About this file
This is Amendment 0001 to Solicitation 1240LU26Q0123, issued by the USDA Forest Service CSA Intermountain 9 region for work at the Black Hills National Forest in Custer, South Dakota. The amendment, effective August 31, 2026, extends the offer due date to October 1, 2026 at 1500 Mountain Daylight Time and establishes a period of performance from October 9, 2026 through June 30, 2027.
The amendment makes three substantive changes to the solicitation: (1) adds AGAR clause 428.306 requiring contractors to maintain general liability insurance with bodily injury coverage of at least $500,000 per occurrence and property damage liability insurance of $100,000 per occurrence, with proof of insurance due within ten days of award; (2) modifies Section 074600 1.7 WARRANTY to specify a special warranty requiring the manufacturer to repair or replace siding that fails in materials within a minimum 20-year period; and (3) posts questions and answers clarifying scope details regarding window installation methods (retrofit installation acceptable if masonry damage would occur), interior trim quantity (6 each, not 7), wall sheathing confirmation (present on all walls, with differing site conditions to be handled if missing areas are discovered), timing of Notice to Proceed (spring 2027 start acceptable within performance period), hardware (existing hardware to be reinstalled), and building information (constructed circa 1955, siding tested with no asbestos or lead-based paint found). Contractors must acknowledge receipt of this amendment prior to the revised submission deadline.

Window installation detail: The solicitation detail shows window removal to the rough opening. Field conditions indicate the existing windows cannot be removed to the rough opening without damaging the exterior masonry. Is a retrofit (insert-style) window installation acceptable, matching the window previously replaced at the residence? Yes
Interior trim quantity. Item 8 of the Schedule of Items lists 7 EA of interior trim, but the scope replaces 4 windows and 2 doors, which is 6 openings. Please confirm the quantity, or identify the seventh opening. It is 6 ea. Interior trim
Wall sheathing. The Figure 8 note states that investigation indicates sheathing is present under the existing siding and that some repairs may be required. Can the Government confirm that sheathing is present on all walls to receive new siding? If sheathing is found missing in areas once the siding is removed, will that be handled as a differing site condition? Yes
Timing of Notice to Proceed. Section 099100 prohibits painting below 50 degrees F, and the siding, flashing, and sealant manufacturers set their own minimum installation temperatures. Given the site's elevation and the 60-day performance period, would the Government consider issuing Notice to Proceed for a spring 2027 start, within the period of performance ending June 30, 2027? Yes
The overall scope says to reinstall the existing locking/latching hardware, while the door specification calls for new Grade 2 keyed-alike lever/deadbolt hardware. Which is the intended bid basis? Reinstall existing
Could you confirm the building’s construction year and whether it has been tested for asbestos or lead-based paint? If testing has not been completed, we will need to arrange for those assessments—and any necessary abatement—before work can begin. The house was built around 1955. The siding was tested and no asbestos or lead based paint was found.
