About this file
This document is a Questions and Answers (Q&A) submission for federal contract solicitation 1240LU26Q0116 for the Aerial Fire Depot Daycare Fence Replacement, dated September 28, 2026. The project requires installation of approximately 268 linear feet of 6-foot commercial-grade tan vinyl privacy fence, excluding 4-foot and 10-foot gate openings, with no Forest Service specifications beyond manufacturer's standard commercial installation requirements. The work must be completed by November 13, 2026, which serves as the ultimate controlling completion date regardless of the notice-to-proceed date. Normal work hours are Monday through Friday, 7:30 a.m. to 5:00 p.m., with potential for extended hours or weekend work subject to the Contracting Officer Representative's availability.
Site visits are by appointment, and contractors must contact the Contracting Officer to request a visit and obtain onsite point-of-contact information prior to quote submission, with a quote deadline of October 2 at noon MDT. The solicitation documents contain an error on the SF-1442 continuation page listing a September 30 delivery date, which will be corrected by amendment; contractors must acknowledge this amendment at the time of quote. No specific dimensional, spacing, or embedment specifications are prescribed beyond applicable codes and the manufacturer's standard requirements, and no operational constraints beyond normal work hours apply despite the daycare remaining occupied during construction.

Aerial Fire Depot Daycare Fence Replacement Solicitation: 1240LU26Q0116
9/28/2026
Submitted questions and answers:
1. Q: Could you confirm whether the approximately 268 LF includes the 4-foot and 10-foot gate openings, or is it 268 LF of fence plus those gates? A: LF does not include gate openings.
2. Q: Please also confirm whether post footing sizes, embedment or a specific commercial vinyl system are prescribed beyond the posted SOW. A: Nothing prescribed beyond the posted SOW.
3. Q: The SOW says visits are by appointment and that the contractor is responsible for visiting before quoting. What visit windows and daycare access/protection instructions are available before the October 2 noon MDT deadline? A: Contact the CO requesting a site visit and she will provide contact info for the onsite POC.
4. Q: The continuation page's September 30 delivery entry conflicts with the SOW's October 13 through November 13 work period. Please confirm the controlling performance window and provide the applicable issued wage determination or related attachment if separate from the posted package. A: The September 30th date on the continuation page of the SF1442 is an error and will be corrected with an amendment. The completion date is November 13, 2026 as stated on page 5 of the statement of work. Contractors must acknowledge amendment at the time of quote.
5. Q: For the 6-foot commercial-grade tan vinyl privacy fence, does the Forest Service require any specific minimum panel/post/rail dimensions, post spacing, embedment depth, or concrete footing requirements beyond applicable codes and the manufacturer's standard commercial installation requirements? A: No specific FS specifications, use manufacturer's standard commercial installation requirements.
6. Q: Because the daycare will remain occupied, are there any restricted work hours, required shutdown windows, child-access restrictions, background/access requirements, or other operational constraints contractors should include in their pricing and schedule? A: Normal work hours will be M-F 0730-1700. Depending on the COR’s availability, longer work hours may be permitted as well as working weekends. No other operational constraints.
7. Q: The SF-1442 states performance is to begin within 10 calendar days after notice to proceed and be completed within 30 calendar days, while the scope states a performance period of October 13, 2026 through November 13, 2026. Please confirm which schedule should control if the notice-to-proceed date differs from October 13. A: November 13, 2026 will control and will be the ultimate completion date.
