About this file

This document is a Questions and Answers (Q&A) file for the GAOA Timberlane Campground Reconstruction project dated 19 September 2025. The Q&A addresses multiple technical details about the project, including clarifications on document submission requirements, bench specifications, trail construction materials, and project scope. Key points include: site visits can be conducted independently, only one electronic copy of proposal volumes is required, there is flexibility on technical proposal page limits, and past performance documentation can be submitted outside the page count. The project involves campground reconstruction and is funded through appropriated dollars under the Great American Outdoors Act (GAOA), with specific details about trail surfacing, bench installations, vault toilet rehabilitation, signage, and potential additive alternate camp units.

The document provides specific technical guidance, such as acceptable aggregate materials for paths (3/8" crusher fines), bench design requirements (regulations mandate 50% of benches in a group having backs, with half of those having armrests), and clarifications on road base recycling methods. Additional details cover sewer drain plug specifications, vault toilet relocation options, and signage requirements. The government indicated that if asphalt paving is not awarded, no striping will be required, and contractors must submit a list of signs prior to ordering. The project quantities for optional camp units were also clarified, with quantities adjusted to 14 units for certain line items.

Questions and Answers

GAOA Timberlane Campground Reconstruction

19 September 2025

1. The solicitation does not currently include a date for a site visit. Can you please advise if a formal site visit will be scheduled or if we can arrange a separate site visit?

You may visit the site on your own. No need to set up a time.

2. SF1442 block 13a says “Original and 1 copies” are required. However, RFP page 38 of 41, paragraph L.2 Instructions indicates “1 copies” for each volume. Can you please confirm that only one electronic copy is required of each volume?

Only 1 electronic copy is required.

3. RFP page 38 of 41, paragraph L.2 Instructions says “Maximum size: Twenty 8 ½ x 11 pages, single-spaced.” Can the government please confirm this 20-page limit excludes cover pages, title pages, table of contents and tabbed dividers between sections?

We do not have a limit on your # of pages in your technical. We just do not want odd size papers or drawings.

4. Section L, Factor 1. Past Performance requests “contact information so the government may query prior Customers.” If offerors have existing performance evaluations, such as CPARs or previously completed Past Performance Questionnaires, can they be provided to support information in Factor 1, outside of the 20-page limitation?

Yes, as long as your PPQ’s are recent work ( 1 year) and are similar work to this project requirement.

5. On CL505 it shows a bench design that is used on CL504. However, on CL504 it calls out a bench from The Park and Facilities Catalog (https://www.theparkcatalog.com/portable-frame-for-park-bench-without-back?utm_source=SiteSearch&utm_medium=M2&utm_campaign=Product) that is not with a back and looks nothing like what’s on CL505.

Which bench is the right bench?

CL505 looks to be a fabricate-it-yourself bench with totally different concrete mounting requirements, a back, and armrests.

CL504 looks to be a COTS bench and is chained to a concrete anchor similar to the picnic tables in the project, without a back and armrests.

Regulations require in a group location of three benches or more that 50% of the benches have a back, and of those that have a back, 50% have to have an armrest. Therefore, one of the benches in this group will be the Park 398-1169 bench, two will be as shown on Pg. 57, CL505, one with an armrest and one without.

6. Section 321274 Aggregate Paths & Pads - Will the USFS accept local commercially available "crusher fines" for use on the aggregate paths & pads? Material available locally is 3/8" minus and slightly courser than the specified gradation and is roughly the color gray. This material is located at our pit approximately 4 miles from the project so it is very "native" to the area.

Several notes on sheet CL501 (53 of 59) call for “3/8” aggregate” to surface the trails. The specification is found in section 321274-2 2.1A. Crusher fines generally meet this specification. A sieve analysis report of the proposed material using the methods of ASTM D422 will be a required submittal. A natural color is acceptable.

7. Typically, FDR is performed “in place” recycling of existing materials. However, the plan notes call for the proof roll of existing native surfaces, removal and stockpiling and replacing of recycled materials. Please confirm that the means and methods to “recycle” the existing road base is a contractors “means and methods” item and not required “in place”

The purpose of requiring removal and stockpiling and replacement is to ensure an even, homogenous surface under the entire new prism, it is not intended to be ‘in place’

8. Is the project Domestically funded?

The project is funded through appropriated dollars under GAOA

9. Will a threaded plug be acceptable @ the camp host sewer location.

The plans call for a heavy duty lockable Sewer Drain Plug(Cherne OAE), to be equivalent, the threaded plug would have to be lockable.

10. Can you provide specifics of the vault toilet rehab?

Page CX108 of the plans provides the notes for the relocation of the vault toilets and includes the option of salvaging or installing a new vault. Following CX sheets have details if new vault is planned.

11. Will any striping at all be required if the asphalt paving alternative is not awarded?

No, if asphalt paving is not awarded, there will be no striping.

12. Do you have a complete itemized listing of the required permanent signs for the project?

Page 11, C204 of the plans includes all required signage, page 17, C502 contains details.

Further details are available in the referenced EM – 7100-15. Section 101400 of the Specifications requires the contractor to submit a list of signs prior to ordering signs.

13. On the optional items 1 and 2 on the bid tab: the description states “three” and the unit count is also 3. Are you potentially asking for 9 total camp units and 9 total tent camps as additive? Or just 3 units each?

Remove the word ‘three’ from the descriptions in line AA1 and AA2. Please see page 11, C202 for location of additive alternates. We have also changed the quantity on Line 21 and Line 22 of the Quantities table to 14.
