About this file
This document contains clarifications related to the Statement of Work for the Roosevelt Obelisk Repair Project on the Helena Lewis and Clark National Forest. The key details are:
The contractor is not allowed to use power washers during repairs, but can clean the structure after repairs are complete, avoiding chemicals or high-pressure washing that would remove existing staining. The contractor must propose a mechanical fastening method using a minimum of 2 pins per granite slab, which requires approval. The contractor can grind and repoint the existing stone paving base in place of resetting the stones. For the missing sandstone block under the John Stevens statue, the required size is a minimum of 41"x41"x5" thick. Camping by contractor personnel is allowed at the adjacent Marias Pass Campground. The overall project is for stone masonry repairs to the granite Roosevelt Obelisk, including repointing, crack repairs, resetting the stone paving base, and refabricating the missing sandstone block.

Roosevelt Obelisk Repairs Clarifications
Clarifications:
Q1: Statement of Work (SOW), Section 2.0 Background: The last “Note” states; “No power washers are allowed during repairs as it will likely introduce water behind the slabs and cause further problems with heaving during freeze and thaw cycles”. Please advise on how to clean.
A1: Power washers are NOT allowed during repairs. However, once the repairs are complete and pathways for water to the core of the structure have been closed/sealed, it is expected that the structure will be washed to clean away dust and loose construction related debris.
NOTE: Use of chemicals or high pressure washing that will remove existing staining is NOT allowed. The weathered appearance and age on stone surfaces shall be maintained.
Q2: Statement of Work (SOW), Section 3.0 Technical Requirements, Task 1(a); How many pins are required per granite slab?
A2: The expectation is a minimum of 2 pins per slab.
Prior to implementation, the Contractor shall submit their proposed mechanically fastening method supported by historic masonry experience, knowledge, abilities, and technologies on how they plan to pin each granite slab to the core. Contractors’ submittal shall be approved by the CO prior to implementation.
Q3: Statement of Work (SOW), Section 3.0 Technical Requirements, Task 4; There are 8 paving stones with corners or edges below the Obelisk that provide some level of bearing/structural support. To “remove and reset” these stones may cause damage to the Obelisk. Would grinding the stone paving base in place of “resetting” the stones be acceptable?
A3: Yes. The FS will allow “Grinding and repointing” the surfaces of the stone paving base in place of “reset and repoint”.
The objective of this task is to eliminate the uneven edges between slabs (tripping hazards and ADA compliance) and improve positive drainage away from the Obelisk base.
Q4: Statement of Work (SOW), Section 3.0 Technical Requirements, Task 6; When refabricating the missing sandstone block beneath the John Stevens statue, what size should it be?
A4: The size of the sandstone block shall be a minimum of 41”x41”x5” thick.
Contractor shall submit proposed sandstone block type and size for approval prior to fabrication.
Q5: Will camping by contractor personnel be allowed at the Summit Campground?
A5: Yes.
SOW 4.0 Government Furnished, note 1 states: “Camping spot at the adjacent Marias Pass Campground at no charge from approximately Memorial Day until it is closed by snow (typically sometime in October).”
