Riley Pass Project
US Forest Service
Harding County, South Dakota
November 17, 2021
Questions
Q: Will there be a COVID-19 vaccine requirement?
A: Yes, but things are changing constantly so be sure to check the Frequently Asked Questions referred to in FAR 52.223-99.
Q: Do you have to go in order of Step 1 to Step 2 in your excavation?
A: Yes. Please review Specification 204 – Excavation and Embankment. While we won’t be telling you how to perform your excavation activities, there is a sequence to excavation. The goal is to bury the hottest material deeper within the consolidation areas shown on the Drawings. Step 1 excavation material generally has higher concentrations than Step 2 material.
Q: Is the contractor required to hire a surveyor? Do they have to be licensed?
A: Yes, the contractor will hire the surveyor. Yes, they need to be licensed. Please review Specification 152 – Construction Survey and Staking.
Q: Are any permits required?
A: No.
Q: Has funding been acquired?
A: Yes.
Q: Will sampling be required to show depth has been met?
A: The goal will be to excavate waste material down to native material. There are approximate waste depths shown on the Drawings, but excavation will terminate once the original native surface is reached, so excavation will fundamentally be determined by visual means. No testing of the final excavated surface is required by the Contractor. Please review Specification 204 – Excavation and Embankment.
Q: Can we work on weekends?
A: Typically work on weekends has not been allowed. But we will check. There is no hour limit for weekday work. Clarification: Work will be Monday through Friday excluding weekends and holidays unless approved in writing by the CO.
Q: Is the lowest price the winner of the contract?
A: The contract will be evaluated on Best Value. There are 5 evaluation factors.
Q: Do we need to decon before we demob?
A: Yes. Please consult the solicitation regarding a required Decontamination Plan. Also, there will be an equipment inspection before you start. Regarding worker protection, the Contractor is required to submit a Health and Safety Plan. This plan should address the items listed in the solicitation, and it should reflect all worker protection requirements that the Contractor feels are appropriate for the site conditions. The Government will not tell the Contractor what level of worker protection is appropriate, but for past work at the site, Contractors have required Level D PPE for their personnel.
Q: Is area open to the public?
A: No but there might be cows in the area.
Q: What volume of material is below the Bluff Edge?
A: Please consult the solicitation Drawings which have approximate waste volumes for the various waste excavation areas.
Q: How neat/precise do you want the end product?
A: No piles or wind rows. Tracks and teeth marks are ok. This contract represents step 1 of a two-year construction effort. Work will continue in 2023 under a separate contract. You need to meet the specifications and final surfaces in the contract.
Q: Will air monitoring be required for dust control?
A: No, the Contract is not requiring air monitoring. That said, The Contractor is required to prepare a Health and Safety Plan that is appropriate for its workers and the site conditions.
Q: Have landowners provided water in the past?
A: Yes, but we’re in a drought so check your water source before submitting your bid. No water is available on FS land.
Q: How long do we have to complete the work?
A: 150 days from the Notice to Proceed. We are trying to start earlier in the year so we don’t need to use as much water.
Q: Who maintains the roads?
A: We don’t anticipate needing road work but any road reconditioning will depend on the level of damage from construction related traffic. The Contractor is required to submit a Temporary Haul Road Plan for roads internal to the work area. For roads outside of the disturbance area, the Contractor is required to maintain roads trafficked by the Contractor and repair any road damage.
Q: Are any other contracts coming out for this site?
A: No. Not for this year.
Q: Is someone here all the time?
A: No. The Government will have an Inspector who will come every day to inspect and oversee the work, but no one lives over night at the site.
Q: Closest town? Where would we get medical services?
A: Bowman, North Dakota has a hospital. Buffalo, South Dakota is closest and has a clinic.
