About this file

This document appears to be a set of clarifications related to a federal contract opportunity. The key details are:

The contract opportunity is for the Nez Perce Clearwater National Forest - Red River Work Center Wastewater Electrical Distribution and Solenoid Valve Project, with Solicitation Number 1240LU24Q0052. The work includes removing and disposing of sewer distribution vault piping, installing new hydraulically controlled solenoid valve manifolds in existing distribution vaults, and installing new electrical wiring and controls for valve operation. The contractor is required to provide site work, excavation, piping, electrical, epoxy painting, and other related work. The government is allowing site visits, with contact information provided. There are questions and clarifications regarding the epoxy liner application, bypass piping, flow rates, testing requirements, backfill material, anchors, and piping support systems. The government will submit a sewer system alteration plan to the state for review.

Can we arrange for a site visit? If they want to visit the site, they may. Contact COR Susan Graves:

p: 208-874-7076 susan.graves@usda.gov

Can you please confirm that the epoxy liner is to be applied on the interior or the exterior of the manholes, lift station and vault? Yes it is to be installed on the interior of the manhole.

a. Drawing SS-6 has a note that indicates the epoxy liner is to be installed on the outside of the manhole. This is a mistake from previous plans, the intent is to epoxy the interior only.

b. 01150 108 indicates that the coating is installed on the inside of the manholes Cut from the spec: “furnished installed and accepted interior flexible coating system to prevent groundwater inflow and infiltration” Correct.

If the coating is to be installed on the inside it appears bypass piping the onsite sewage while working in the manholes will be required? If so does the Government have an idea to how many GPM the system flows on average? No we do not know. If the site is occupied during the Work they can anticipate 22 persons maximum at the site for an approximate inflow of 2200 gals per day. However if they do the work after September 1 they can anticipate less than half of that as crews will have left and more field work away from the site can be anticipated. There is a lot of infiltration at the site and the flow really depends on the occupancy of the site and the timing in the spring we have more INI than Septage so the flow and containment could be considerable. We do anticipated that a bypass Septic holding tank will be required for the site, and the existing septic tank can also be used as a holding tank by pumping down and using that as some storage of inflow from the easter side of the system (not much help).

01400 – 1.04.C.3 What testing does the government expect to be completed by a third party?

Testing of the epoxy coating, grout, compaction? This is not clear, however the leak testing requirement is not for the Manholes, or the waterline, but for the piping and valving in the main part of the drawings. Specifically this testing is for Drawings in the Red River Wastewater Electronic Distribution_Soleniod Valve drawings. Signed and stamped by Morrison and Maierle.

01640 – Functional Testing – Does the Government plan to have a manufactures Rep onsite for any testing prior to start up or before final inspection? It is for the Contractor to provide to instruct Government Maintenance staff in the operation of the Low voltage system and to provide assistance with the calibration an initial startup of this system.

Section 1640 Part 1, 1.1 A. Contractor's requirements to provide services of the Manufacturers' representatives, and special coordinating services required of the Contractor that apply during construction, facilities testing and startup, and training of the Government's personnel for facilities operation.

02220 1.06 A.1. The Government is requiring testing for backfill material that is not structural. Will The government accept a local source of crushed rock that is not tested. This adds additional costs that are unnecessary for this project. The compaction testing is for the new Low voltage line; and for the compaction around the waterline work on Sheet 3 of the Appendix Drawings (labeled Line B Sewer plan and Profile sheet 5 of 24). The most critical part of the project for the soil to be tested is the compaction around the water line. This needs to be tested material with compaction testing. Low voltage line should have

15001 2.08 C. calls for all anchors to be stainless wedge anchors. This is not consistent with Detail 1-8 on Sheet 8 of 8 mechanical details. This detail calls for epoxy anchors. Please provide some clarification. Epoxy Anchors will be acceptable as long as they are rated to be used in a Septic type environment, they were worried about corrosive air and potentially liquid if there were a problem someday.

15001 2.08 Piping Support Systems– Is this section applicable since the pipe manifold supports are already designed per the Engineer? The design is aconceptual drawing of such supports, as stated in:

2.08 PIPING SUPPORT SYSTEMS

A. Piping shall be supported, in general, as described hereinafter and as shown by the pipe support details on the Drawings, and in accordance with ASME B31.1 and MSS SP-69. Manufacturers' catalog figure numbers are typical of the types and quality of standard pipe supports and hangars to be employed. Special support and hanger details are shown to cover typical locations where standard catalog supports are inapplicable.

B. No attempt has been made to show all required pipe supports in all locations, either on the Drawings or in the details. The absence of pipe supports and details on any Drawings shall not relieve the Contractor of the responsibility for providing them throughout.

15001 2.08 I. Please indicate if this paragraph is applicable. If so please provide Figure 259 as referenced. Please strike Anvil Figure 259; Cooper B-Line Figure

B3090; or equal

15001 3.01 A. This paragraph indicates that the work needs to be approved by a state, county or district plumbing inspector. Is this accurate since this is an existing functioning system and it is on federal property? A proposed Sewer system alteration plan will need to be submitted to the IDEQ with input from the contractor on the final plans to be installed, some items are left to the contractors plan such as the support system for the Piping and the piping configuration proposed by the contractor. The government will submit this plan, with the input from the contractor for review by the state.
