About this file
This is a Questions and Answers (Q&A) document for RFQ 1240LU26Q0117, issued by the Department of Agriculture Forest Service for HVAC system installation at the Missoula Technical Development Center. The project involves converting an existing chainsaw testing room into a controlled environmental conditioning chamber capable of maintaining temperatures up to 110°F.
The Q&A clarifies four key aspects of the work: (1) contractors may use any qualified controls integrator for Building Automation System integration, though the Government prefers maintaining Johnson Controls as the primary service provider due to existing system compatibility; (2) the Government does not provide hydronic system data (flow rates, temperatures, and pressures), but Morrison-Maierle's initial assessment confirmed adequate capacity exists; contractors proposing alternative solutions to the listed hydronic reheat coil are acceptable; (3) the work location is confirmed as Missoula, Montana, with Missoula County Davis-Bacon Wage Determinations as the only applicable prevailing wage standard; and (4) existing room insulation is deemed sufficient for the 110°F target temperature, though contractors may propose architectural or insulation upgrades if their proposed system design warrants such improvements. The Government indicated it may obtain hydronic system data from Johnson Controls if necessary to support contractor proposals.

1. Regarding the integration with the existing Johnson Controls Building Automation System (BAS), is there a specific, proprietary local Johnson Controls branch or certified subcontractor that currently services this facility and must be utilized for this work, or may the contractor utilize any qualified controls integrator?
Johnson Controls does service our system currently but is not required to be used for this work, provided the systems integrate adequately. There is a local Johnson Controls branch here in Missoula that services our HVAC system.
Regarding integration of a different control system with our existing Johnson Controls system, there could be compatibility or communication issues between the two systems. For that reason, our preference would be to keep Johnson Controls as the primary service provider for the controls system.
2. The scope of work requires connecting a new hydronic reheat coil to the adjacent hydronic heating hot water system. Will the Government provide flow rate, temperature, and pressure data for the existing hydronic system, and does the existing system have sufficient capacity to support the new load required to maintain the chamber at 110°F?
During our initial consultation with Morrison-Maierle (M-M), their HVAC engineer indicated that our existing system has adequate capacity for this project. While the hydronic reheat coil is listed, if that is not the best solution then we will consider other proposals. We do not have our HVAC building data, such as flow rates, temperatures, or pressures. If needed, I may be able to track that information down through Johnson Controls.
3. The solicitation summary notes 'Location TBD' but references the Missoula Technical Development Center and Davis-Bacon Wage Determinations for Missoula County, MT. Can the Government confirm that the physical work location is indeed Missoula, MT, and that the Missoula County Davis-Bacon Wage Determination is the only applicable wage rate for this effort?
Location is Missoula MT and those are the only wage rates that apply.
4. To achieve and maintain the controlled environmental chamber temperature of up to 110°F, is the contractor required to perform any architectural or insulation upgrades to the existing chainsaw testing room's walls, ceiling, doors, or floors, or is the existing room envelope structurally and thermally sufficient as-is?
Also, during our initial consultation with M-M, we determined that the existing insulation will be sufficient because our target temperature is not extremely above room temp such as a sauna (150-200F). My understanding is that the boiler and associated air-handling/distribution system will be able to maintain the required temperature without additional insulation. The contractor may choose to propose architectural or insulation upgrades if they see a need for the system they propose.
