a) The cost of the Certified Letters of Intent to Survey to notify the adjoining’s properties owners will be consider in hourly rates quotes or will be consider Optional Services “Additional Research”?
The total cost (materials, postage, personnel time, etc.) for notifying adjoining property owners via Certified Letter should be considered under “Optional Services: Administrative Office Time”.
4. What will happen in cases that cannot contact the adjoining’s properties owners.
The COR will make the determination on how to proceed.
5. The costs of publication of edict in the newspaper to notify the adjoining’s properties owners will be consider Optional Services “Additional Research”?
Since we only require a Certified Letter to be sent to adjoining property owners in a known contested boundary line, and C.205 (a) does not specify how to notify in other, non-contested boundary line cases, it is up to the contractor to determine how best to notify owners. As to how to quote these actions, if notifying via newspaper, it should be considered as “Administrative Office Time”. If notifying via door to door, in person, letter on the door, or other field going means, consider them depending on who is responsible for notification and quote accordingly (survey crew or land surveyor).
