2.10 Evaluations Factors for Award
(a) Basis of Contract Award
The Government intends to award one firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation. Government will award a single contract award resulting from this solicitation to the responsible offeror having submitted the Lowest-Priced, Technically Acceptable (LPTA) offer that satisfies all terms and conditions of this solicitation.
The Government will evaluate the Offeror’s proposal against Government’s requirements as specified on the solicitation to determine whether the proposal is acceptable or unacceptable using the ratings and descriptions outlined in table below.
(b) Evaluation Criteria
Quotes will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, quoters must receive a rating of “acceptable” in every non-price factor/sub-factor. In the interest of economy and efficiency, the Government will start by evaluating the technical quote of the lowest-priced quoter and will award to that quoter if the technical quote is rated “technically acceptable”. If the lowest quoter receives a rating of “unacceptable” in any of the non-cost factors, the Government will then move on to evaluating the technical quote of the next lowest quoter and so on until a quote is rated “technically acceptable.”
The following factors and sub-factors will be used to determine technical acceptability:
Factor # 1 – Technical Capability of Item Offered
Sub-factor #1 – Ability of Item to Meet Required Specifications - In order to receive a rating of “acceptable” for this sub-factor, quote must at a minimum, demonstrate adequate technical capability of the item offered to meet the item specifications.
The requirements identified in this specification are critical to the performance of the U.S.
Forest Service’s mission while also providing for the safety and welfare of its employee’s and public. In order to be considered for an award the offeror shall meet all the items identified in this specification along with all other contract requirements. The Offeror may propose a suitable alternative to an item that they identify as unable to meet with their quote. This alternative must be identified with their quote when submitted. The vendor’s quote shall include any pertinent drawings, proposed materials if different from the advertised specification, past performance and history building this or similar products.
Sub-factor #2—Ability to Meet Delivery Schedule – In order to receive a rating of “acceptable” for this sub-factor, quoter shall provide a schedule for delivery that meets the desired delivery date.
Factor # 2 – Past Performance
Sub-factor # 1 - Recency and relevancy of present/past performance in relation to this effort. In order to receive a rating of “acceptable” for this sub-factor, quote must, at a minimum provide past experience on similar type contract(s). The past experience should indicate successes of the contractor in completing/meeting delivery dates and customer satisfaction. The Government considers “recent” present/past performance to be within the past 3 years. The Government considers “relevant” present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this solicitation requires. The Government may use past performance information obtained from other than the sources identified by the offeror such as Contractor Performance Assessment Reporting System, CPARS. Quoter must have a rating of SATISFACTORY or higher in this system to be considered acceptable.
NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” will be considered “acceptable.”
Factor 3: Price
Award will be made to the lowest priced quoter whose quote is evaluated as “acceptable” for all non-price factors.
Price analysis will be performed to determine the extent, to which it is adequate, reasonable and realistic in accordance with FAR 15.404-1(b).
The Government reserves the right to not award this contract to a contractor whose price is unrealistic.
Note 1: To be determined responsible, a prospective contractor must meet FAR 9.104-1 General standards.
