About this file

This document is a Questions and Answers (Q&A) file dated 7 October 2025 for a campground construction project. The Q&A addresses multiple technical details including infrastructure requirements such as casings, trench plugs, electrical conduits, excavation volumes, vault toilet relocation, gate accessories, and campfire ring specifications. Key clarifications include that casings are needed for opencut installations, contractors must estimate excavation volumes themselves, the government will furnish gate, hinges, and posts, and Horizontal Directional Drilling (HDD) is optional under the existing camp loop road. The document also provides specifications for stabilizer binder product incorporation into crusher fines, noting that application method and rate will depend on the specific product used.

QUESTIONS AND ANSWERS

7 OCTOBER 2025

1. Are waterline chalks needed in casings. Are casings needed with this project even if we opencut?

Casings are needed with opencut. Casing may not be needed when pipe/conduit is installed at or deeper than the Bury Depth shown in the casing schedule. (Note 9, Sheet CU503, page 36)

2. Trench plugs detail on page CU 503 going to be used, does it coincide to this project??

Trench plugs are required per DEQ requirements as shown in Profile View on same page.

3. What kind of casing for the (2") sch 40 (electrical) , there is no casing called out. It is currently size on size.

The 2”Sch.40 pipe IS the casing for electrical.

4. Do you have any excavation and embankment volumes for the new pull through and back in camp sites for subgrade?

It is the responsibility of the bidder to visit the site and estimate the excavation and embankment volumes.

5. Do you have excavation and embankment volumes for the campground access road and loop to subgrade?

It is the responsibility of the bidder to visit the site and estimate the excavation and embankment volumes.

6. After speaking with Missoula Concrete Construction, they have stated that they no longer make replacement vaults for the 2 vault toilets that you have shown to relocate. They have also stated the relocation of the old vaults usually results in breakage and they do not recommend attempting to do so. Would you prefer to amend the solicitation to make these units new replacements and remove the others from the site?

The contract provides for moving OR replacing the vaults. Bidders must determine risk.

Other vendors for vault tanks may be used with approval. We will not be amending the solicitation.

7. Will the Government be furnishing all required accessories for the government furnished gate.

Gate, Hinges and Posts are Government Furnished. Concrete, object markers and hardware and anchor rebar are not.

8. There are specifications for HDD but cannot locate any locations on the utility plans where this is “required” activity. With the complete removal of existing roadway materials is HDD a required activity??

Contractor may choose to use HDD under existing camp loop road where casing is required with open cut. (Note 9, Sheet CU503, page 36)

9. Regarding fire pits, especially the 36” pits called out in the plans from Pilot Rock. On CL504, Callout 7 lists the FS-36 with 9” sides, which Pilot Rock does not have. Would the LDW option with 18” sides be an approved equal?

Note 7, Drawing CL504, page 56 should say: 48” CAMPFIRE RING. PILOT ROCK FS-

48 OR APPROVED EQUAL. 11 3/8” SIDES WITH BOLT ON SHELF. PIN ANCHORS

SET IN CONCRETE. SINGLE LEVE COOKING GRATE. Note 7 applies only to the Group Fire Pit and does not apply to the Group Camp Living Area.

10. I have been trying to get pricing on the Stabilizer Binder products referenced on page 321274-3 of the specs. The suppliers need to know how you would like this product incorporated into the crusher fines - either mixed, topically or both as well as an application rate in order to provide the appropriate pricing. I know we are past the date for questions, but hopefully you can answer this.

Incorporation will depend on product. Can be mixed if powder or applied topically if liquid. Application rate will depend on product. Must produce a uniform, firm surface.

Page 28, there is a Note 7 callout and a reference to Note 7 this sheet, I don’t see a Note 7. (Tim will investigate)
