About this file

This is a Questions and Answers document for a federal road signage installation project.

The project involves installing road signs in the Elkhorn and Buffalo Gap Burn Areas of Dakota Prairie Grasslands (Solicitation 1240LU26Q0121). The contractor must install approximately 90 signs across two project areas in North Dakota: Buffalo Gap in Billings and Golden Valley Counties, and Elkhorn in McKenzie County. Work includes installing portal signs (FR5-b, 60" × 18", one face, two posts) and road closure signs (12" × 18", one face, one post). All sign materials must meet specified requirements: 12" × 18" signs require 0.080-inch aluminum substrate with 2 punched holes, while 60" × 18" signs require 0.125-inch aluminum substrate with 4 punched holes. All signs must be covered with high-intensity prismatic or diamond-grade retroreflective sheeting conforming to MUTCD and Forest Service standards. The project period of performance is October 1, 2026 through September 28, 2027. Sign locations will be physically staked by the Forest Service prior to work commencement, with locations identified using PDF maps readable through mapping programs like Avenza. Contractors must use handheld gas post drivers with square caps and are responsible for calling 811 before digging at each location. Work may proceed seven days per week subject to weather conditions and fire restrictions. For contracts exceeding $150,000, a 20% bid bond is required, and both performance and payment bonds at 100% of contract price are due within 10 days of award. Contracts between $35,000 and $150,000 require only a payment bond. Davis-Bacon wage determinations ND20260045 and ND20260039 apply. Government review and approval of sign proofs will occur within approximately 2-3 days, with only two proofs required.
