of motor grader passes to accomplish the following tasks/subtasks:
Blading operations are to be done over the entire riding surface in order to remove, all ruts, potholes, corrugations and berms by cutting out or scarifying to the bottom of such defect. All suitable dislodged material and aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown as specified 2% to 4%,(1/4” to 1/2” per foot), so that water cannot collect or pond on the road surface This shall include roadbed shaping to prevent water from running down the length of the road. Road structural terms are illustrated on Typical Section drawings in Exhibits D & E.
Aggregate surfacing which has been worked onto road shoulders by traffic repair activities are to be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths are to be perpetuated as existing. Dips and swales designated to control surface drainage are to be maintained or repaired. No undercutting of road surface nor material berms will be allowed on either side of the road. Assure proper road crowns and surface drainage after all operations.
Usual amounts of grass, leaf litter or pine straw is to be smoothly spread within the riding surface after sufficient movement to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the COR, this material will be evenly spread along the road shoulder and left to decay. Care shall be taken to insure this material does not interfere with surface drainage nor present a safety hazard. Any such reusable material is to be reclaimed in subsequent bladings and smoothly spread within the riding surface.
Blading operations are to be conducted as required to remove loose surface material and accumulated debris from bridge decks and low water structures. Care is to be exercised to not damage any part of the bridge or low water structure. All material shall be smoothly redistributed over the riding surface at the bridge and or low water structure approaches.
Loose rocks protruding three inches or more above the graded surface and loose rocks greater than 3 inches in diameter on the graded surface shall be removed from the roadbed by the end of each work day. It is permissible to waste these rocks off the riding surface but away from ditch lines.
Suitable material shall be placed over any solidly embedded rock so that no rock is protruding more than 3 inches above the graded roadbed surface. This requirement does not apply if suitable material is no located within 100 feet of the embedded rock.
At the conclusion of grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge greater than 1” of any material shall be left along either shoulder of the roadbed unless directed by the Contraction Officer or designated representative.
Drainage Dips- All existing drainage dips, swales and other obvious drainage structures within the roadbed, shall be maintained to control surface drainage. All existing drainage dips shall be bladed and shaped to maintain the alignment, dimensions, depth and profile as illustrated on Typical
Section drawings in Exhibit E.
Berm Removal- Berm removal shall consist of the removal of berms along the road shoulders which prohibit proper surface drainage. Material shall be removed to produce a proper cross slope or crown of 2% - 4%, (1/4” to 1/2”) per foot. Material shall be spread along fore slopes to assure proper road surface drainage. Following this work the traveled way shall be bladed in accordance with Activity 811: Blading Aggregate Surfaced Roads
Fallen trees in roadway shall be removed from the travel-way by the contractor before blading. All down tree, logs, stumps etc., in ditches or on roadbed being bladed shall be removed as part of the repair operations.
Method of Measurement
Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile. Measurement will be made along the road center line.
CLEANING AND RESHAPING DITCHES
All ditches shall be maintained in their original location to the shape and grade required to ensure drainage of the roadway. Ditches at culverts shall be cleaned as needed to provide unobstructed drainage away from the roadway to the invert of the pipe. Drainage structures and road appurtenances shall not be damaged during this operation. Handwork required to properly connect ditch flow lines to drainage structure inlets is considered part of this activity.
Lead-off ditches shall be cleaned as needed to maintain the grade and width needed to provide unobstructed drainage away from the roadway to their original length or to daylight. Cleaning silt traps that service the roadside ditches or lead-off ditches is included in this work. Restore silt traps to their original dimensions and depth. Material excavated from these ditches is not to be reclaimed onto the roadway. Unsuitable material may be spread on the fill slopes in a manner that will not affect watercourses or the roadway.
Transitions to ditch relief culverts shall be made smooth and the transition from normal ditch depth to the invert of the culvert shall occur within a 25’ (+/- 5’) distance of the culvert inlet. Ditch debris shall not be left piled at or around culvert entrances.
Unless otherwise directed by the COR, ditches shall be cleaned so that depth of ditch is 1 foot below the shoulder of the road and the slope of the ground from the road shoulder to the bottom of the ditch is 2H:1V. Following this work, the traveled way shall be bladed in accordance with Activity
Code 811: Blading Aggregate Surfaced Roads.
All suitable material, (having the same character as the road surface), excavated through this activity is to be reclaimed and used within the traveled way. Unsuitable material is to be spread along back slopes or fill slopes to assure road surface drainage and prevent unsuitable material from being pulled onto aggregate surfaces.
Road ditches shall be measured to the nearest tenth (0.1) of a mile as measured by vehicle odometer calibrated over a measured mile. Measurement shall be made for each side of the road.
CLEANING CULVERTS AND TAIL DITCHES
Cleaning of Culverts
All culverts shall be inspected and cleaned as necessary of dirt, silt, muck, rock, logs, brush, debris and vegetative matter to maintain or restore a smooth flow of water. Culvert inlets shall be cleaned to the invert of the pipe so that 100% of the pipe’s end area is open for a distance equal to one (1) culvert diameter outside the inlet. Constructed drop inlets shall be cleaned to their original dimensions and depth of basin. Handwork required to properly clean drainage structure inlets is considered part of this activity.
These culverts shall be cleaned for a distance equal to two (2) culvert diameters into each end of the pipe.
Drainage basins for these culverts shall be cleared of brush and other woody debris for a three (3) foot radius at the inlet and outlet.
Culverts that are more than 1/2 silted in throughout its length shall be brought to the attention of the
COR and shall be exempt from normal cleaning operations. Throughout this operation, care shall be taken to prevent damage to culvert pipes, end sections and all other appurtenances.
All material, including brush, extracted in this operation shall be disposed of at the site outside the roadway and away from natural or man-made drainages.
Tail ditches at culverts shall be cleaned as needed to maintain the same grade (+ 2%) and width as the pipe and to provide unobstructed drainage away from the roadway to their original length or to daylight. If silt traps service the tail ditches then they are to be cleaned to their original dimensions and depth. Material excavated from these ditches is not to be reclaimed onto the roadway.
Unsuitable material may be spread on the fill slopes in a manner that will not affect watercourses or the roadway.
Drainage structure cleaning and reshaping will be measured to the nearest tenth of a mile, using an odometer calibrated over a measured mile. Measurement will be made along the road center line.
SPOT SURFACING REPLACEMENT, AGGREGATE ROADS
This activity consists of replacement of aggregate surfaces lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing roadbed, furnishing, loading, hauling and spreading aggregate material and finished blading, as described in specifications. The call will delineate the location of the necessary work and establish quantities of work required.
Surface replacement for road segments shall be performed by cutting out, all damaged areas of the surface, and working aggregate material smoothly over the entire riding surface width. Avoid disturbing base or subgrade material during the placement of aggregate material. All roads to receive aggregate surfacing shall have the new aggregate deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the COR.
Aggregate surface material shall not be allowed to remain on shoulders or in ditch lines as a result of
Contractor’s operations. Aggregate surface material shall be compacted by operating the hauling and spreading equipment over the full width of each layer of aggregate. The entire area being worked shall be finish bladed in accordance with Activity Code 811: Blading Aggregate Surface Roads.
Contractor is to provide and place crushed aggregate for surface repairs. The Contractor shall deliver the crushed aggregate to the location of spot repair and provide weigh tickets for each delivery in accordance with Method of Measurements. The areas to receive aggregate shall be flagged with plastic ribbon or otherwise identified by Forest Service personnel prior to placement.
Surfacing replacement is complete when the designated quantity of the ordered material has been placed, spread, smoothed and compacted. Aggregate shall be spread to the depth and dimensions specified and/or directed by COR. The finished surface shall be free of hollows, depressions, and projections above the adjacent roadbed surface.
Aggregate will be measured by either tons or cubic yards as indicated in the bid schedule.
Measurement will be made to the nearest one tenth (0.1) of a pay unit for all materials provided, placed, inspected and accepted in place at the job site/spot repair location. Where material is measured by weight, the Contractor shall supply weight tickets from state approved scales showing aggregate type, source gross, tare and net weight. All materials supplied by volume shall be measured at the time of delivery by the COR. Material receipts shall be furnished by the Contractor for each truck load delivered and accepted.
Aggregate Materials
Aggregate surfacing shall be crushed stone with gradations being obtained by crushing, screening and mixing as necessary. Aggregate shall meet the requirements of the applicable state standards and shall meet all requirements for gradation, hardness and durability for the state in which the call order is placed. Certifications for Compliance is required from aggregate suppliers.
Erosion and Sedimentation Control
If the work of the agreement creates potential for soil erosion or silt migration, the contractor shall be responsible to for providing silt fence, straw bales or other suitable containment and will also be required to seed and mulch bare ground areas. Such work includes, but is not limited to culvert cleaning, excess dirt generation from ditch transitions cleaning, and disposal of silt trap material.
This work does not include the newly graded ditch line.
