WORK

DIVISION 100 – GENERAL SPECIFICATIONS

C.110 – Scope of Contract

The intent of this contract is to obtain professional surveying services for two calendar years (base period) of the date of award in accordance with these specifications and exhibits. The Government may exercise up to 2 option years in addition to the base period.

All work shall be performed by or under the direct supervision of, a person licensed to practice surveying in the Commonwealth of Puerto Rico, in good standing with the

Examining Board of Engineers and Surveyors and must meet the standards for surveying set forth by the applicable surveying laws of Puerto Rico. The Standards of

Practice for Surveying in Puerto Rico as set forth in the most current Manual for

Professional Practices and Guidelines for the Compensation of Professional Services, published by the College of Engineers and Land Surveyors (IA/CIAPR) shall govern, provided they are not less than the requirements set forth in these specifications and exhibits. The work may include, but is not limited to:

A. Measuring and marking USA land, Forest Service managed property and other designated property boundary lines.

B. Rehabilitation/Maintenance of, or blacking out, previously marked Forest Service managed property lines as well as other designated boundary lines that have been incorrectly marked or have changed.

C. Identification and verification, restoration, location and monumentation of land and/or property corners.

D. Establishing Geodetic Coordinates for Horizontal Control Network, control diagrams, and reports.

E. Data adjustment and manipulation using professional software.

F. Rights-of-Way and Easement Surveys.

G. Rural Boundary Surveys for Area and Description of outparcels and private inholdings.

H. Preparation of Surveyor’s Reports and plats.

http://www.ciapr.net/share/ManualGuidaDeCompensacionSec.pdf

I. Preparation of Form 7100-52, Corner Record, for FS property corners.

J. Preparation of tract descriptions.

K. Research of USA title interests and/or adjoiners.

L. Other miscellaneous work incidental to the survey profession.

Award of this contract will not restrict the Government from having surveying services performed by Government employees or other contractors during the contract period and/or projects.

The contractor shall provide all materials, labor, equipment, tools, transportation, supervision and expertise necessary, except as otherwise provided, to successfully complete surveying services “AS REQUIRED” on the El Yunque National Forest in accordance with attached and referenced specifications and exhibits.

The surveying, retracement, and location of the boundaries of National Forest lands are primarily controlled by the recovery, restoration, establishment, and monumentation of controlling corner positions of the USA title interest when acquired. The restoration of obliterated and lost corners and the establishment of sub-divisional control corners are general requirements needed to locate and mark boundary lines. Generally, when such corners have already been proven, monumented and accepted, the contracted services required are restricted to surveying and marking the straight lines between the controlling and monumented corner positions.

C.120 – Description and Location

The work is to perform land surveys, boundary maintenance, and other professional surveying services on or near USA lands administered by the Forest Service in El Yunque National Forest and the International Institute of Tropical Forestry.

Supplemental exhibits for individual project work sites and/or digital maps will be provided when necessary with the delivery or task orders issued by the Government.

Description of the services to be performed:

(1) Initial corner search: Preliminary ground search for obvious and easily acceptable corner evidence based on record or parole evidence which indicates said evidence is in place. The objective being to determine the extent of the tie line necessary to gather all the information available and or necessary to establish the missing controlling corners. C.223 can be used to document and share the finding with the COR.

(2) Subsequent corner search: The search made after all the evidence, (record, parole, use, etc.) has been collected and tied together by a survey to indicate a final search area. This search will be closely followed by corner monumentation and the location of all the title and use lines associated with the project.

(3) Corner monumentation: As per specifications herein.

(4) Standard Tie line: Traverse line as part of a closed loop or closed link traverse used to tie in the controlling corners and evidence, found or verified in sub-item 1 and/or 2 above and tie in any other line and corner evidence both new and old. Tie line is also used as a basis to offset to and locate the final title line for evaluation and/or marking and posting.

(5) Boundary marked to standard: As per specs.

a. NOTE: When billing for services do not include the cost or time for tie line in cost proposals as it was covered in sub-items (4) above.

(6) GPS Survey Grade Corner Tie: Use of survey grade GPS equipment to locate controlling corner monuments on a survey project, instead of performing a conventional survey traverse using, for example, a total station to collect data on a conventional traverse line.

(7) Plat of survey: As per specifications herein (C.230-D).

(8) Report of survey: As per specifications herein (C.230-E).

(9) Property Line Maintenance: This sub-item is the repainting of existing blazes and resigning of existing line trees and evaluation of the condition of the line to determine if new tie line and marking to standard may be required.

(10) Corner Maintenance: This sub-item is usually performed in conjunction with line maintenance and consists of bringing the corner up to standard as in a newly identified and monumented corner.

(11) Right-of-way survey (road or trail): This sub-item is for the center line identification and any encroachments located in the particular R/W width indicated. It does not include tie line for the end points or any other surveying that may be necessary prior to the R/W survey. See (4) above.

It does not include the platting. See (7) above.

(12) Previously Misplaced Monument: Subsequent to the disclosure of conflict in accordance with item C.205-C-1 of Division 200 – Technical Specifications, a delivery order may be issued calling for the misplaced monument to be set or driven flush with the ground. In such cases the Contractor shall tie the misplaced monument to the correct corner position prior to setting or driving the misplaced monument flush with the ground. In addition, the contractor shall remove signs and accessories to the misplaced monument. The Contractor shall also obliterate the paint and scribing from said accessories. In such cases the Contractor shall remove from the miss-located line the signs identified in C.250-B. The signs shall be turned over to the COR. A description of the misplaced monument along with the survey tie to the correct corner position shall be recorded in the corner book, noted in the Report of Survey, noted on the Corner Card and plat of survey.

(13) Property Line to be Obliterated: Subsequent to the disclosure of conflict in accordance with item C.240 of the General Specifications, a delivery order may be issued calling for the obliteration of previously miss-located boundary line. In such cases the Contractor shall remove from the miss-located line the signs identified in C.250-B. Additionally the Contractor shall either remove by scraping or painting over with black or “camo” paint the boundary paint along the miss-located line. The signs removed shall be turned over to the COR.

DIVISION 200 – TECHNICAL SPECIFICATIONS

C. 205 – Research

(a) Notification of adjoining property owners:

1. The contractor shall notify all adjoining land owners of intent to survey or perform Boundary Line Maintenance as applicable before beginning the fieldwork. Before beginning work on a known contested boundary line, a Certified Letter of Intent to Survey shall be mailed to the landowner prior to beginning work. See C.250, Exhibits 3904 and 3905

2. The contractor shall obtain permission from adjoining landowners in the event that private property needs to be crossed.

3. In the event that an adjoining land owner creates a conflict, insists that the contractor leave, or otherwise becomes hostile, the contractor shall leave and notify immediately the COR.

(b) Record Research:

1. All necessary research of the descriptions of adjoining lands as they pertain to the common boundaries, in order to determine conflicts of survey, shall be the responsibility of the Contractor.

2. The Government will provide the Contractor access to Government ownership and corner search and recovery records in its files at the time of award and/or as needed.

3. In addition to the Government-furnished written material the Contractor shall research and obtain the descriptions of adjoining land as it pertains to the common boundaries. It is not the intent of these specifications to require the Contractor to research the question of title. Any conflicts in current descriptions shall be reported to the COR.

(C) Conflicts:

1. The contractor will be informed by the Government of any known conflicts of survey, possession, or title along the boundary lines to be surveyed. Any conflicts discovered by the Contractor in the course of the project, shall be reported to the COR verbally as soon as possible, followed within five (5) days of discovery with written documentation. An equitable adjustment of contract performance dates or contract price, or both, will be made for any additional survey work, authorized by Contracting Officer, resulting from a conflict.

C.210 – Surveying

The contractor shall select the methods, equipment, and procedures to ensure the requirements specified herein are met, provided they meet the Standards of Practice for Surveying in Puerto Rico as set forth in the Manual for Professional Practices and Guidelines for the Compensation of Professional Services. The contractor shall survey, paint, and post the boundary line according to the Government title (deed or description).

The contractor shall research, locate and tie the following items:

1. All corner monuments, including their accessories, and other evidence indicating a previous survey, whether recorded or not, along the boundary line.

2. Visible signs of possession, such as improvements, limits of timber cutting, mining operations, fields, gardens, fences, visible septic systems, etc., which are within 20’ of the boundary line on the private side and within 100’ on the line on the Government side.

3. Major topographic or cultural features, such as highways, roads, railroads, trails, rivers, streams, and ridges, etc., which are within 50’ of the boundary.

4. All utilities within 20’ of the boundary line on the private side and within 100’ of the line on the Government side.

Geodetic/survey grade GPS equipment and methods may be utilized for measurements by contractors having that capability, provided that the contractor is capable of producing a survey-grade position in the environment. GPS shall not be used in a canopy or wooded environment. Where possible, access to wildlife openings, recent timber sale areas, or other areas with open sky on NFS lands will be made available to contractor in the event that they can be utilized for GPS observations. The use of GPS does not relieve the Contractor from the responsibility to search for and evaluate all evidence of previously performed surveys along a surveyed line and to tie evidence of encroachment and occupation onto government land.

When employing GPS, the contractor shall use the US Forest Service’s and BLM’s Standards and Guidelines for CADASTRAL SURVEYS using Global Positioning System methods (Section H) as a reference to guide procedures.

State Plane Coordinates NAD 83 (North American Datum 1983) PRVI (Puerto Rico, Virgin Islands), Metric units, will be used and a note specifying the coordinate system and units of measurement will be shown on all surveys. All surveys shall meet the requirements of the Standards of Practice for Surveying in Puerto Rico as set forth in the Manual for Professional Practices and Guidelines for the Compensation of Professional Services. Positional data (including datum) and method of acquisition must be provided in the Report of Survey and plat.

https://www.fs.fed.us/database/gps/documents/GPS4CAD_Stds.pdf https://www.fs.fed.us/database/gps/documents/GPS4CAD_Stds.pdf

The contractor shall, in the prosecution of the work, resolve all conflicts that are found along the boundary, within the contractor's authority, as it occurs within the rules, regulations, and laws which pertain to boundary line establishment, at no additional cost to the government, provided that such conflicts do not drastically alter the scope of the work. An example of a conflict might be where part of a red painted line does not agree with the USA’s title interests and falls drastically outside of the specifications for line marking.

Any dispute or unresolved conflicts shall be reported to the COR as soon as possible.

The Contractor is not required to resolve disputes, but is required to report facts, and any professional opinions related to the dispute. The Contractor shall, in the area of dispute, perform only those items of work as directed by the COR.

The Forest Service will provide with access to the contractor through open or closed roads, as determined by the District Ranger and/or COR. If crossing private property to get to the Forest Service boundary is more practical, it is the responsibility of the contractor to contact the land owner. The Forest Service should be notified for this transaction and will not be liable for any associated damaged.

C.211 – Practices

The standards for surveying set forth by the Standards of Practice for Surveying in Puerto Rico as set forth in the Manual for Professional Practices and Guidelines for the Compensation of Professional Services shall govern, providing they are not less than requirements set forth in these specifications and exhibits.

The contractor shall evaluate the physical and record evidence of all corners prior to use and acceptance as the true corner position. This shall include, but is not limited to, Forest Service records as well as monuments and accessories. Procurement of the survey notes, plats, and/or descriptions of adjoining or otherwise pertinent boundaries shall be the responsibility of the contractor.

An extensive on-the-ground search of the project area shall be conducted to obtain evidence left by previous surveys, including original monuments and accessories, such as, bearing trees, line trees, and reference objects. When searching and evaluating the physical evidence of the original corner monument and accessories, the utmost professional care shall be taken to protect and preserve the evidence.
