who are technically acceptable to the Forest
Service to perform work as established by the solicitation. When the Forest Services has a maintenance or repair project, the Contracting
Officer (CO) will send each BPA awardee, unless exempted as identified below, a Schedule of
Items, Statement of Work, and Department of Labor
Wage Determination for the project¿s location.
The CO will provide a due date for each Call and identify what needs to be returned with the proposal. Small Business Determination is based on the applicable NAICS code for each service activity.
The maximum amount of each awarded BPA is
$1,000,000.00 and the aggregate maximum award for each forest unit is $10,000,000.00. The forest unit BPA set will expire if the aggregate amount of call orders meet the $10,000,000.00 ceiling or the period of performance expires. Being an
Awardee does not guarantee work, a minimum dollar amount, or the maximum amount will be awarded to any contractor.
Not submitting pricing on BPA Calls will not affect an Awardee negatively. This BPA is vast in nature and not all Contractors have the ability to perform all the work outlined.
Awardees will be encouraged not to submit pricing if they are unable to perform the work outlined

in the Call.
A Blanket Purchase Agreement, or BPA, is a simplified method of filling anticipated repetitive needs for supplies or services with qualified sources. BPA's are designed to reduce administrative costs in accomplishing small purchases by eliminating the need for issuing individual purchase documents. In other words, the Government uses BPA's when we know the we will need a basic requirement over and over, but can't say for sure when or how many of the items will be required.
A BPA is an agreement between the government and a contractor which sets the stage for the government to buy something quickly. BPAs are agreements, not contracts. Either side may opt out of the BPA at any time by giving at least a
30-day notice in writing. All of the conditions of sale are negotiated when the BPA Call is made.BPA's Calls are made when it is determined a service or supply is required. The Contracting
Officer will place the call to the contractor to request pricing for delivery of those items.

REQUEST FOR QUOTE
Solicitation #: 1243ZP19R0002
USDA Forest Service Southern Region Disaster Recovery Support BPA
This Request for Quote (RFQ) is issued to solicit services to provide various hurricane support activities per the
Statement of Work. Work may include but is not limited to road maintenance and construction; blading of roads;
placement of aggregate; culvert cleaning and replacement; tree removal; debris removal; ditch cleaning; trail maintenance and construction; non-living facility construction to include but not limited to parking lots, utilities, campgrounds, sheds, gazeboes, and other small storage units; and equipment rental to include but not limited to excavators, diggers, dozers, and other light or heavy equipment for areas in the Southern Region of the
USDA Forest Service, hereafter referred to as “Agency”. If a contractors’ quote is accepted, the government intends to award one or more BPA awards.
The BPA awardees will provide services for a base ordering period of five (5) years.
Quotes must be presented in two parts: (1) a written pricing proposal (see Section B: Schedule of Items) and
(2) a written technical proposal. Written technical proposals shall address, at a minimum: (1) Past Performance; (2) Experience
The Forest Service will use the evaluation criteria specified in Section M to evaluate responsive quotes.
One or more BPA awards will be made based on procedures set forth in Section M. The government reserves the right to make partial awards to more than one vendor if deemed necessary. If a vendor would only like to be considered for specific line items they must specify as such in their technical proposal.
The Government’s obligation under this Request for Quote is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for all or part of the order requirements.
Quotes are due by 12:00 PM ET on January 30, 2019.

SECTION B
Schedule of Items
B.1. FIXED PRICES – BLANKET PURCHASE AGREEMENT
The fixed rates on the following pages must apply for payment purposes for the duration of this agreement.
Fully loaded rates for the five (5) year BPA. Fully loaded rates include overhead and profit. Firm fixed price
(FFP) BPA Calls (Call Orders) will be issued against this BPA, based upon a combination of rates and other established prices as stated in the schedule.
This multiple award BPA will establish agreed upon rate ceilings for various labor categories and equipment rental. Multiple contractors are expected under this multiple award BPA. Consequently, competition of each
BPA Call will occur among the multiple awarded BPA holders as established by the BPA ordering procedures in accordance with FAR Part 13.303. Factors such as (but not limited to) price, past performance on prior Call
Orders issued outside and under this multiple award BPA (quality of deliverables/services, timeliness, and cost control), socioeconomic status and potential impact on other orders placed with the contractor (e.g. capacity issues) may be considered in determining establishment of individual call orders.
The offeror must provide firm fixed price labor rates for all applicable labor categories. Labor Hour rates will be evaluated for the price competition, however orders must be issued as FFP at all times.
B.2. Labor Rates
All hourly labor rates are to be fully loaded, inclusive of direct costs, indirect costs, overhead or GA, profit, and incidental materials costs.
B.3. Travel
Travel costs must be identified at the time of the BPA Call Order. Travel must be limited to rates established in the Federal Travel Regulations for localities where work is performed.
B.4. Pricing and Estimates
(a) This solicitation will result in multiple agreements. The dollar limitation for any individual order is
$250,000.00. Since the needs of the Government and availability of Contractor's resources during an emergency cannot be determined in advance, it is mutually agreed that, upon request of the Government, the
Contractor shall furnish the resources listed herein to the extent the Contractor is willing and able at the time of order. Due to the sporadic occurrence of Incident activity, the placement of any orders IS NOT GUARANTEED.
(b) Proposed rates shall include, but are not limited to, labor (as required), equipment, operating supplies, materials, State and Federal taxes (including workers compensation costs), insurance coverage, transportation costs, overhead, and profit, and any costs/fees necessary to ensure equipment/ operators/crews meet(s) the specified standards. As required by the agreement, any costs associated with a contractor provided support truck for fuel, maintenance, and operator transportation; delivery/setup/takedown, mobilization/demobilization, power generation, and a Contractors representative attendance at the operational period briefings should also be included.
In some cases the Interagency Incident Business Management Handbook (Work/Rest Guidelines) may apply; the call order shall state if applicable.
(c) Resources furnished under this agreement may be operated and subjected to extreme environmental and/or strenuous operating conditions which could include but is not limited to unimproved roads, steep, rocky, hilly terrain, dust, heat, and smoky conditions. As a result, by entering into this agreement, the contractor agrees that what is considered wear and tear under this agreement is in excess of what the resource is subjected to under normal operations and is reflected in the rates paid for the resource.
(d) All projects shall be issued through separate BPA Calls, and will be competed between BPA contract holders awarded during RFP process as determined by ability to perform the work, availability, and price. No work is guaranteed to any awardee under this BPA. The successful offeror shall be responsible for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation, and construction of infrastructure, buildings, features, structures and other property, and other work as stated in the BPA Call. Total aggregate maximum of each resultant BPA is not to exceed $1,000,000.00.
B.5. SERVICE/CONSTRUCTION WORK
This contract contains both service line items and construction line items which pertain to the overall hurricane recovery scope. It is anticipated that the majority of the contract work is service work and Service Contract Act wage determination and prompt payment procedures will apply to the call orders.
Call orders may contain construction work more than $30,000.00 which will be applicable to performance bonding, Davis Bacon wage rates and payroll submittal requirements would apply to those orders. Further bonding instructions will be stated in specific call order.
B.6. OPEN MARKET ITEMS
For administrative convenience, BPA orders may include "open market" items (e.g., items that have not already been priced, evaluated and awarded on the Contractor's BPA schedule of items) as long as the value of "open market" items included in the order do not exceed the applicable micro- purchase threshold as defined in FAR
2.101. The items must also be clearly identified as "open market" items. The Ordering Contracting Officer may authorize you buy non-priced open market items that can be negotiated at the call order level.
B.7. EMERGENCY UNIT PRICING
These prices are fixed price rates. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to all-hazard incidents such as hurricanes and floods.
The majority of these call orders may be subject to the Incident Business Management Handbook (the call order shall state as such). These call orders are intended for general task response; where specific details are unknown. These orders may include but or not limited to all of the tasks listed under the service activity. These tasks also have a not-to-exceed call order limit of $25,000.00 and may be sole-sourced.
B.8. NON EMERGENCY UNIT PRICING
The non-emergency call orders are for services and construction ordered after initial response and are subject to your company’s price rate ceilings. Price rate ceilings are fully burdened not to exceed rates for reoccurring tasks included in the scope of the agreement. The intention is that once call order details are given contractors will refine their pricing to be more competitive at the call order level. Though highly encouraged contractors are not required to reduce their agreement prices for specific call orders.
Contractors may be motivated to offer discounts based on factors other than order value, including competitive forces, technological changes, labor conditions, industry sales goals, and inventory reductions.
B.9. Analytical Services
Analytical services shall be negotiated as required for a specific BPA Call. Customary incidental tools of the trade and equipment shall be included within hourly labor rates.
B.10. Equipment
Vehicles and equipment shall be negotiated as required for a specific BPA Call. Customary incidental tools of the trade and equipment shall be included within hourly labor rates.
B.11. Travel
Travel costs shall be identified at the BPA Call level. Travel shall be limited to rates established in the Federal
Travel Regulations for localities where work is performed.
B.12. Materials
Materials (other than incidentals) shall be negotiated as required for a specific BPA Calls

C.2. TECHNICAL SPECIFICATIONS
C.2.1 Activities (Service Categories)
All work of this contract shall be performed in accordance with the requirements of the Activities
Schedule and the Repair Activities as specified per BPA Call.
C.2.1.1. HAND CLEARING TYPE WORK (i.e. chainsaws)
General Scope
(RESERVED)
Detailed Specifications
The followings are a few specifications and requirements for activities that are included under this service category:
Herbicide Treatment Requirements:
- Herbicide treatments shall consist of spraying the targeted undesired vegetative species (i.e., NNIS or unwanted native invasive (sweetgum)), following current Forest Service specifications and requirements for treatment of vegetative species1, within the openings, along FS system roads, on and along the LWS and within some forested stands for habitat improvement. All herbicide activities would occur above the surface of the ground.
Clearing Requirements:
- Clearing activities shall consist of reclaiming openings by dozer and pushing or removing woody vegetation from the openings in order that normal planting practices could resume. Clearing activities could include pushing root-balls out of the area so the ground would be prepared for later disking and planting.
Control of herbaceous/woody invasive species:
Control by mechanical or herbicide application
Environmental Remediation and Abatement Activities:
Mold remediation
Asbestos removal and cleanup
Lead paint removal and cleanup
Wild animal abatement and cleanup activities
C.2.1.2 HEAVY CLEARING TYPE WORK (i.e. equipment used to clear paths such as excavators/bulldozers)
General Scope
(Reserved)
Detailed Specifications
The followings are a few specifications and requirements for activities that are included under this service category:
Clearing Vegetation and Trees Requirements:
Clearing activities shall consist of reclaiming transportation infrastructure by excavator with hydraulic thumb, dozer and pushing or removing woody vegetation from transportation infrastructure in order that normal travel and traffic can resume. Clearing activities could include sawing down trees.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the clearing limits shall be removed. Slash may be pushed outside of the clearing limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel-ways (e.g., roads, trails, and openings).
Wildland Disking Requirements:
- Wildland Disking shall consist of disking, cutting or chopping into the soil up to 6” below the surface of the ground and through roots, sticks, rocks and other wildland debris. This type of disking would take place in wildland or woodland settings. This type disking would require the use of a heavier disk (e.g., a wildland disk) than would be used in more typical disking and cultivating practices. Disking would result in 8’ wide lanes across pre-selected stands (i.e., wildland, woodland and/or open stands) to increase edge habitat and improve the landscape’s overall habitat. All heavy disking treatments would be conducted on flatter, gently rolling or slopes less than 5%. The machine used to pull this heavy disk would be a heavier tractor or bull dozer with a heavier frame and more horse-power necessary to handle and pull this type of disk through these types of areas. A tired tractor may need to be equipped with the heavier layered wildland tires to protect against punctures from stobs, stumps and other sharp edges.
Disking Requirements:
Disking shall consist of disking or cutting into the soil up to 6” below the surface of the ground. Disking would include the cutting or chopping of vegetation (e.g., grasses and woody plant growth) three inches diameter or less with the disking equipment within the openings, along the system roads, or on various forest locations.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the disking limits shall be removed. Slash may be scattered outside of the disking limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel ways (e.g., roads, and openings).
Mastication Requirements:
- Mastication shall consist of cutting, chopping and mulching all vegetation 6” or less in diameter down to ground surface level. This activity would occurring along roads, on LWS, openings and within some forested stands for habitat improvement by reducing the abundance of woody stems within these areas.
All mastication activities would occur above the surface of the ground, but due to land contours (e.g., unevenness) an occasional bounce may occur, which would result in the scratch of the surface.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the mastication limits shall be removed. Slash may be scattered outside of the working limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel ways (e.g., roads and openings).
Day-lighting Requirements:
- Day-lighting activities shall consist of reclaiming designated areas by dozer, articulating side-arm boom mower, and chainsaw by pushing and removing woody vegetation from the areas in order that normal planting practices could resume. Day-lighting activities could include pushing root-balls out of the area so the ground would be prepared for later disking and planting.
All debris or slash (i.e., windfall trees or branches) larger than three inches in diameter within the area limits shall be removed. Slash may be pushed outside of the area limits. No slash shall be placed in roads, openings, streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the travel ways (e.g., roads and openings).
C.2.1.3. ROAD MAINTENANCE TYPE WORK (i.e. aggregate, blading, culvert clearing)
(RESERVED)
Detailed Specifications
The followings are a few specifications, performance standards and requirements for activities that are included under this service category:
BLADING AGGREGATE SURFACED ROADS
– Each road designated to be bladed shall receive a sufficient number of motor grader passes to accomplish the following tasks/subtasks:
– Blading operations are to be done over the entire riding surface in order to remove, all ruts, potholes, corrugations and berms by cutting out or scarifying to the bottom of such defect. All suitable dislodged material and aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown as specified 2% to 4%,(1/4” to 1/2” per foot), so that water cannot collect or pond on the road surface This shall include roadbed shaping to prevent water from running down the length of the road. Road structural terms are illustrated on Typical Section drawings in Exhibits D & E.
– Aggregate surfacing which has been worked onto road shoulders by traffic repair activities are to be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths are to be perpetuated as existing. Dips and swales designated to control surface drainage are to be maintained or repaired. No undercutting of road surface nor material berms will be allowed on either side of the road.
Assure proper road crowns and surface drainage after all operations.
– Usual amounts of grass, leaf litter or pine straw is to be smoothly spread within the riding surface after sufficient movement to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the COR, this material will be evenly spread along the road shoulder and left to decay.
Care shall be taken to insure this material does not interfere with surface drainage nor present a safety hazard. Any such reusable material is to be reclaimed in subsequent bladings and smoothly spread within the riding surface.
– Blading operations are to be conducted as required to remove loose surface material and accumulated debris from bridge decks and low water structures. Care is to be exercised to not damage any part of the bridge or low water structure. All material shall be smoothly redistributed over the riding surface at the bridge and or low water structure approaches.
– Loose rocks protruding three inches or more above the graded surface and loose rocks greater than 3 inches in diameter on the graded surface shall be removed from the roadbed by the end of each work day. It is permissible to waste these rocks off the riding surface but away from ditch lines.
– Suitable material shall be placed over any solidly embedded rock so that no rock is protruding more than 3 inches above the graded roadbed surface. This requirement does not apply if suitable material is no located within 100 feet of the embedded rock.
– At the conclusion of grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge greater than 1” of any material shall be left along either shoulder of the roadbed unless directed by the Contraction Officer or designated representative.
Drainage Dips- All existing drainage dips, swales and other obvious drainage structures within the roadbed, shall be maintained to control surface drainage. All existing drainage dips shall be bladed and shaped to maintain the alignment, dimensions, depth and profile as illustrated on Typical Section drawings in Exhibit E.
Berm Removal- Berm removal shall consist of the removal of berms along the road shoulders which prohibit proper surface drainage. Material shall be removed to produce a proper cross slope or crown of
2% - 4%, (1/4” to 1/2”) per foot. Material shall be spread along foreslopes to assure proper road surface drainage. Following this work the traveled way shall be bladed in accordance with Activity 811: Blading
Aggregate Surfaced Roads
Fallen trees in roadway shall be removed from the travel-way by the contractor before blading. All down tree, logs, stumps etc., in ditches or on roadbed being bladed shall be removed as part of the repair operations.
Method of Measurement
Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile. Measurement will be made along the road center line.
CLEANING AND RESHAPING DITCHES
All ditches shall be maintained in their original location to the shape and grade required to ensure drainage of the roadway. Ditches at culverts shall be cleaned as needed to provide unobstructed drainage away from the roadway to the invert of the pipe. Drainage structures and road appurtenances shall not be damaged during this operation. Handwork required to properly connect ditch flow lines to drainage structure inlets is considered part of this activity.
