Solicitation No: 1240LU22R0002 FY22 Riley Pass Bluff B Northeast Reclamation Project Page 1 of 1 12/13/2021

Q & A

Responses to questions are provided in blue ink below the question.

Questions from 12/3/2021 through 12/9/2021

1. Section C.7 Submittals, number 5 of the Solicitation (Quality Control Plan) requires the Contractor to submit field test data weekly. Can you clarify what field tests must be conducted?

Required tests can be found in Section C, FP-14 and Forest Service Supplemental Specifications. The quality control plan should include any additional testing needed by the Contractor to verify specifications are being met.

2. Would it be permissible to also include a brief introductory section in the Riley Pass Bluff B technical proposal, with a suggested two-page limit?

The solicitation does not limit additional submissions, such as a brief introductory submission, and only places a page limit on the items specified in the amendment. Page limits are as follows: Company Experience to 3 projects and 6 pages, Technical Approach 5 pages, Company Resources 3 Pages

2. Answer #6 in the Q&A document (the first Q & A document dated 12/3/2021) makes reference to “… a salvage specification for boulders …” The only reference found to large rock in the Tech Specs is a short paragraph included in the Mine Waste Excavation Tech Spec. Was a boulder salvage Tech Spec omitted from the bid package (or included by reference that we’ve missed) or is the short segment in the Mine Waste Excavation Tech Spec the extent of the guidance (leaving stockpile location to the discretion of the Contractor as approved by the CO)?

Section 204. Salvage and stockpile rocks, larger than 24 inches along their intermediate axis, from the excavation area. Contractor shall stockpile salvaged rock within the construction disturbance limits and adjacent to the project work sites at location(s) approved by CO.

3. Looking at cheap water options. Would DHPS be able to drill a water well on location? After the project turn the well over to the Forest Service? It would be half the price of trucking water in.

Not at this time.

4. Due to the time extension for submission of proposals, when are the Past Performance questionnaires due?

The Past Performance Questionnaires must be received by the government no later than 12:00 PM (Noon) MST, Wednesday January 12, 2022 (the deadline for receipt of proposals).

THIS IS THE FINAL Q & A POSTING FOR THIS SOLICITATION. The deadline for submitting questions was 12/9/2021.
