Forest Wide Toilet Building Painting Kootenai National Forest Questions:
1. Is there phone signal up in the mountains where the work would be performed? How would one navigate from location to location, are their coordinates that can be input into a GPS? Can pins be shared?
a. Very spotty service. Do not count on cell service at all locations.
2. Can work go on over the weekends so as to more promptly finish the work in its entirety.
a. Work will not be inspected on the weekends. The contractor may have to return at their expense if they move before acceptance is given.
3. Are the roads to the toilets easily accessible?
a. In general, yes. However, some toilets have a short hike to access. None of the toilets are hike in. They are all in campgrounds or trailheads that can be driven to. The only possible one is the option for the rails to trails toilet in Eureka (It’s kind of in the middle of the trail between road intersections) but I’d imagine they can work with the district to just drive in to it still.
4. Where are most of the concrete repairs at on the structures? The concrete foundation, floor? Is the interior all concrete or all the walls and ceilings wood?
a. No foundation repair work. Just bullet holes and the like on the walls. Some interior and some exterior. And yes, the entire structure is concrete. No wood.
5. Will all of the concrete interior floors be painted in the same grey floor epoxy paint? Keeping color variation to a minimum will make the job easier and make touchups and work on them down the road more streamlined.
a. Yes, the interior walls and floors will be the same color from site to site.
6. The SOW states that the interior walls and ceiling will be painted Sherwin Williams Designer white. Is it safe to say that the only two interior colors we’d be working with is the grey epoxy floor and designer white walls and ceilings?
a. That is correct.
7. The floors shouldn’t be walked on for 8 hours after application. Are we responsible if the general public walk on the floors after we left and while its still curing. Could we leave signage stating not to use until the following day?
a. It is acceptable to close a toilet until the paint is cured.
8. In leu of the Rodda paint and sealant suggested could we use a 1-coat patented product Valspar defense from Lowes. It can be applied in temps as low as 35 degrees and up to 90 degrees. With two coats applied it has a water beading technology, high hide coverage and stain blocking technology, algae, mold, mildew resistant, exceptional resistance to fading, peeling, cracking paint. Holds up the best to rough weather conditions. This would cut the sealing step out of the equation saving a lot on labor and offer the same end result arguably better.
a. Approved Equivalents are not supported by Section 13120 2.4 G 1.
9. For the exteriors can one middle of the road brown color be used to simplify the process and again save on time and materials. Not to mention it’s never recommended to dilute paint it weakens its ability to stand up to rough weather conditions because it’s been diluted.
a. The method specified in Section 13120 2.3, F, 3. A. 1 ii is an industry standard method recommended by the manufacturer. One color of brown is acceptable on all structures.
10. Can the Valspar defense product, same brown color in a semigloss sheen, be used for the metal substrates as well. Its more environmentally friendly, not solvent based, zero VOC and better than the recommended Sherwin Williams DTM product.
a. Approved Equivalents are not supported by Section 13120 2.4 G 1.
11. Where the metal is rusted can we use a rust inhibitor.
a. The specifications to not require a rust inhibitor other than the inherent properties of the paint specified. The contractor may add an inhibitor if supported by the manufacturer’s recommendations.
12. Are the soffits and fascia metal? And If so, do those get painted?
a. The soffits and facia are concrete, and they will be painted. For the exterior, the only thing they won’t paint is the roof. See additional pictures.
13. Can more pictures be provided.
a. Provided
14. I did not see anything pertaining to the vent pipe and the access door on the exterior. Will they need paint?
a. The vent pipes and pumping access ports do not need to be painted.
15. Can you please confirm if the Alvord Lake Toilet can be accessed by vehicle or walking.
a. Yes, you can now drive to each toilet.
